Neap.lt forty yeara ago began a great agitation regarding the build ing of a monument at the national capitol to be called "The Washington Monument" Several tbousaud places throughout the United States were designated as depositories and re ceptacles for funds, tbe idea being that the structure would be built by popular subscriptions. Not till 1818 did the work begin. Money came in very slowly, and after rising fifty feet from the ground active operations ceased. In 1861 another attempt was made to procure money for the "mon ument fund." wliicb. had for years been a standing joke in the news papers, lhat, too. was abortive, and except for an occasional taunt from some critic, the majority of the Amer ican people of this generation would not have known that thero ever was such an idea projected as th2 "Wash ington monument Shortly after the centennial of 187G thero was an nwak ening of interest in the project and a general expression of national shame that the work which appealed so forcibly to the patriotism of the American people should be allowed to languish. Government funds were appropriated and in 1878 a new mon ument was begun. Last Saturday it was finished, and on the 22nd of next February will be formally dedicated by President Arthur. The monument is the tallest struct ure ever built by human hands. For four thousand years the pyramid of Cheops has had that proud distinction, but the loftiest artificial height on the globe now stands on the banks of the Potomac. It is 550 feet high the stars and stripes that wave at its summit are 690 feet from the surface of the ground, and when the city that bears the name of the Father of his country lies shrouded in twilight, the lofty pedestal that commemorates his fame still glistens in the sunlight of the upper sky. THE O. AND C. - It is now stated that at the special meeting of the Oregon and California directory, whioh convenes in New York on December 22nd, that there will be a decided revolution in the affairs of the company. It is said that Villard has proposed a new scheme to the stockholders. They are to act upon a proposed increase in the board of directors and a sug gestion that the bondholders bo given a representation in the board, upon an issue of new bonds, upon an issue of 30.000 additional shares of pre ferred and 30,000 additional shares of oommon stock, and furthermore, to authorize a lease of the road to the Central Pacific. 2feM, 7th. This is of interest to us, involving as it does the shadowy title to the Astoria land jjrant that in reality is no title at all. As anything in the nature of a change is preferable to the present lethargic condition of af fairs it will bo interesting to see whal effect this now move will have on the fate or fortunes of the long talked of railroad from Forest Grove to As toria. Congress is now in session, snys the Oregonian, and onr legislature will assemble within a few weeks; but how many of our citizens are looking to either for any special good? The little legislation we actually need we are not likely to get; and as for con gress, most people would be glad if it would simply pass the appropriations, devise a plan to count the electoral vote, rid us of the sugar and silver ring3, and go home. There will be growing contempt for onr congress, if at every session 7,000 bills are in troduced to rule a people, who know as much, and can see as far, as their congressmen. Rulers are no longer gods. They have their exits and their entrances, and in neither case has the world much to grieve over or rejoice. It was worthy of the hard sense of Dr. Johnson, when Gold smith's poem was offered him for pe rusal, that he put into it the senti ment that reminds us, "How small of nil the ills that men endure, that part whioh kings or laws can cause or cure." The S .n Francisco Bulletin pub lishes a statement that the London Telegraph, to get cheap paper stock, has brought a large tract of land on the Mojave desert and will use Yucca plant pulp as the basis of its paper. The plant is to be ground to pulp at ome point on the Colorado river, and shipped by rail to New Orleans, thence by sea to Liverpool. It is understood that there will be no speech making or lobbying before the house committee on the rivers and harbors this session. At a meeting of tke frommiUeo notice was served that n one won d be allowed, as the figures have already been made up for the ferthcoming bill. It will come within 38.000,000 and is based on last year's work. The popular vote of the county at the presidential election on Nov. 4th, was as follews: Total vote cast 10,- 04t268; Blaine, 4,811.061; Cleveland 4.838.319: Butler, 203,553; St John, 150,335; Blaine's plurality 5,742.
