China, like all conservative nations, sinks slowly into decay. Its condi tion resembles that of Italy in the last century under an intense despot ism, or England in the days of the Plantagenets. Its cities, that to Marco Polo seemed the centers of the highest luxury and taste, are now less carefully built and tended than the cities of Mexico and Pern. Its roads that in tho early period of our era were paved with stone and bound to gether its different provinces won derful creations of human labor are now sunk into miserable tracks, still climbing hill and mountain, but dan gerous and neglected. Throughout the immense empire, larger than the United States, the means of commu nication are so imperfect that it takes several months to pass from the China sea to the highlands of Thibet. The roads are impassable. It is a menial decay that has chiefly prevented the progress of the Chinese. The con ception of freedom and of inde pendent thought hsus never reached them. Their literature is the servile production of minds that never ven ture to dispnto the supremacy of the Son of Heaven. The poots and phi losophers seem always on their knees before their despots Like the Per sian, the Arab, and the Egyptian, the Chinese have never striven to "throw off tho load of tyranny and be free, and hence their slow decay. They have lost even their own invention s. The China of to-day is far behind the China of Marco Polo. Its great canal is a ruin, its civil service a source of corruption, its schools the schools of the middle ages, its im mense population tho prey of the ad venturous nations of the west The Chinese have even lost tho art of working in porcelain, and tho rare china that was once the model of England and Holland can no longer be produced among them. The poets of tho earlier ages were sometimes soft and tender; tho modern poetry of China has declined like its porce lain. It is said that e ven tho tea of China has lost its early excellence. Only the "ordinary tea," Capt. Gill relates, is found in tea-houses. Only once or twice he meets with the pure yellow beverage that has no parallel. Harpefs Weekly. STOP THAT COUGH.
