BLAINE AND CONKLING.
A Washington special relates an
interview with Blaine by a gentleman
who holds a high position at the cap
ital, a stanch Eepnblican and a warm
friend of the defeated candidute.
Blaine confesses frankly that his de
feat was Oonkling's victory, and gave
the following narrative:
"The coldness," Blaine said, "be
tween Mr. Conkling and myself is of
long standing, dating back to the
time -we both "were in the houe of
representatives. He has opposed my
political advancement ever since that
time. Of course, I retaliated, bat
more in a defensive Tray than other
-wise, until Mr. Oonkling assumed an
antagonistic position toward the late
President GarCeld, when I took the
offensive and opposed Mr. Conkling's
return to the senate after he bad re-
signed bis seat It is a mistake to say
that Garfield opposed Mr. Conkling's
return. He was entirely careless con
cerning the matter. He said that he
cared nothing for the annoyance that
that gentleman might attempt
against his administration. Garfield
intended that his administration
should be such as to merit the ap
proval of the country and be did not
believe that Conklingor any other one
man could successfully opposo it
But I could not bring myself to look
'mpon the matter in that light, and
bronght to bear what opposition I
cou'.d to Conkling's return to the sen
ate. As he had opposed my political
advancement, I had a perfect right
to retaliate in kind. He was defeated
and thus matters stood until the ap
proach of the national convention,
when I was put in the field for the
nomination by mv friends. I had
doubts as to the propriety of my tak
ing tho position with so powerful an
opponent at large. But I was assured
that Mr. C inkling had turned" his
back on politics; that he would take
no part in the canvass "for either the
nomination or the election. In addi
tion to this I was visited by commit
tees and written to from all sections
of the country, urging mo to coneent
to the use of ray name before the con-
yentio-'. I finally yielded. I had
taken pa".ns to learn Mr. Oonkling's
feelings. At first he was reticent, Bay
ing he was out of politics. Later he
Baid he hoped the convention wonld
nominate a man. This was interpreted
to me that he preferred me to
A-thur. I felt some relief and "was
nominated. Tho October result in
Ohio elated us. I desired to visit
New York, when the" announcement
wa3 made that Mr. Oonkling would
take the stump against me. If I
would stay out of New York he would
make no speeches. He said he would
submit the question to the people
without argument, but if I wanted to
argue he would meet me. I abided
the decision of my friends not to
bring any issue in of this kind in the
nature of a personal quarrel. This
contented Mr. Conkling, and he re
mained out of politics. The question
want to the Republicans of New York,
as M. Conkling wanted it to
and h s won. He has had his revenge.
I don't say I kept him out of the
senate, but I did all I could to do so,
and he has prevented my election to
the presidency. It was Mr. Conkling
alone who could have given New York
state to me and he would not Per
hapilcould have returned him to
the senate, but I would not. But he
hasbeaten me three times to my once
beating him. Ha prevented my nom

Blaine it is said showed no feeling
during the statement.
Representative Millard, of New
York, is preparing a resolution which
will undoubtedly bo given due con
sideration. It proposes an amend
ment to the constitution fixing the
presidential term at six years, and
th&t'the incumbent of the office shall,
after -one term, be forever barred
from-accepting any office under flip
government. In h'euofthe right to
aooept office the ex-president will
receive a life pension.
