A SENSATIONAL DISPATCH.
A speciaii to the N. Y. World from
Pittsburg, Penn., dated the 17th,
says: "Senator Cameron has been
in the city for a few days. Cameron
is positive of his succeeding himself
as senator, and his conference with
provincial republicans from this part
of the state was satisfactory. His
secondary reason was to explain to
those vitally interested a plan where
by a majority of the federal offices
would be retained by Eepublicans.
The senate will be Republican, and
as there are a great many officers
whose terms will expire during the
next term of congress, they or their
successors will be immediately ap
pointed by Arthur, and confirmed by
the senate. As their official terms
will extend over four years thoss po
sitions will remain as heritages, as
they cannot be removed from office,
except for cause, and conduct on the
part of any one of them unbecoming
his position would be the only act
that would remove him. Cleveland
may find it very difficult to get the
senate to confirm his appointments
of Democrats. Such refusal on the
part of that body would have the ef
fect of continuing in office all Repub
lican federal officers whose terms
might expire during the next admin
istration, as an officeholder is allowed
by law to remain in his position un
til either leappointed or succeeded,
no matter if his commission has ex
pired, and any refusal on the part of
the senate to confirm Democratic
successors would virtually continue
in office all the Republicans. This
may look like a steal, but it is a pos
sibility. As n last resort -another
thing may be resorted to as an alter
native, or rather as a compromise.
There are a number of southern
states pronouncedly Democratic,
with little chance of ever becoming
Republicanized. Democratic sena
tors from such states may effect a
compromise with Republican sena
tors, and agree to the appointment
of either Democrats or Republicans,
as to the territory in which the ap
' pointment may be. Cleveland could
help good feeling by appointing offi
cials in that way. Otherwise he will
experience trouble with the Republi
can senate. These facts have leaked
out since Cameron came here."
The constitution of the United
States contains a clause, whose scope
has not yet been defined. It forbids
any state to pass a "law impairing the
law of contracts.' Marriage in the
eye of the law is a civil contract
However much more than this it may
be, it is certainly this. It is a con
tract between two persons to live to
gether as husband and wife till death
parts them. In most of the states it
is a contract also for the common
ownership of what they have at the
time of the contract, and all they are
to acquire after it. Every law which
authorizes a divorce authorizes a dis
solution of this contract The na
tional government h3S not received
by the constitution the right to pass
any such law. The states are forbid
den to pass it, by the clause we have
quoted. Yet every state except South
Carolina assumes the authority to an
nul marriages.
Thbouqh overland traffic will be
opened on the 1st of next month by
way of the Oregon Short Line to
Huntington, the Oregon Bail way and
Navigation Co.'s line to Umatilla, and
the Northern Pacific line from the
latter point. It is calculated that
this route will shorten the time
across the continent to Portland by
one day. The Oregon Short Line
leaves the Union Pacific at Granger,
"Wyoming.
