" I think John Whipple held the secret in his heart of dramatic force and fire. Eobt. Colly er. Los Salvage. In a recent case tried before Judge Greene of Seattle, says tho Grays Harbor ITeics, wherein the plain tiff was the owner of a boom of logs held by the defendant, the latter claiming one-fourth of their value as salvage under tho provisions of the code, it was held that the act in quostion was void, as it proposed, by its mere fiat to takethe property of one person and assign it to another. Tho legis lature can set a premium on gallant services for resouing estray logs or doing other acts of salvage within this territory. It can reward merit in its discretion; but it crnnot, regard less of the value of services rendered, mete out an indiscriminate reward to every doer of such service and com pel the owner to pay that reward. This statute attempts to do an act of that sort, and is, therefore, void. The jndge declared incidentally that the law may be construed to apply to the salvage of loo3e logs, though not to those protected by a boom.
