merchants here, thus describes tbe
status before the war. He says: "An

French passed beyond the Annamese
border and attacked one of our regi
ments. They had 0,000 men, and we
had 800, although they telegraphed
all over the world that we had a force
of 20,00 massed at a strategical
point. .Besides our orders were per
emptory not to fight. Tbe only fight
ing we therefore did was what was
necessary in order to retreat success
fully, and for this they now say,
either pay us 70,000,000 francs or we
will sltuighter your people and burn
your cities. This tbey call civiliza
tion and Christianity. Do you wonder
that weorientals look askant at a peo
ple and a creed under whose name
such things are done? We shall
fight unless the great powers inter
fere on account of the injury to their
commerce. We will transfer our com
merce to Germany, England and the
United States. France is afraid of
the last nation, and won't dare to at
tack her ships.
Vienna, Aug. 2o. -A special from
Shanghai says the arsenal at Foo
Lhow is m ruins. Eighteen hundred
workmen are out of employment. The
arsenal cost 42,000,000 francs and the
arms and ammunition dest roved were
valued at 110,000,000 franco
Pai:ls, Aug. 25 La. Frmu-f says
tha Chinese force, seeing the bom
bardment of Foo Chow, stripped the
arsenal of its portable valuables. It
also says the French are making
coaling stations of Pondicherv and
Mahe.
Loxi'ON, Aug. 25. Semi-official ad
vices from China report that during
the bombardment of Jjoo Cnow a
French officer of high rank was killed.
Only three Chinese gunboats were
destroyed.

Hongkong dispatch says the Chinese
are wholly unprepared for war. It
denounces the malpractice of the
provincial government and will hold
them answerable for any collapse of
the national defences. The French
are elated at the display of Chinese
pugnacity, because it will conduce to
protracted hostilities, in which case
only the capture of Pekin will effect
ually eDd the war. Night traffic on
the Canton river is prohibited. There
is an enormous increase ii stocks,
and the import trade is generally
paralyzed.
London, Aug. 25.--A Times' dis
patch from Foo Chow to-day says:
French ironclads have entered the
mouth of the river this afternoon at
two o'clock. The white fort opened
fire with a Krupp cannon while the
ships were three niilcs away. After
an hour's engagement the French re
tired. The Chinese fire was good.
Presidential Povibilities.
There is a bare possibility that the
coming presidential election may ulti
mately be decided in the House of Rep
resentatives. This contingency lias
been occasionally referred to by pol
ticians at the East this year, but has
not received any general attention.
Many voters do not understand how
it could occur. It may bo worth
while to explain how the election
might be thrown into theHousa The
Consitution of the United States re
quires that if no candidate for Presi
dent should receive a majority of all
the Electoral College "shall choose
immediately by ballot, the President"
In the next Electoral College there
will be 401 voles, and the majority
necessary to elect will be 20L If, say
Butler should run for the presidency,
nnd should carry Massachusetts, he
would have fourteen electoral votes.
If, further, the remainder of the elec
toral voie3 should be nearly evenly
divided between Blaine and Cleve
land, the vote in the Electoral Col
lege might stand in this wise: Blaine
194, Cleveland 193, and Butler 14. No
candidate having a majority, the con
test would naturally terminate in the
House of Bepresentatives, which, be
ing Democratic, would of course
give the presidency to Cleveland. The
foregoing treats of possibilities inert
ly: simply with the object of illus
trating the operation of the Constitu
tion.
A foolish consistency is the hob
goblins of little minds, adored by lit
tle statesmen and divines. With con
sistency a great soul has'nothing to
do. Speak what you think
now in hard words, and to-morrow
speak what to-morrow thinks in hard
words again, though it contradict
everything you said to-day. "Ah, so
you shall bo sure to be misunder
stood." Is it so bad then, to be mis
understood? Pythagoras was mis
understood, and Socrates, and Coper
nicus, and Galileo, and Newton, and
every pure and wise spirit that ever
took flesh. To be great is to be mis

England is shipping to Egypt the
rolling stock of an eighteen-inch
gauge railway. The line will be laid
from tho Bed Sea to Berber, and the
road will be used for the shipmenf of
soldiers and military stores.
The national convention of the live
stock men of the United States will
meet in Chicago November 13th.
The (Sorernor of Alalia.
John. H. Kiukead, ex-govemor of
Nevada, and recently apjiointed gov
ernor of Alaska territory under the
law passed at the late session of con
gress, is in this city, on his way to
assume the duties of his office. Gov
ernor Kinkead was formerly post
master at bitk.i, and therefore knows
something of. the new country. His
associates in the government are
Ward McAllister, district judge; dis
trict attorney, Mr. Haskell; clerk of
the court. Mr. Lewis; Marshal, M. C.
Hillyer. Commissioners -Mr. Brady,
at Sitka; George P. Hale, at Wran
gel; Mr. Seber, at Oonalaska, and
Mr. Stoles at Juneau.
Gov. Kiukead states that it is his
desire to do without a legislature, al
though they woidd like a representa
tive in congress, and, if possible, an
arrangement of this kind will be
made. Tho appropriation for carry
ing on the government, outside of
salaries, is only $15,000 per annum.
The buildings now there will be used
for the transaction of public affairs,
although tliey are not really suitable.
Another year an effort will be made to
have an appropriation for the erec
tion of more commodious quarters.
The white population numbers about
2,000. Sitka will be the headquarters
of the new government.- -Bulletin.
Rardctte Tries His Hand at n FLsli Story.
I remember once, myself fishing in
tbe eddying waters of the Mississippi,
about four miles above Burlington,
strikin a catfish. I was using a lance
wood rod and set reel, and the fish
ran out about twenty-five yards of
line, then turning suddenly made
straight for me as I stood in the
water. I struck at it with the rod,
which broke off iu my hand. The in
furiated fish chased mo ashore, ran
me through a lumber yard, pursued
me across a wide stubble field, and
some distance'into the woods, when,
being unarmed, JE climbed a large Cot
tonwood tree. The relentless fish
followed me up the tree, where it was
shot by some hunters just as it was
"cooning" out upon a big limb to get
at me. It fell' to the ground dead, I
shot through the heart. It was nine i
inches long and weighed a pound
and a half with its clothes on.
It Means More.
The Japaneseiangnagc has no
equivalent for jmr word hell, but it

Each of those hells has sixteen ad
ditional belte outside the gates, like
so many ante-chambers, so that there

Bartholdi wants to have the big
statue up so that it may be inaugu
rated in September, 18S5, so as to
commemorate the signing of the
treaty of Versailles 100 years before.
He estimates the cost of the statue
and pedestal when in place at S500,
000. Experiments with cypress and wal
nut and cypress and cedar prove that
they will rot each other when joined
together, but on separation the de
cay will cease, and the timbers re
main perfectly sound for a long pe
