KAURIS AND OAKES INTERVIEWED. Nnw York, Oct. 13. In regard to the trouble between merchants of rPortland, Or., and the Northern Pa cmc railroad. President Harris said this morning that he had nothing to S3y on thesubject until he communi cated with gentlemen of the Portland board of trade, with whom he had tho interview .referred io. '"We always have more or less complaint from some one. -Every man who does not prosper quite as well as his neighbor takes it into his head that it must be the fault, of bome one else, and it there is a chance of blaming the rail road he is sure to do so. It is absurd to suppose that I could have guar anteed Portland merchants rates so low as to enable them to compete with New York manufacturers. How could I know whether Portland could compete with New York? New York, Oct 13. Your reporter saw President Harris of the Northern Pacific this morning, regarding a dis patch to the Tribune, announcing the intention of Portland merchants to boycott the Northern Pacific. He said: "My attention was called to this statement this morning. The mer chants, you will notice, put their grievances in. the form of special charges, and my duty seems to bo to deal with tho merchants, and not with the press." " Vice President Oakes denies the truth of these statements'" said the reporter. "ShallI report you a3 con firming his denial?" 'No, sir; I make no statement what ever." Several California merchants,whom your reporter afterwards visited, seemed of the opjnion that the Port land merchants could not very well do without the Northern Pacific rail road; that the latter road would con trol the freight movement from other places around Portland, and that the Union Pacific has not the facilities-for carrying freight which the Northern Pacific possesses. 0KB3 INTERVIEWED. Vice President Oakes denies that Portland merchants, as a body, have cause of complaint against tho North ern Pacific, and says the interests of tho Northern Pacific and Portland are identical, and cannot be disturbed by a few dissatisfied merchants. He has advices that there is no real foundation for tho alleged boycotting movement. Lokdox, Oct. 13. Tho correspon dent of tho Times telegraphs that the nows of the defeat of the Admiral Lespes and tho French fleet at Tam sni is confirmed. The Chinese, by hiding iu the brush wood, suffered some GOO of tho French force to land and come within easy range of their guns, before they appeared. The Chi nese general Tso"then led an attack upon the rear of the French, and the troops becamo panic stricken. The Chinese killed seventy men and cap tured one gun. They also beheaded twenty-two French corpses, but de sisted from that horrible work upon protestof tho British consul. Tho Chinese loss was 200 killed and wounded. Tho fighting lasted five hours, at the end of which time the French retired to their ships. Paris, Oct 13. General do Lisle telegraphs that the wound General Negrier received in tho engagement is so painful that it is necessary that the officer should rest, and that" there fore ho should join his column. Ho centinues: "In tho last engagement the Chinese lost 1,000 men, including their generals. Our victory is mainly due to the gallantry of the vanguard." i "Is Shakespeare declining?" asks an exchange.
