With the exception of Zacbary Taylor, the country has never till now elected a president with as little public experience as Cleveland pos sesses. Much is said of mere avail ability; but important as this has come to be regarded in the lexicon of the politician, the nation has always been in the habit of selecting its chie' magistrate from statesmen of high standing and extended public service. In the earlier days of the republic the presidency went as a matter of course to the foremost leader of the party. The president was named then very muoh as the premier is se lected in England by the right of recognized intellectual and political ascendancy. For the first forty years the heads of the republic were chosen from the men who had srent their lives in the public service, and had become pre-eminent in the public councils by their great abilities. Washington, the elder Adams, Jeffer son, Madison, Monroe and the voung- er Adams were all advanced upon the principle of natural selection. Even General Jackson had gained large civic experience. We are accustomed to think of his career before he won the presidential chair as only that of a successful soldier. But he had .served first in the branch of congress, then in the United States senate and then as judge of the supreme court of his state; and, apart from his official positions, he had been a large faotor in public affairs. VanBuren, "who followed Jackson, was the most dextrous political lead er of his time, and had enjoyed an almost unrivaled career of public distinction. General Harrison was named in 1840 as the heroo of Tippe canoe; but he had been governor of the territory of Indiana at the begin ning of the century; and when the state was admitted he served several years in congress, and afterwards as United States senator. James K. Polk had held a commanding posi tion in congress for many years, had risen to the speakership and had been governor of his state. General Taylor is the one president who was chosen without civil experience; but he had served in the war of 1812, in the Blackhawk, the Seminole and the Mexican wars, and his long connec tion with the army had brought him close to publio affairs. His death af ter only a year of hla term left the presidency to Fillmore, who had been a conspicuous leader in congress and a successful administrator in his own state. Franklin Pierce had been speaker of the New Hampshire house, four years in the popular branch of congress, and five years in the Unit ed States senate, and had been prom inent euough to have the opportunity of declining the attorney general ship. Buchanan came to the presidency after a long and distinguished career in the house, the senate, the cabinet, and the highest diplomatic station. Lincoln had been in congress, and in his famous debate -with Douglas had gained a reputation and shown a grasp of the principles of govern ment which few men can acquire through years of labor. Gen. Grant had not held any civil office, but as the head of the army he had been practically a part of the administra tion for several years, and he had left the country in no doubt of his ability to conduct the government Hayes had served in congress and had three times been elected gov ernor of Ohio. General Arthur was not elected president, but his training was greater than Cleveland's, for though he had held no representative position, he bore such a relation to political movements that he had praotically been in public affairs for twenty years. Cleveland was entirely un known outside of his own city two years ago, and his only training is an accidental service of a year and a half as governor. It is within bounds to say that the country has never elected a president with so little fitness as he possesses. And when he is com pared to Blaine in point of ability and experience in public life, his eko tion -would appear ridiculous were it not so momentous. Aiii. They haven't been so tickled over anything since iheir vessels burned and sunk Ameri can merchantmen twenty-two vears ago. . Bxpublioans throughout the coun try are in about the same fix that the Kentucky swain was who was run ning, one night, to see his girl, and stubbed his toe. He was too "big to ory and too badly hurt to laugh. OKKof the leading secretaries at the White House says that the busi ness of the executive has increased largely since the days of Lincoln and Grant, writes a Washington corres pondent "Up until the time of Hayes," says he, " hardly a scrap of paper was kept hero to show what the president did or why he did it Now we keep a record of everything, and we make a point of answering every letter. Notes are kept of the contents of all important letters re ceived, and, by our records here, in case of an appointment, we can tell just why and upon whose recommend ation the appointment was made. In case the appointee turns out badly, the president is relieved of the blame and it is thrown upon those who recommended him. We receive a great many letters that should go to the various departments. Some poor woman in a distant part of the coun try wants a pemsion. She does not know anything about the pension bureau, and the only person in the government with whom she is ac quainted is the president She writes to him. Of course, her letter is re ferred by us to the pension office, and it is the same with other letters of the same olass. As the executive of fice i3 carried on now, it is absolutely necessary to have a good force of clerks, and the day has passed when presidents can stand around the street-corners and ask every other person they meet to come and have a chat with them at the White House." Ghn. Nhwtok has submitted his annual reports of the coast defenses. He earnestly urges that the harbors of our principal seaports be made impregnable to attack by the addition of guns of heavy caliber, and other appliances known to modern warfare. Past events, he says, by no means justify the assertions made that our cotton and grain have become so nec essary to nations that they could not engage in war with us for a short period without interrupting their supplies of these articles. It seems to be forgotten that in case of a de scent upon our coast to hold our un protected cities under the euns of a hostile fleet would consume but few months, and in the meantime cotton and grain in sufficient quantities might be obtained elsewhere. The modern system is to make war sud den, sharp and decisive, and to make the beatea party pay expenses. Life is filled with trouble, and we must shoulder our share with the best grace we oan. We may only seek to make them as light as we can. since to avoid them is impossible. Ihere is one sovereign panacea for this. It is work. Brooding over trouble is like surrounding one's self with a fog. It magnifies all objects seen through it Occupation of the mind prevents this; hard work, man ual work even, gives the mind other matters of concern, tires the body so that sleep will ceme. Tery few sui cides ocour when men are actively employed. When out of work they think of their troubles, and the des pondency arising from thiB added, throws the mind from its balance, and the fatal deed is done. Many a man would have committed suicide if he had had the time. Work of any kind, especially work for others, is the great panacea for a troubled mind. The feelinirs of such men nq Thnr. man, Kandall, Pendleton, Bayard and other really patriotic and intelligent Democrats "can better be imagined than described." They were ignored ana a man confessedly their inferior in everything was preferred. It i n bitterer pill to them than to any ono eise. It is noticeable that whila , tariff was the great issue in the late presidential ficht it wah t a; issue of prohibition that decided it.
