If thero is any sentiment that needs
to be developed in this country, from
the St. Lawrence to the Gulf of
Mexico and from the Atlantic to the
Pacific, and in every rank and class
of American society, it i3 the ethical
sentiment respecting personal respon
sibility for the use of the ballot in
the interests of good goverment. This
voting merely to express an opinion,
to exhibit our prinpiples, to have onr
own way, to" show our independence,
to escape responsibility, to punish
some candidate, to promote some
purely party interests, or to accom
plish any or all of a hundred things
for which the ballot was not intend
ed, is an evil running through all the
ranks of the American citizenship
from tho political dilettante who
amnses himself with his "doll candi
date" down (or up, as you may prefer)
to the ruffian who multiplies the ef
fect of his ballot by the aid of the
bowie knife and tho revolver. Little
will bo done for the correction of this
evil until voters are made to feel
their responsibility for tho immedi
ate result of their ballots in tho elec
tion of rulers.
