SMUGGLING ON THE SOUND.
Advices from British Columbia
stato that in defiance of the customs
laws, smuggling is being carried on
between that province and the United
State3 on a gigantic scale. The most
profitable part of the trade is found
in smuggling opium, tobacco and
fancy goods into Washington ter
ritory from Victoria. This is done
at a large profit, as in the item of
opium alone the duty is $10 per
pound, and the Chinese will readily
take all that can be run in. The cap
tain of a steamer plying on Puget
Sound, who appears to be well ac
quainted with the habits of the
smugglers, states that those engaged
in the business find no difficulty in
running goods from Victoria into
Washington territory. He says that
the oustoms officers are few and far
between, and that there is little to
hinder a boat from loading opium or
anything else in any port of Puget
Sound. He reports that there is a
regularly organized business in
smuggling being carried on in whioh
the United States are the great
losers. He describes the mode of
operation as follews: ''Goods intend
ed to be smuggled into the United
Statea are taken from Victoria to one
of the San Juan islands, which is
under the British flag. Within a
stone's throw of Puget Sound are
several small islands which belong to
the United States. The goods are
removed during the night to one of
these islands, and when an American
steamer arrives are put on board, and
go to the United States ports as
American goods, and no questions are
are asked." The same course is pur
sued with goods to be smuggled from
Washington territory into British
Columbia, only that the goods are
first taken to the American islands
and thence to one of the San Juan
islands, and from there to Victoria.
The smugglers keep themselves thor
oughly posted in regard to the move
ments of the revenue cutters, and in
this way generally manage to escape.
It is said that to-day a large number
of citizens of Victoria are engaged in
this business, many of them having
done nothing else for years, during
which time they have made them
selves comparatively independent.
The -steamboat captain who has de
tected the secrets of the smugglers
states that at night when steaming
along the Sound he frequently sees
two boats meet near the islands and
exchange cargoes and then separate
to run their goods ashore before day
light. The following, says the News, pre
sents the ludicrous side of the cam
paign, and illustrates how a good
joke will escape the eagle eye of a
newspaper man: James D. Warren,
editor of the Buffalo Commercial,
who is making a vigorous campaign
in behalf of Blaine for the presi
dency, received a poem, which upon
its face was full of praise for the Be
publican candidate, aud was accepted
and printed in that journal. Special
attention was also called by the edi
tor to the beautiful tribute. Upon a
careful reading of the same after it
was in print, it was discovered that it
was nothing else than an acrostic,
which those who read might under
stand that it wa3 their bounden duty
to "vote for Cleveland." The editor's
consternation and indignation upon
the unearthing of the fraud may be
better imagined than described.
Hobatio Seymour comes forth
from the drift of the alluvial period
to tell us that if we go on protecting
our industries against foreign capital
and pauper labor,- the European gov
ernments will soon begin to retaliate
by putting a high tariff on our bread
stuffs. There might be something
in this if Europe were buying our
breadstuffs as a mere matter of ac
commodation to us; but the truth is
that she buys them only because she
is obliged to, and would quit it to
morrow if she could get them any
where else for any less money. And
furthermore, if it be true, as Mr. Sey
mour and Democrats in general con
tend, that a tariff is simply a tax on
the consumer, then Europe could
only put a retaliatory duty on Amer
ican breadstuffs by making food more
costly to her own people and Eu
rope could not do that without caus
ing a general rebellion.
The immense odds in favor of the
Democrats in next Tuesday's contest
will be seen in the faot that they only
need to carry New York and Indiana
to give a Democratic majority to the
electoral college. Of course no men
tion is necessary regarding the elec
toral votes of the south that is "solid."
The fact exists of the states in which
political discussion and free speech
are allowed, the Democrats only need
the states from which hail their can
didates for president and vice-president.
A statistician has just published
the findings of a twenty-five years'
commercial retrospect, from which it
appears that in 1860 we imported
Tialf the woolen goods consumed in
cloth and in wooL Now we produce
about four-fifths of the consumption,
and the small proportion imported is
largely carpet wools of too Iowa
grade for civilized agriculture to
produce.
Pbofessob H. W. WiiiBT, chemist
of the United States Agricultural
Bureau, asserts that the consumption
of sugar in this country last year
amounted to 2,475,000 pounds, or forty-five
pounds per capita. Estimat
ing the last or retail price at eight
cents a pound and it will average
this to the oonsumer it will be seen
that there is paid in the United
States for sugar $198,000,000, or $3,60
for every man, woman and child.
This is sugar only, and does not in
clude molasseB, of which the United
States imported 80,000,000 gallons
last year, and the home production
of which was upwards of 17,000,000
gallons. Even this is not all, for be
sides the cane sugar and mol&ssea
there is produced and consumed in
this country 20,000,000 gallons of syr
up and molasses made from corn
starch, and 15,000,000 gallons made
from sorghum. What might proper
ly be added for glucose it is impossi
ble to say. The retail value of the
whole sugar product is put at $218,
000,000 a year.
Thb relation between Gladstone
and the Parnellites have become dan
gerously strained by the tone of the
debate on the execution of Miles
Joyce. It ia now known that Lord
Spencer distinctly threatened to re
sign if the inquiry was granted, and
that the government, afraid of hav
ing an Irish crisis, in addition to all
of their other troubles, had to prom
ise to stubbornly refuse all commis
sions. Trevelyan made a bitter
speech last night, with the result that
the feeling among the Parnellites,
whioh is in favor of voting against
the government on the franchise bill,
becomes much stronger.
Govebnob Bunn, of Idaho, in his
annual report to the secretary of the
interior says: "The population is
88,000, enough to qualify for admis
sion into the Union. The assessed
valuation is $9,380,000, an increase of
fifty per cent in the last year."
The most polite man the country
has produced has been found hang
ing from the limb of a tree in a Con
necticut town, one of his shoes con
taining a noto begging pardon for
trespassing on the land where the
body was found.
