On tho steamer Oreyon which re cently arrived from Portland, was a personage who indicated by his look that he had spent the majority of his days in coal mining, bnt who, despite his grimy appearance, stated that he could "bny Jay Gonld." Chronicle, 11. The Line of Impropriety in Vienna. They draw the lino as to what con stitutes public impropriety very fine ly in Vienna. The public moralists of that town have been greatly shock ed at the conduct of Frau Eose, tho handsome spouse of Herr Schaffer, who keeps an outfitters' shop in the lower part of his house. The front windows command the street, while those in the rear look on a private garden. The lady was summoned be fore the authorities, charged with ap pearing in a semi-clad condition at the back windows. Frau Schaffer is said to be the handsomest woman in Vienna. The defense was that the lady was simply making her toilet with tho window open. Tho judge summed up the case with great deliberation. "If," said he, "if she had looked out of the front window, the scandal would have been open and public, and an offense against the law would havo been committed. But as she only appeared at the back windows, the case was different."
