OJ Sftc gaitjj Ustorian. ASTORIA, OKEGON: THURSDAY OCTOBER 1C. 18SI VALUABLE MUNICIPAL PlilV ILEGES. Well; Mr. Hennessy "and associ ates" Lave a franchise to build a street railway! It is a valuable priv lege and is a practical monopoly. It will doubtless prove valuable to the people that build the road and con venient to the citizens that use it. The right of -way precludes any other company from building over that route because there is not room, and virtually gives the company control of the principal thoroughfares in the city. It also gives them the privi lege of charging whatever they see fit, but it is to be hoped that they -will be magnanimous and not charge more than the interests of the dear public will stand. The -transportation of 20,000 tons of salmon from the various canneries to the shipping docks will be no inconsiderable item in the business of the company, and should two-horse cars bo used in such traffic there will be a yearly revenue to the city of $30 for each car which is no small amount these hard times. There is probably no city in the United States that is better adapted for the business that these gentlemen purpose to engage in, than Astoria. It is so long and narrow, and grows so slowly in a north and sonth direc tion, and so rapidly in an east and west one, that the matter of a street railway has long been suggested by the conformation of the city itself. Probably the next movement on the part of the gentlemen who will build the street railway will be to build a narrow gauge railroad to Clatsop. They have the thing in their own hands now, and if they are as sharp in some things as in others, will no doubt use the street railway as an entering wedge for other projects in the valuable matter of transportation. It will be very easy for them to use horses "or mnles" for motive power inside the city limits and steam out aide the municipality, and as they have the only feasible route corraled, it is natural to suppose that they will embrace further opportunities. All newspaper consideration of municipal privileges depends upon the point of view taken. The Asto bian has always favored and encour aged the matter of a street railway in common with other improvements, rendered necessary by the steady growth of the city, and congratulates the council on its action, in conform ity to the evident wish of the citi zens. The wisdom of granting privi leges of this nature in this manner is a question that has been discussed ever since the first starting of a community. The point raised is this: Is it more wise to do a tiling ourselves or get some one else to do it at an increased cost It has been argued in New York, Philadelphia, Boston, San Francisco, Podunk and Conshohocken. We, in Astoria, are passing through a period of growth, of transition. As a mat ter of business the question comes up regarding the granting of privileges. A water company has been given a franchise which is defined as being "a pretty good thing;" a few months ago a telephone company got a fran chise; by means of this franchise we have all the privilege" of talking from our stores and offices to each other. For this we pay men in San Francisco $4,000 a year rent It pays our friends in San Francisco pretty welL It may occur to the mind that if it pavs'them it might pay us to have built it our selves. Now the matter of the right of way over certain streets has been granted. Possibly the matter of profit to Astoria will also suggest itself had Astoria in place of giving this privi lege to San Franciscans, reserved it.to herself and built, owned and operated the matter of a street railway at a probable profit to the municipality. In commenting on corporate profits in other and larger cities, the news papers figure up the profits that the gas companies, the water companies, the streer railway companies and oth er benefactors are reaping from their philanthropic investment of capital, and while they point to the fact that the municipality could just as well be making the profit and keeping down taxation, they point a moral and adorn a tale by calling upon younger and smaller cities to take warning by the example they afford, and be chary in giving away privileg es that grow greatly valuable as the years go by and sometimes prove se rious sources of embarrassment to the municipality that finds itself with nothing more to give away and ham pared by the insatiate demands of the corporate monopolies to whom it gave valuable consideration in the long ago. But why allude to posteri ty? "What has posterity ever done for us?" Over the door of a small frame building in which a colored family is living, in Greenville, Tenn., is a pine board on which is the legend, now almost erased by rain and storm, "A. Johnson, Tailor." A little beyond the western border of the town is a marble monument that marks the last home of "Andrew Johnson, pres ident of the United States.' This little pair of facts would provide a fall meal for the pessimist, and sug gests the incomprehensible space between human greatness and nil. The simple making and selling of men's clothing is the greatest local industry in New York city. It em ploys nearly double as many people as any other single occupation, not taking into account that workmen who manufacture andfinish the cloth. Inside the city limits 800 establish ments aro devoted to the business, with an aggregate capital of nearly $25,000,000, employing 50,000 opera tives and paying out $15,000,000 a year in wages. Coats and trousers made in New York are worn by work ingmen in every state and territory in the Union. The precise quantity of unsold public landsis not now at hand, but some idea may be had from the fact that two years ago the general land office estimated the unsurveyed por tion of the United States at 983,063, 759 acres; over 150,000,000 more than had been surveyed up to that date. This unsnrveyed territory alone rep resents an area greater than twenty two states of the size of Missouri. A pretty story is told of the call of two little boys on Gov. Cleveland the otherday. The great man drop ped his official work, it is said, and chatted with the youngsters in the most familiar and pleasant way. This goes to show that, whatever else may bo asserted of him, Gov. Cleveland likes little boys. Ho has one of his own, by the way. The sheriffs of Arkansas havo a a very sad time of it. During the past six months no less than nine le gally convicted murderers were taken from the hands of the sheriffs and hung by public-spirited mobs. As the sheriff gets $30 for each and every execution, they aro naturally indig nant at the competition of the mobs. A becent observer says that Den ver is not prosperous. The mining industry is not at flood tide. Com paratively few mining camps are booming. The day of speculative mining is gone also. A hole in the ground can no longer be capitalized for 310,000,000 and eastern gudgeons found to invest in the stock. American -made steel rails are quoted at $28 per ton, just the duty on English steel rails. This shows that the free trader -who claims that the tariff forces the purchaser to pay the manufacturers cost with the duty added, oes not know "what he is talking about The Ohio fight was a square con test between protection and free trade, In the tenth congressional district, Frank Hard, who led the hosts last winter in the house of rep resentatives, was beaten by his re publican opponent At the recent presidential election in Mexico there were 16,402 votes cast, and Gen. Diaz got all of them but 493. Gen. Diaz runs like a Dem ocratic candidate for governor of Mississippi. Mr. Blaine has his son with him on his travels. Mr. Cleveland doesn't. Justin S.
