Common Council of the City of Astoria
propose to order the improvement of
that portion of Washington Street in
the city of Astoria, Clatsop Countj. Or
egon as laid out and recorded by John
Mc Clure from the south side of Eighth
street to thejsouth side of Squemoqua
street by grading the same to its full
width to the established grade as es
tablished by ordinance No. 043 of the
city of Astoria.
And unless a remonstrance signed
by tho owners of two thirds of the
property fronting on the said
portion of said street be filed
with the Auditor and Clerk within ten
days of the final publication of this no
tice viz: Monday September 8, 1884, the

THE SECRET OF WALL STREET.
Interesting Data Concerning the Early
and Late Occurrences Upon It.
Across the islautl of New York in
1685 a "wall of eartli and stone was
built, a wall cannon-mounted, to keep
back the savacres. Alons this wall
ran a street, and as the street kept
the line of the wall, it was appropri
ately called Wall street. Short, nar
row, unarchitectual, and yet unique
in its history, and, excepting Lom
bard street, London, the mightiest
street in the world. There the United
States government was born. There
Washington held his levees. There
Mrs. Adams and Airs. Arnold, and
Mrs. Caldwell and, Mrs. Knox, and
other brilliant women of the Eovolu
tion, displayed their charms. There
preached "Witherspoon. Jonathan
Edwards and George Whitefield.
There Dr. John Mason chided Alex
ander Hamilton for writing the con
stitution without any God in it.
There negroes were sold in the slave
mart. There criminals were har
nessed to wheelbarrows and com
pelled to draw burdens. There they
were lashed through the street behind
"carts to which they were fastened.
That street has seen the coronation
and th& burial of ten thousand for
tunes. The abode of just the oppo
sites unswerving integrity and tip
top scoundrelism, heaven-descended
charity and bloodless Shylockism.
The history of Wall street would be
the historv of the commerce of
America. L would like to put the
plowshare in at the curbstone in front
of Trinitv church, and drive clear
through tb Wall street ferry, and so
it shall go if the horses are strong
enough to draw tho plow. Wo are
all stunned with the recent defalca
tions in Wall street, and there is no
more absorbing question in America
to-day than this: What caused 'Black
Wednesday? what caused. 'Black
Friday', what has caused all tho black
days of financial disaster with which
Wall street has been connected for
the last forty years? Some say it is
tho credit system. Something back
of that. Some say it is the spirit of
gambling ever and anon becoming
epidemic. Something back of that
Some say it is the sudden shrinkage
in tho value of securities, which even
the most honest and intelligent men
could not havo foreseen. Something
back ot that. I will give you tho
primal cause of all these disturbances.
It is the extravagance of modern so
ciety, whioh impels a man to spend
more than he can honestly make, and
ho goes into Wall street in order to
get the purposes of immediate dis
play, and sometimes the man is to
blame and sometimes his wife, and
oftener both. Five thousand dollars
income, ten thousand dollars, twenty
thousand dollars income, is not
enough for a man to keep up tho
style of living he proposes, and there
fore he steers his bark toward the
maelstrom. Other men have sudden
ly snatched up fifty or a hundred
thousand dollars why not he? The
present income of the man not being
largo enough, ho must move earth
and hell to catch up with his neigh
bor. Others have a country-seat so
must he. Others have extravagant
caterers so must he. Others have
palatial residences so must he. Ex
travagance is tho cause of the defalca
tions of the last forty years, and if
you will go through the history of all
the great panics and all the great
financial disturbances, no sooner have
you found the story than right back
of it you find the story of how many
horses tho man had, how many car
riages the man had, how many resi
dences the man had; how many ban
quets the man gave always, and not
one exception for the last forty years,
either directly or indirectly, extrava
