Jeffries secretary. Tho chairman stated the object of tho meeting to be the placing in nomination of a candi date for councilman of the First "Ward at the ensuing municipal election. Ike Bergman was then placed in nomination, and thero being no otbrr nomineo it was moved that his election be made unani moup. Mr. Bergman responded in a few brief remarks. Tho mont se vere windstorm of the year has prevailed sines 5 o'clock yesterday afternoon, and though somewhat abated at lO.o'clock to night it is still blowing furiously. Tho city was turned topsy turjiy last night. Hundreds of signs were blown down, the tin roofing of several buildings was torn off, and many windows and fences were wrecked. Nobody was seriously hurt, and the damage is so scattering and di vided that it may bo set down as nothing. The storm, following a long dry season, louna tne streets very dusty, and tho ef fect can be easily imagined, by those who have witnessed similar tempests bore. The air has been filled with flying refuse. varving in siz3 from a cobblestone to a gram of sand, and it has almost been worth one's life to venture forth. In the western part of the city sand completely buried tho street railways, and traffic on Geary, California, Union and other streets has been exatiously interrupted. In the middle of t jwn dust has been flying like snow, and this, with the piercing cold, has made the day one of intense discom fort. On the bay the storm raaed fierce'v. and the damage has been considerable. I he only disaster was the sinking of a boat belonging to the telegraph comp my used in laying cables. It ventured out to repair a break between Oakland and Goat island this morning aud was swamp ed, directly in the track of the Oakland ferries. Its masts rise above the water, and when the storm subsides it cm easily bo raised. All the ship3 dragged their anchors all day, and tbe tugs have been busily engaged in keeping them off the shore. Thirteen vessels in all drifted on the flats, but all have been gotten safelv off. Tho only, serious case was that of the British ship O'Brien, which got foul of old pile3 just below Meigs wharf, and tae captain bad to pay j,oj to be pulled into safe water. It baa been a mystery toa groat many people in Oregon, says the Vindicator, how it was that Frank Frisbie, the de faulting cashier of tho First national bank of Portland, got off with euoh a light sentence of only one year when he should have got fifteon, and why it was that the second indictment was quashed on such a trival matter, becauso tbe check did not have a dollar mark beforo the figures. It now comes to light, and we hear it from ono who claims to know, that Frisbie had tho bank officials where they could not help thomselves, when they took money into consideration. It seems that it was Iii'b placo to keep tbe books between tho Northern Pacific Ex press Company and the bank, but in do ing this he so thoroughly mixed tho ac counts up that it was impossible for them to figure out how much the company owed the bank or the bank tho campany. With this state of affairs existing, it is thought the bank people compromised tho m itter with tho dignified Frank by his agreeing to straighten out the books and take one year in the "pen" at Salem. He remarked to the deputy warden when he reached tho psmtontiary that the agreement was that ho was not to wear a striped suit.
