The Portland Board of Trade has appropriated $175 a month "for the successful operation of a society to encourage immigration." The idea is an excellent one and deserves co operation on the part of the entire state. Oregon's population is not in creasing as fast as it should; as last as its soil, climate and resources jus--tify. Eastern Oregon is receiving an accession of population (Umatilla county cast the highest number of votes outside of Multnomah at the last election), but western and south ern Oregon fill up very slowly. Apa thy is the only reason why this state of affairs should obtain. The Portland organization seems disposed to go to work the right way. There is to be an immigration bureau, which will furnish immigrants a list of farms for sale, and send him direct to the settler, the main object being to receive and find homes for those who come to the state. It is also in tended that reliable information regarding our state shall be widely distributed. This last is a little liable to overdo ing. It is so easy to sit down and write a glowing account of what some one unusually favored individual has done and send that broadcast as an example of "what any one can do if he will only come to Oregon." That part of the business can safely be left to the railroad companies. They will see that tho public will not lack for information as to what Oregon can do and how to get here, etc. The main point is to work in the line pro posed by the bureau of immigration and look out for those who are here, aid and direct them, furnish Ugpm with reliable, common-sense informa tion, and when an intending settler gets comfortably fixed through tho aid of that organization ho will be a pretty good advertisement himself for the friends and acquaintances he left behind him. Every man who comes hero uon business" and with an intent to build a home is welcome; ho adds to the wealth of the state in a marked de gree, no matter whether he bring much or little Hero in our own county of Clatsop is fine soil, good advantages for transportation and market and a future of great prom ise. Two thousand sturdy immi grants could make comfortable homes here, and in a few years be independent. They would add two million dollars to our community wealth. The county expenses would be very little more than they are now, and the burden of taxation would be a great deal lighter on all of us. This last is tacked on in an swer to a question we are sometimes asked: "What do you want to en courage people to come here for? Isn't there enough here now?' OUR NATIONAL DEBT. "A Natioxajj debt is a national blessing," says England, and acting on this premise she pays her debt slowlj'. America has a different nol icy, and has always been noted for the prompt paymenl of its national obligations. No country in the world has such a brilliant record as a debt- payer. After the Kevolutionary war closed Alexander Hamilton estimated its cost at 3140,000,000. The Continen tal congress recognized a total debt of $70,000,000. The policy was then promulgated and practiced of prompt ly paying the public debt. By 1807 the United States was out of debt In 1812 our country went to war again. The war closed in 1815 with a debt of S120,000,000. This was paid in .twenty years. Prom 1835 to 1846 the country didn't owe a dollar. Then came the Mexican war which left a .debt of 347,000,000. The thirtePn years of peace that followed was not very creditable to tho financial repu tation of the statesmen that had con trol of the government and when the oivil war broke out the country was in debt 390,000,000. In 1861 the national credit was be low par and high interest was asked and received for a small loan. With internecine strife came a new spirit In direct defiance of the con stitution, but with an intent that was justified by tho circumstances that occasioned it, the north bor rowed nearly 32,500,000,000. In ad dition to this nearly 3500,000,000 more was obtaine'd by the issue of a frac tional currency that was not redeem able. In 1865 tho civil war closed and left the United States with the heaviest annual debt charge of any courftry in the world. The exact figures of the highest point touched by our na tional debt are 32,794,161,728. The interest on this was over 34 a year for every man, woman and child in the country. In 1867 began a system of national finance unequaled in the world's his tory. 'Never before had such a debt been so rapidly pilled up. Never be fore was such a debt so rapidly di minished. At the close of the fiscal year of 1880 we had paid off nearly 3700,000,000; since then we have paid nearly 3300,000,000 more. The debt of this country is to-day less than $1,500,000,000. Not the least among the items worthy of admiration in this grand financial showing is the immense amount saved in interest by such speedy payment If the present rate of paying the debt 13 kept up the last dollar will be paid several years before it falls due. There is a part of tho debt that bears no interest It is payable on demand; there is sufficient money in the treasury to pay every dollar of this debt This money is in the treas ury for that purpose. The fact of its being there worries a good many statesmen who think it is too bad to have so much national wealth "locked up.' No other county in the state advertised itself half so well The result is increased population and wealth, lighter taxes, more com forts, better roads, more schools, etc. Our commonwealth has many varied attractions. Let them be known. The eastern states are full of peo ple who are just eking out a bare ex istence. With proper assistance they could do well in this seotion.
