THE NATION'S PERIL.
As an independent newspaper The
Astobiak lias no feeling in common
with those journals -who see in a par
ty triumph the downfall of the re
public or the subversion of popular
rights. The success of the outs at
the late election can have no such
blighting effect as is dreadfully
prophesied by lachrymose journals.
The Eepublican and Democratic
parties are so equally divided in num
ber, their purposes and policy are so
nearly identical that a temporary
triumph of the one or the other is
but as an occasional note distinguish
able in the grand symphony of our
national union.
But there is a danger that menaces
our existence as a nation, and one
which unless it be checked or over
come will doom us to destruction.
It is the alarming prevalence of ig
norance in our population. Whether
the Republican party shall retain
control or the Democratic party shall
regain control is purely a party ques
tion. There are a good many people
who have an abiding faith .in the
American people, and who believe
that the waves of party passion may
widely rock but never founder onr
ship of state.
Illiteracy is ever a foe to liberty.
Popular sovereignty cannot exist
where ignorance abounds. We must
have education or wo shall cease to
exist as a nation.
The census returns develop the ap
palling fact that there is in this conn
try a large and increasing percentage
of ignorance. In 1870 there were 5,-
658,144 people in the "United States un
able to read and write. In 1880 there
were G, 239,958. Reoent calculations
place the present number of illiterates
at 7,000,000. This is being constantly
augmented by illiterate immigration
and the natural increase of native ig
norance. Of the 0,239,958 illiterates
in this country in 1880, 2,255,460 were
native whites, 3,210,780 were native
colored, and 736,620 were foreign
born. These figures are more elo
quent than columns of comment. It
will be observed that the negro is
what swells the total of illiteracy in
the greatest degree. The native Mex
ioan population in New Mexico, Ari
zona, California and elsewhere, is bad
enough, but the figures of negro illit
eracy whether in the north, south
or west are almost disheartening.
In this illiteracy there is nothing
that can be charged as sectional.
While Massachusetts and Connecti
cut have the lowest ratio of native
ignorance, New Hampshire, Rhode
Island and Vermont exhibit figures
that show a percentage of illiteracy
almost as great as any other portion
of the Union. In the south 750 out
of a thousand negroes are illiterate.
Regarding this point tie official
report from which we quote says:
"The nation that gave the negro his
freedom loads the southern white
with nearly the entire expense and
responsibility of his training in civic
life and duty."
"The figures o the southern group
would seem to show that many of
those states made desperate efforts in
the earlier part of the decade to in
clude the colored children in their
schemes of public instruction, and
that the effort was relaxed or aban
doned later, being too great for their
resources. There is ample evidence
indeed, that the educators of the
south have struggled with every sort
of difficulty, and that they are not
blameable for the increase of illiteracy,
white or colored, in their states."
Mr. Curry, agent of the Peabody
fund, adds a strong appeal to the gov
ernment to accept the education of
the negro as a necessary result of
emancipating and enfranchising him,
and calls attention to the hardship of
throwing this duty on the south al
ready impoverished to exhaustion
and yet burdened with an ignorant
race unless they can accomplish the
task.
"A thoughtful and considerate New

says: 'No similar class of people in
the old or new world has accom
plished so much in a time so short,
against obstacles so formidable. Up
on the slough of financial wreck and
absolute poverty, amid tho untold
li&rrassments and horrors of re
construction, with irritations that
ho stranger can conceive of,

erected. The resources of the south
are wholly inadequate to meet the
heavy burden which is upon her
The state of New York is said to
be worth in taxable property as much
as all the southern states. "With her
sparse population, with her means
not half what they were in ante hel
ium days, with double the number of
children to be educated, it is impos
sible for the south, by any tax short
of confiscation, to provide education
for the children within her borders.
The negroes are poor and pay a very
small part of the taxes. Of about
every S12 of the school fund, the
whites pay $11 and the negroes 81;
and yet, of these S12 the negroes get
S8.50 and the whites S3.50. Suffrage
in their hands is exceptionally dan
gerous, because, elated by the sud
denness and manner of their libera
tion, unacquainted with the responsi
bilities of freedom, crazed by vaguo
and false notions of liberty, they may
be easily deluded by bad men. They
have become the tools of demagogues
and the prey of the wicked. Manu
mission and enfranchisement create
an obligation on the part of the Fed
eral government to fit them for citi
zenship, and save them and our in
stitutions from the perils of ignorant
and reckless use of the franchise."
"In the United States we are in
clined to underrate perils.

conquered and dissipated in four
years; Illiteracy unchecked covers
generations. It" is a festering cancer,
a clinging curse. "Certainly the ne
groes, ver se. are not a desirable pop
ulation. Their original introduction
was not or tne sontu's cnoosing. i
any desire to punish tho south for
clinging with too much tenacity to a
system of labor forced upon her,
surely tho most revengeful may now
well cry 'Hold, enough!' The negro
problem is not yet solved he is a sim
pleton who thinks it is. Tho ignor
ance, idleness, immorality, supersti
tion, and semi-barbarism which ob
tain in some localities are appalling."
Apart fro mquestions of party policy
or national legislation, it is evident
that in the matter of illiteracy both
north and south lies gravest peril to
tho nation. Nothing can save us but
education.
