Pbesidekt Gbevy has published a decree stating that the universal ez hibition in Paris will open May 6. 1889. m Fbom New York city were sent be fore election 2,800,000 St. John tickets to all parts of the state to be put where they would do the most good. Some of our Washington Territory exchanges delicately discourse of the "lady vote.1' Others discursively al lude to the "female vote," They probably refer to the vote of the wo men." The Salem Statesman brings up a nice little question. It says: "Suppose a state has given the fran chise to women and at the presiden tial election one candidate has barely the majority of that one state's elec tors. Now could such election be challenged successfully on the ground that other states do not recognize women as legal voters?" Commissioneb Pikb of the New Or leans exhibition has chartered the steamer Great Eastern for one year. She is to carry the exhibits from sev eral points to New Orleans free of charge to the owners of consignments and is afterwards to be used as a floating hotel. The managers of the exhibition expect to fasten the big steamer to the levee, and to give en tertainments and receptions on board even evening while the exhibition lasts. The Great Eastern is expect ed to sail during the last week of No vember. Last Monday was done something that will have far more influence on the future of Astoria and the state than any possible result of the election which now fills the public eye to the exclusion of aught else. We refer to the completion of anoth er transcontinental line. The O. K. fc N. Co.'s lines were on the 10th con nected with those of the Oregon Short Line. The passenger from Astoria bound eastward has now up on his arrival at Portland the choice of two lines of railroad, the N. P., or the P. All this hastens the day when ours will be the terminal city of a railroad system that will center at the mouth of our great river. The difference between theory and practice was never better exemplified than in the matter of presidential electors. The whole nation is now on the tiptoe of expectancy, waiting to see whether New York has voted "for Blaine or Cleveland," when the fact of the matter is that any one of the thirty-six electors elected in New York last Tuesday, no matter what ticket he happened to be elected on, can vote for whoever he pleases for president. That was the theory of the electoral college, but it would be a hardy man that would vote other wise than for the presidential candi date of his party. It was done once, however, on the occasion of the elec toral college of 1872, when one of the candidates Horace Greeley was dead, and the Democratic electors gave honorary votes to others. Oie of the leading secretaries at the White House says that the busi ness of the executive has increased largely since the days of Lincoln and Grant, writes a Washington corres pondent "Up until the time of Hayes," says he, " hardly a scrap of paper was kept hero to show what the president did or why he did it. Now we keep a record of everything, and we make a point of answering every letter. Notes are kept of the contents of all important letters re ceived, and, by our records here, in case of an appointment, we can tell just why and upon whose recommend ation the appointment was made. In case the appointee turns out badly. the president is relieved of the blame and it is thrown upon those who recommended him. We receive a great many letters that should go to the various departments. Some poor woman in a distant part of the coun try wants a pension. She does not know anything about the pension bureau, and the only person in the government with whom she is ac quainted is the president She writes to him. Of course, her letter is re ferred by us to the pension office, and it is the same with other letters of the same class. As the executive of fice is carried on now, it is absolutely necessary to have a good force of clerks, and the day has passed when presidents can stand around the street-corners and ask every other person they meet to come and have HoSlt",Rrith th6m at the White XABB1ED.
