On motion of Cobb, tbe senate amendment to tho house" bill forfeit ing the unearned land grant of tbe Atlantic and Pacific railroad was non concurred in. On motion of Eandall, the house went into committee of the whole, Cox of New York in the chair, on the bill making temporary provision for tho naval service. No amendment was offered to the bill, and no discus sion was had, Eandall merely-making a brief statement that the total ap propriation for the support of the navy the current year was $15,636,166, a reduction of 253,268 from tho ap propriation of the previous year. The committee rose and the bill passed. The house resumed consideration of the inter-state commerce bill. Seymour, member of the committee on commerce, supported the bill of the committee. He said Reagan's sub stitute was so strict as to interfere with the laws of trade. Peters cited instances of wrongs perpetrated by railroad companies upon the producing classes of the country, by unreasonable charges for freight transportation, and declared remedial legislation on the subject was imperatively demanded. Such remedial legislation was contained an the provisions of the bill under con sideration. He strongly favored the commission. At tho conclusion of Peters' re marks, the subjects went over nntil to-morrow. It was ordered when the house ad journed to-morrow that it be to meet Monday next. Adjourned. SENATE. Washington, Dec 3. McPhcrson introduced a bill to suspend tho coinage of silver dollars. It provides that on and after the pas sage of the-act coinage of silver dol lars shall be suspended; that the sec retary of the treasury be directed to reissue any TJ. S. notes of denomina tions less than $50, and destroy all TJ. S. notes of less denomination than S5; and also tho engraving and print ing of such notes. It authorizes the secretary of tho treasury, upon the deposit of silver bullion, in such sub treasury as he shall designate, to is sue to the depositor thereof silver certificates having upon their face the weight and market value of the metal so deposited, calculated in TJ. S. gold dollars, at tho rate of 25.8 standard grains to the dollar. The secretary is also authorized and re quired, on presentation of any silver certificates issued under the provi sions of this act, by tho legal holders thereof, to redeem the same by deliv ering to tho depositors silver bullion of tho weight and fineness certified upon the certificate, and immediately Ccffecel or destroy such certificate. Vest's resolution of yesterday, call ing for an investigation into leases made by Indians of tho Indian terri tory, was taken up. An amendment was agreed to, including within the scopo of the investigation leases of land in Indian reservations. Plumb defended the secretary of the interior against criticisms made by Vest yesterday, and hoped tho in vestigation now contemplated would result in the suggestion of a plan which would reconcile tho needs of settlors and Indians. Tho following bills were introduced in tho senate today and referred: By "Wilson Providing that railway postal clerks shall hereafter be ap pointed for a probationary term of from three to nine months, and if the record of service and conduot made in that time is satisfactory, their per manent appointment shall be made, subject to removal for cause. By Dolph Making Portland, Ore gon, and Port Townsend, Washington territory, ports to which tho act in relation to tho immediate transporta tion of dutiable goods applies. Byililler (New York) Authoriz ing the president to place Brevet Major General William W. Averill on the retired list of tho army, with the rank and pay of colonel. Also a bill providing that the words "confederate cruisers," in the act re establishing the court of commis sioners of the Alabama claims, shall be construed and held to include, for all purposes of said act, any and all vessels, officers and crews of vessels, organized expeditions, acting as such by authority of the late so-called confederate government, or any of its officers, by which, vessels or car goes of loyal citizens of the United States were captured or destroyed on the high seas; and that the act be construed to include any -waters within the admiralty jurisdiction of tbe United states. It further pro vides that any case already heard in volving the question of "confederate cruisers" shall ba reopened and rs- htard upon due nones. ELECTORAL VOTES CAST. Amknv, Dec. 3. Tho presidential electors met this moming and cast the vote of the state for Cleveland and Hendricks. Tho electoral col leges of Georgia, Florida, North Car olina, Minnesota, Illinois, New Hampshire, Indiana and Ohio are all reported as having met and cast their ballots in accordance with the popu lar vote in their respective states. New York special says tho meeting of Oregon and California stockhold ers, called for the 22nd, is likely to cause a decided revolution in the nfiairs of the company. The stock holders are to act upon a proposed I increase in the board of directors ' and a suggestion that the bondhold ers be given representation on tho board; upon an issue of new bonds j including 30,O0U additional shares of preferred and 30.000 additional shares of common, and to authorize tho lease of tho road to the Central Pa cific, and in case tho latter proposi tion bo acted on affirmatively, an arrangement will be made by which the Central Pacific, having gained control of tho line, will bo inde pendent of the Union Pacific and Northern Pacific, and secure an ab solute monopoly of tho traffic between San Francisco and Portland. Tho company earned during Octo ber S155.593 gross, and S51.452 net. It is assured that tho earnings will hereafter be published regularly, both gross and net. Tho completion of the Oregon Short Lino is announced in a circular issuod by the Union Pacific, which says: "Tho Short Lino is now com pleted to Huntington, where-it forms a connection with tho Oregon Bail way and Navigation, thus forming a througB standard tma?o line, with an excellent roadbed, steel and iron bridges, easy grades, and first-class equipments. It is tho shortest route between Portland and tho east, and rates are as low. and tima as fast 1.8 ! any other line, tho rule being to send all car-load freight through without) transfer, when marked 'via Union Pacific Short Line.' " The Press expects, ou completion of tho line, to secure greater facilities to Philadelphia wool buvers, as most of the Idaho, Oregon and Washing ton wool is shipped here.
