CONDITION OF THE ARMY.
The annual report of Lieut-Gen.
Sheridan to the secretary of -war
covers the period from his assignment
to the command of the army, Novem
ber 1, 18S3, to November 1, 18S4. He
Bays that the army lias enjoyed rest
from active field operations, but its
other duties, consisting of the occu
pation of posts on the frontiers of
Canada and Mexico, with stations
near Indian agencies and the protec
tion of Indian reservations, have been
important. In maintaining peace in
Arizona, -where the Indian situation
is sensitive, and in the northwest,
where roaming bands of Indians have
disturbed cattle interests, much activi
ty and the exercise of great discretion
have been required from both officers
and men. The Indian question, as
far as hard fighting is concerned, is
now eliminated from military consid
erations, but the control of Indian
reservations in sparsely settled sec
tions and the encouragement which
should be given to actual settlement
involve conditions to adjust -which
will require the services of
the military in the west for many
years to come. In keeping with
the rapid extension of our vast rail
way system and the continual spread
of western settlements, the polioy of
abandoning small frontier outposts,
when no longer needed, and the con
centration of their garisons at larger
permanent stations has been steadily
continued. This gradual concentra
tion i3 alroady begin ing to show ben
eficial effects in greater economy of
supply and in improved discipline of
troop3, resulting from better opportu
nities of instruction. The standard
gun tofthe army 13 the Springfield,
ah excellent arm, but the opinion is
expressed that the weapon of the fu
ture will ba a magazine rifle, or one
equaling it in the rapidity with which
it may be discharged. The national
guard of the states is warmly com
mended and ample provision of arms
and equipage by congress suggested.
Excepting for our ocean commerce
and seaboard cities there should be
no alarm about probability of wars
with foreign powers, as it would re
quire more than 1,500,000 men to make
a campaign on land against us. To
transport from beyond the ocean
that number of soldiers, with all their
munitions of war, even if not molest
ed by us in transit, would demand a
large part of the shipping of all Eu
rope. Attention is directed to the
entirely defenceless condition of our
seaboard cities and their harbors
against foreign naval attack. Sub
marine torpedoes, fired by electricity
from shore stations, form an import
ant feature of harbor defense, yet
unless well protected by strong for
tifications they may be so easily re
moved by an enemy or bo rendered
harmless by cutting the wires leading
to them that the early beginning of
a general system of seacoast fortifi
cations, constructed in accordance
with the requirements involved by
the latest improvements iu heavy
artillery, is urgently recommended.
The permanent works we now possess
belong to an obsolete system of for
tification, now practically worthless
as defenses against the fire of mod
ern heavy guns.
The Indiana revised statutes of
18S1 provide that the electors shall
meet to give their vote for president
and vice president on the first Mon
day of December; and the federal
statutes fix the first Wednesday in
December as the day for them to as
semble. The elected presidential
electors are very much perplexed over
the question of which law they should
comply with, and the question has
been referred to tho attorney-general

did not hear the part of Mr. Bur
dhard's address relating to Eum,
Bomanism and Eebellion, and that
he knew nothing about it until he
saw it in the papers the next day.
The truth is that out of a dozen
keen-eared reporters but bno heard
it. It was not printed in any of the
New York morning papors next day,
but appeared for the first time in a
report telegraphed to another city.
WHiiii, the election being over it is
hardly necessary for Harpers' Week
ly to keep on lying, but it does all the
same. In the number received lasts
evening it says that in no states ex
oept Colorado.and Maine was theEe
publican majority increased at the
list election. The Eepublican ma
jority was increased in California, in
Nevada, in our own state, in Ohio, in
Pennsylvania.

amount of internal revenue collected
in this country was $121, 591,000, and
the cost of collection was $5,000,000,
r about 4 cents on the dollar.
THE LIFE SAVING SERVICE.
The general superintendent of the
lifo saving service, iu his annual re
port says: The total number of dis
asters during tho year was 439; total
value of property involved 810,607,
JM0; total valne of property saved,
$5,161,351; total value of property
lost, S1,746,5S6; total number of per
sons involved, 4432; total number of
persons saved, 4412; total number of
persons lost, 20; total number of per
sons succored at stations, 552; total
number of days succor afforded, 1419;
number of vessels totally lost, 64.
Investigations held after each case
of loss of life, show that the twenty
persons who perished were severally
beyond human aid, and that in no in
stance could their loss bo attributed
to any failure in duty on the part of
the life saving crews.
The number of disasters during the
year exceed by twenty-three the num
ber of tho year preceding, which was
71 more than any previous year in the
history of the service. The amount
of property involved was 3,365,220
greater than in the preceding year,
but tho amount lost was $124,434 less,
while the amount saved was $3,489,
624 more. Assistance rendered dur
ing tho year in saving vessels and
cargoes has been much larger than
in any previous year, 390 vessels,
which is fifty-three more than in tho
preceding year, having been worked
off when stranded, repaired when
damaged, piloted out of dangerous
places, and similarly assisted by sta
tion crows. There were besides 240
instances 115 more than in the pre
ceding year whero vessels rnnning
into danger of stranding, were warn
ed off by night signals of patrols,
most of them thus being probably
saved from partial or total destruc
tion. In conclusion, Superintendent
Kimball says: V'The splendid effi
ciency of the corps is attributable
mainly to its being made up entirely
on grounds of professional qualifica qualifica
teons: tho policy of keeping tho ser
vice entirely exempt from political
influences have been steadily con
tinued. The superintendent of the Cana
dian Pacific railway states that the
road has got all supplies, such as
rails, fastenings, etc., for winter north
of Lake Superior and the Eocky
mountains. Twenty thousand men
will be employed in the construction
of the all-winter section north of
Lake Superior, which will bo com
pleted between now and April 1, and
the Eocky mountain section by Octo
ber 1, next.
