At Lexington, Ky., last Tuesday,
the famous trotting mare Maud S.

In Maryland they have a law that
there shall be no torchlight proces
sions "within ten days preceding the
election."
New Xobk is bounded on the south
by Pennsylvania which gave Blaine
78,000 majority. Geography is a
great science.
Sixtt-thbee deaths, in Paris, from
cholera, in the twenty-four hours end
ing on the 11th inst, greatly .alarm
the residents of the French capital.
Whetheb beaten or vjctorious, the
potency of the name of Blaine in the
contest of the 4th, carried into office
thousands of candidates all over the
Union that never would have been
elected had not Blaine's name headed
the ticket on which theirs were print
ed. This is n otably the case in Cali
fornia.
If ever there was a case of "adding
insult to injury," it is on the part of
the jackdaws in New York who are
telegraphing to Blaine that they are
"sorry" they voted against him. They
evidently didn't know it was loaded,
but the market value of their sorrow
is about on a par with their judgment,
as displayed in post mortem re
grets.
The New York Morning Journal
is conceded to be the most popular
of all eastern newspapers. It is also
a marvel of accuracy. The day be
fore the election it said what Cleve
land's New York and Brooklyn ma
jority would be, what Blaine's major
ity outside of New York would be,
and declared that Cleveland would
carry the state by 1,000. It was a
wonderful bit of political prophecy,
and while party managers were
prophesying 60,000 each way the little
Journal called the exact turn.
McPhhbson, secretary of the Be
publican congressional committee,
says, from the most authentic infor
mation he has been able to secure,
that the next house of representatives
will consist of 182 Democrats, 141 Be
publicans, one Greenbacker (Brumm,
of Pennsylvania), and one Fusionist
(Weaver, of Iowa); Democratic ma
jority over alL 39. As compared with
the membership of the various parties
in the present house, this estimate
shows a loss of 19 to the Democrats,
and 4 to the Independents, and a
gain of 22 Bepublicans and one Fu
sionist vote.
Vice-Admiral Close of the Brit
ish navy has offered a singular ex
planation about the loss of the gun
boat Wasp, recently off the Irish
coost. There exists, it seems, a form
of defective sight known as "moon
blindness,'' persons afflicted with
which are unable to perceive a light
shining in darkness. It is easy to
see the consequenoes of this infirmity
in the navigating officer of a ship.
Admiral Close says he nearly lost the
man-of-war Trident once from this
cause, only discovering in the nick of
time that his navigating officer was
unable to see the light of a lighthouse
half a mile distant. If "moon blind
ness" is an established fact in medi
cal science, the sooner provision for
detecting it is made the better.
The Scott law decision will make
no end of trouble with local revenue
matters in Ohio. Under it there was
last year collected from the saloons
something like S1000.000. whinTi mnf
mostly to the counties and cities, and
was appuea in paying pauper and
police expenses. Aided bv ih i
municipalities paid their debts, and
this year the rate of taxation was
greatly reduced. Now the extraor
dinary income is stopped, and it
seems that some saloon taxes already
paid wiii nave to be refunded, and
county and city treasurers are tear
ing their hair from one end of the
state to the other. Comparatively
few of the beer sellers had paid for
this year, but it remains to be seen
whether all they paid last season can
not be recovered. And even if it
cannot be, the local governments
have altogether with the failure of
this year's tax and the reduced or
dinary assessments a deficit of
about $5,000,000 staring them in the
face, and that after the year's levy
is made, so that there is only borrow
ing left

Ordinance No. 703.
An ordinance regulating the man
agement of fires and the protection of
property.
The city of Astoria does ordain as
follews:
Sec. 1. The Common Council of the
city of Astoria shall at its first meeting
in October of each year appoint from
each company of the fire department of
the city of Astoria four active members
to be recommended by the Chief Engi
neer of the fire department to act as
fire police at and during all fires.
Sec 2. That the fire police so appoint
ed shall, at all fires, under direction of
the Chief of Tolice, to place ropes or
guards across all streets on which shall
e situated any building on fire and at
such other points as may be deemed ex
pedient and necessary by the Chief En
gineer of the fire department and they
shall prevent any and all persons ex
cept members of the department who
shall be known by their badges or by
identification by the firemen of his corn
pans', insurance agent?, members of the
press, and owners and occupants of
buildings endangered by existing fire,
from entering within the line or guards
so placed, and any person or persons
entering within said lines or guards and
refusing to go outside of said lines
when ordered to do so by any fire po
liceman or officer of the fire department
or police officer shall be liable to a fine
or imprisonment or both as provided
for in this ordinance.
Sec. .'.No person or persons shall
break through or attempt to break
through such blockade or run over anv
line of hose at a fire.
Sec. 4. All steam engines and other
movable apparatus of the fire depart
ment shall have the paramount right of
way through all streets and thorough
fares of the city of Astoria when going
to a fire and such apparatus, together
with all other vehicles contiguous there
to, excepting street cars, shall take and
keep the right side of the street, unless
the same be obstructed, and all street
cars in the vicinity of such apparatus
going to a fire sliall retard or accelerate
their speed as occasion may require, in
order to give the apparatus of the fire
department the unobstructed use of the
street for the time being.
Sec. fl. No person or persons having
the control of auy vehicle shall wilfully
or carelessly permit the same to ob
struct the progress of the apparatus of
tbe fire department while going to a
fire.
Sec. 6. Any person who shall violate
any of the foregoing provisions of this
ordinance shall be deemed guilty of a
misdemeanor, and on conviction 'there
of before the police judge be fined not
less than five dollars nor more than one
hundred dollars or by imprisonment in
the city jail not more than 20 days, or
by both, as the police judge may deter
mine. Sec. 7. The Chief Engineer of the
fire department, assistant engineers,
clerk of the department, and Chief of
police and police officers and fire police,
are directed to see that the provisions
of this ordinance are enforced, and
make complaint in the police court for
the violation of the provisions thereof.

An ordinance concerning disorderly
conduct.
The city of Astoria does ordain as
follews:
Sec 1. If any person or persons
shall carry any basket or baskets, buck
et or buckets, bag or bags or any other
thing suspended from or attached to
poles across or upon the shoulders, or
shall carry any rubbish, garbage, swill
or filth so as to be offensive to pedestri
ans, upon any sidewalk they shall be
deemed guilty of a misdemeanor and
upon the conviction thereof beorc the
police court, shall be punished by a fine
of not less than five dollars of more
than one hundred dollars, or bv im
prisonment of not less than onj or
more man twenty days, m the city jail.
Sec 2. If any person shall remove.
transfer, or transport through any of
tne puonc streets ot ine city or Astoria
any swill or garbage, except it be in a
tightly covered box or apparatus, or in
such a manner as will prevent the con
tents thereof from being deposited in
the public street, or from being exposed
in the open air during such process of
transportation shall be guiliy of a mis
demeanor and upon conviction thereof
shall be fined not less than five nor
more than one hundred dollars or by
imprisonment in the city jail not less
than one nor more than twenty days.
Sec 3. If any person or persons shall
cut, saw, or split any wood on the side
walk of any improved street within the
city, shall upon conviction thereof be
fined not less than two or more than one
hundred dollars, or by imprisonment in
the city jail until sucli fine and costs of
action are paid, not exceeding twenty
days.
Sec 4. Any person who shall post,
stick, stamp, paint or otherwise affix or
cause to be done by another any notice,
placard, bill, poster or advertisement to
or upon any side walk, crosswalk, curb
or curbstone, lamppost, hydrant, shade
tree or tree, or upon any gate, gate-post,
awning, awning-post, horse post, tele
graph or telephone poles, or shall post,
stick, stamp or otherwise affix or cause
to he done by another, any notice, plac
ard, bill, poster or advertisement upon
any building wall or part thereof with
out first obtaining permission of the
owner, agent or occupant of such prem
ises, shall bo deemed guilty of a misde
meanor and upon conviction thereof,
shall be fined not less than two or more
than one hundred dollars or by impris
onment in the jail of said city until such
fine and costs of action are paid, not to
exceed twenty days.
Sec 5. In case of conviction of any
of the offenses mentioned in this ordi
nance, the court shall adjudge the offen
der to pay the costs of prosecution, and
shall in default of pavment of fine and
costs, commit the offender to the city
jail for a term of imprisonment not ex
ceeding .twenty days, and in all cases
where the term of punishment in the
city jail In lieu of a fine shall not be fix
ed by the Police Judge the offender
shall bo imprisoned in default of pay
ment of fine one day for each two dol
lars of such fine: provided that in no
case the term of imprisonment shall
exceed a period of twenty days.
Sec. 6. It shall be the duty of the
Chief of Police and the police force to
see that the provisions of this ordinance
are enforced.
