Referring to the Nicaragua treaty, the Mail and Express says: ,'Oar congress did not support the enterprise tinder tho treaty which has ospired by the grant ing of 3 per cent, interest required, because it knew that it was then more of a Guatemalean than a Nicar aguan undertaking, tho ultimate fate of which would depend upon tho whima and fancies of the dictator of Guatemala, and not upon tho good will of Dr. Cardenas, president of Nicaragua, who was not liko the presidents of Salvador and Honduras, tho mere lieutenant and instrument of Barrios of Guatemala. Since then affairs have improved in regard to this great international question and President Arthur i3 perfectly justi fied in calling the attention of con gress to the question of the Nicaragua canal." 'The Times devotes a column to the treaty. It says: "It appears that our government, convinced that the success of the Panama undertak ing was prob.emat ca!, decided to secure for itself at onc6 the option of building a canal, to be controlled by itself, on the Nicaragua route." The limes expresses no opinion on the desirableness of tho canal. Tho Sun returns to the subject and opposes iLs construction. It says: "No feature of the president's mes sage is more likely to provoke dis cussion than this treaty." It also thinks tho advantages to bo gained by exclusive control by oar govern ment will not justify tbo burden of taxation which its cost and keeping will involve. The protection of Cal ifornia does not require it. The har bor of San Francisco is admirably calculated for defense. It would need, in tho event of war, plenty of efficient guns and ample appropria tions for torpedoes, fortifications and the building of iron-clads and gun boats, at its own navy yard. To for ward soldiers by sea would be the acme of absurdity, when we have no less than four lines of railway linking the Atlantic and the Pacific. No well informed person will dispute that the facilities of naval construction and equipments at "Marc island now or speedily could bo made adequate to all exigencies. If no better reason for sinking from S50.000.000 to S100, 000,000 of the public money in a ditch at Nicaragua than the professed strategic importance of the invest ment to the Pacific shores, let the sum be appropriated directly to tho navy yarn and harbor fortifications of that coast. It would then be where it would do the most good. Lonook, Dec. 3.
