If any person or ncrsons shall carry any basket or baskets, buck et or DUCKets, oas or uafis or any other thing suspended from or attached to poles across or upon the shoulders, or shall carry any rubbish, garbage, swill or filth so as to be offensive to pedestri ans, upon any smewaiK tney shall be deemed guilty of a misdemeanor and upon the conviction thereof beore the police court, shall be punished by a fine of not less than five dollars or more than one hundred dollars, or by im prisonment of not leas than one or more than twenty days, in the city jail. Sec. 2. If any person shall remove, transfer, or transport through any of the public streets of the city of Astoria any swill or garbage, except it be in a tightly covered box or apparatus, or in such a manner as will prevent the con tents thereof from being deposited in the public street, or from being exposed in the open at during such process of transportation shall be guilty of a mis demeanor and upon conviction thereof shall be fined not less than five nor more than one hundred dollars or by imprisonment in the city jail not les than ono nor more than twenty days. Sec 3. If any person or persons shall .cut, saw, or split any wood on the side walk of any improved street within the city, shall upon conviction thereof be fined not less than two or more thau one hundred dollars, or by imprisonment in the city jail until such fine and costs of action are paid, not exceeding twenty days. Sec 4. Any person who shall post, stick, itamp, paint or otherwise affix or cause to be done by another any notice, placird, bill, poster or advertisement to or upon any side walk, "crosswalk, curb or curbstone, lamppost, hydrant, shade tree or tree, or upon any gate, gate-post, awning, awning-post, horse post, iele graph or telephone poles, or shall post, stick, stamp or otherwise affix or cause to be aone by another, any notice, plac ard, bill, poster or advertisement upon any building wall or part thereof with out first obtaining permission ot the owner, agent or occupant otsuch prem ises, shall be deemed guilty ot a misde meanor and upon conviction thereof, shall be fined not less than two or more than one hundred dollars or by impris onment in the jail of said city until such fine and costs of action are paid, not to exceed twenty days. Sec. 5. In case of conviction of any of tho offenses mentioned in this ordi nance, the court shall adjudge the offen der to pav the costs of prosecution, and shall in default of payment of fine and costs commit the offender to the city jail for a term of imprisonment not ex ceeding twenty days, and in all cases where the term of punishment in the city jail in lieu of a fine shall not be fix ed by thePolicfi Judge the offender shall be imprisoned in default of pav ment-of fine one day for each two dol lars of such fine; provided that in no caso -the term of imprisonment shall exceed a period of twenty days. An ordinance regulating the man agement of fires and the protection of property. The city follews: of Astoria does ordain as Sec. 1. Sec. 3. No persou or persons shall break through or attempt to break through such blockade or run over any line of nose at a fire. Sec 4. All steam engines and other movable apparatus of the fire depart ment shall nave the paramount right of way through all streets and thorough- lares oi the city ot Astona when going to a fire and such apparatus, together with all other vehicles contiguous there to, excepting street cars, shall take and keep the right side of the street, unless thesame be dbstructed, and all street cars in the vicinity of such apparatus going to a fire shall retard or accelerate their speed as occasion may require, in order to give the apparatus of the fire department tho unobstructed use of the street ior ine iiaie ueiug. Sec. 5. No person or persons having the control of any vehicle shall wilfully or carelessly permit the same to ob struct the progress of the apparatus of the. fire department wane going to a fire. Sec C Any person who shall violate atiy oi tne ioregoing provisions oi mis ordinance shall be deemed guilty of a misdemeanor, and on conviction there of before tho police judge be fined not less than five dollars nor more man one hundred dollars or by imprisonment in the city jail not more than 20 days, or by bom. as me ponce judge may deter mine. The Chief Engineer of the fire department, assistant engineers, clerk of the department, and Chief of police and police officers and fire police, are directed to see that tho provisions of this ordinance are enforced, and make complaint in the police court for the violation of the provisions thereof.
