The principal object of both lines is to take Chinese laborers into Mexico. It has been determined that the first mention of the -word "Democrat ic" in the history of our politics oc curs in a letter of Edward Oarring ton, supervisor of Virginia, dated February, 1794, in which he reports the formation in Bourbon and adjoin ing counties of Kentucky, of "the Democratic Society for the purpose of preventing the collection of the tax on whisky." One thing ought to result from the general publication of the facts of the Blaine affair namely, a public determination that the laws of mar riage shall be so revised and unified throughout the country that no citi- zen of any state need ever be in any doubt whether ho is lawfully married or not, and no woman or child shall be as hundreds in many state now are unable to know what his or her legal status is. "Where more acknowl edgement, without license, ceremony, or registration, is accepted as suffi cient to legalize marriage, families that have grown up in full belief of their own legitimacy under an open, formal and recorded marriage are liable to be summarily dispossessed of name and estate by the offspring of some anterior secret and informal relation. The possibility of such moral and. legal outrages to say nothing of the dismal anxieties when well-meaning but phenomenally igno rant persons may suffer when they have placed themselves in positions like that described by Mr. Blaine should persuade the law-makers of the country to at once sweep away all recognition of irregular and unre corded marriages, and require that contracts upon which the legitimacy of children, the lawful status of women, and the inheritance ef estates may depend, shall be entered' into only after due public notice, and be promptly registered in the public records.
