Two -weeks from to-day will occur the annual municipal election, when a councilman from each ward will bo elected to a seat in the city council for three years. There seems to be a disposition this fall to make the matter more of a po i:ni nnntest than heretofore. The Astobian has no candidate but makes the following suggestions in tne rnier- est of the public good. This city government of ours is simplv a business partnership. Some of us pay taxes pretty heavy taxes just at present and in return for the payment of these taxes the commu nity get considerable conveniences that they wouldn't get if there were no municipal organization. There is nothing in it but a matter of busi ness. A politician, a wire-worker, or a sneak has no business in the coun cil. A man who has politics on the brain but no brain on politics is out of place in a deliberative body whose sole idea should be the general good of the community he represents. The functions of a councilman are not very irksome. He votes saloon licenses, audits claims against the city and passes on street improve ments. The questions that he de cides upon arc almost wholly ques tions involving public money. For this reason the members of the coun cil should be taxpayers, men with property, men who have sufficient in terest in the community to insure that they will not be swayed by ulterior motives. A man thinks twice before voting an increase of taxes on him self or sanctioning a measure that will entail as much proportional ex pense on himself as on his neighbor. Nor is a man wanted in the council that is made of putty and molasses. Men are wanted there with sufficient understanding to frame an intelligent opinion and sufficient "sand" to stay with what thev consider to be right. The position of councilman is not a very satisfactory one. Usually a member of the Astoria city council is damned if he does right, and doubly damned if he does wrong and nearly every one is ready to resolve himself into a committee of one on criticism and decide just what is "right" or "wrong:." "When a man does what he thinks he should do, what the place demands of him, and is abused for it, and reflects that "there's nothing in it," he finds very little satisfaction in his position. The best requirements in selecting a candidate are that he be a man who has a stake in the interest of the city and a man that has some fair degree of success in managing his own pri vate business. If he has made a mess of his own business he cannot be expected to be a success in tend ing to the business of other people. Astoria has always been fortunate in the matter of couucilmen. The present council has shown a conserv ative spirit that is worthy of com mendation and have consulted the wishes of the people and tried on ev ery occasion to do what was best for the city. It is not always easy to properly legislate for a city like Asto ria. We are in a period of growth, of constant transition. Economy says 'go slow, spend but very little," while requirements constantly arising from our rapid growth suggest expendi tures that though necessary, seem ex travagant when measured by the standard of the past The recent vote in "Washington territory indicates a population of 125,000. It should be a state. It has all the requirements of a sister commonwealth and more than a good many slates had when they were ad mitted into the Union. A territorial government is only for a scant and poorly settled region. The intent is simply to form a temporary, transient organization. "Whenever a territory assumes the dignity that "Washing ton -has it shoud be admitted as a simple act of justice. A correspondent of the Oregonian suggests the establishing of a beet sugar factory in Oregon. The idea is a good one. The northwest is at present cinched by an outrageous monopoly. Beets can be grown for less than $2.50 a ton and what has been proved to be an assured suc cess in places where the conditions were not so favorable as they are herej would surely do well in our own state. .Is Europe on the eve of a politico volcanic eruption? The continental nations are armed and waiting! Is England's power to be fettered if not crushed? If the potentates desire a little fun of this kind it will not seri .ously affect Uncle Sam.
