CO tftovian. ASTORIA, OREGON: SATURDAY- .DECFMBEi: G 1RF4 THE COMING LEGISLATIVE SES SION. The Oregon legislature meets on the 5th of next month. About the first thing in order after organizing trill be to elect a United State3 sena tor. By the revised statutes of the "United States, passed in 1874, the legislature of each state is directed to choose senators as therein -prescribed, by xvca voce vote of the joint assembly of both houses of the legis lature on the second Tuesday after the meeting and organization thereof. Hence the election of Senator Sla ter's successor will be on the 13th of January, 1835. "Who that gentleman may be is yet undetermined, and be yond" the fact that he will be a Re publican and a resident of Portland, we in this section of the state know very little as to the candidacy of the man "who will represent Oregon for six years in the upper house. After the election of Mr. Hirsch, or Mr. George, or whoever else it may be, the real business of the session will begin. There is not a great deal of actual work to do. The mortgage tax law needs repealing, unless, indeed, it is desired to still further drive capital out of the country in an abortive attempt to prevent water from seeking its leveL The law ex empting indebtednesses wants also to be looked into. As the matter now stands the more a man owes the bet ter off he is. The original idea and intent of the law was, doubtless, good, but its practical workings makes a farce of the thing. Jones, in Astoria, is worth $20,000; 15,000 of tLis amonnt is secnred to San Francisco creditors by notes; along comes the assessor with his blank "returnable in ten days." It is only a work of a little more than ten minutes to tele graphically transfer that San Fran cisco debt to Portland agents of the San Francisco house, and so, presto! the debt is now "within the state,1 Jones puts down his property and goods at 15,000; "indebtedness with in the state." $15,000 amount to be assessed in Clatsop county $000,000. It is only necessary to indicate that unless the Multnomah and Clatsop assessors are on the lookout, the $15,- 000 "owing in Portland" will be so juggled that by the time the Portland assessment is made out the indebted ness ij either transferred to some other place in the state or else back to San Francisco, thus demonstrating the ease with which the law may be evaded, and is, in thousands of cases every year. The long deferred matter of proper legislative appropriation in our coun ty also should have a hearing. It is ridiculous that the second city in the state situated in a county des tined to be second to none other in the commonwealth, should be longer put off with such a county as Til lamook or Columbia. Nothing con nects us with either county but a legislative enactment and a trail, and we have les-s intercourse or common interest with our neighboring coun ties than, with "Wasco or Marion. One-half of a representative and one- third of a senator is our meager share. We hope that the knowledge of this injustice will put backbone enough into our legislators and suf ficient sense of justice in their fellow representatives to give us in '85 what was our due in '80. It prohibits the erection of triumphal arches and display of bayonets in "Washington on inauguration day, and provides that the chief justice shall call upon the president-oloct and accompany him either on foot or in a plain car riage, drawn by not more than two horses and without decorations or livery, to the capitol, where he shall take tho oath and address such citi zens as may be there to hear him.
