ASTORIA, OREGON:
THURSDAY-
AUGUST 21. 16S1
PROHIBITION.
With every big circus come side
shows. The political side show this
year is the nomination of prohibition
candidates for the presidency, Messrs.
St. John and DanieL Doubtless
these are good men and sincere, but
it is not given to the ordinary mind
to understand what will be effected
by their candidacy.
Granting for the sake of argument
that prohibition is all that its adher
ents claim it to be, it is plain that
nothing can be effected at this time
by agitating prohibition, for the sim
ple reason that the result of the elec
tion for a president and members of
congress can have no immediate bear
ing upon the subject. To procure
prohibition through the general gov
ernment would require the election of
a congress that would submit an
amendment to the constitution of
the United States prohibiting the
manufacture and sale of intoxicants
and, after to make that amendment
a part of the supreme law of the land
its ratification by the legislatures
of three-fourths of the states. This
would require a half a century to
bring about, and thus make its ac
complishment impossible. The length
of time necessary to accomplish any
thing in this way would discourage
nine out of ten of these desiring the
reform, and it would bo abandoned
almost as soon as commenced.
The introduction of the question
into national politics is not the way,
for two reasens: First, it would re
quire a fight covering 50 years before
any result could bo reached, and sec
ond, no result is possible when it is
complicated with other issues.
Let it be borne in mind that there
are other issues of great and vital im
portance which properly belong to
national politics, the consideration
of which prevents any concert of ac
tion on the part of prohibitionists
this year. There is the tariff issue,
there is the right of the freedmen to
vote, there is civil service reform,
there is a decent and economical ad
ministration of the government, there
is foreign policy all these are ques
tions which the administrative and
legislative branches of the general
government have in their hands, and
on these questions the prohibition
ists are divided, even more than the
manufacturers aud consumers of liq
uor. In a presidential year it is un
wise to inject prohibition into the
canvass. It only belittles prohibition,
and makes future efforts in that di
rection futile.
One of the curious facts brought
out by the census of 1880 was the in
creasing ratio of males to females in
the United States as a whole. In
1870 thfviativ-femaleswere in excess
of the males to the number of 17,598;
in 1880 the native males exceeded the
native females 300.G63. In the same
period the excess of foreign-born
males had increased from 416,657 to
581,189. This means that among the
foreign-born population there were in
1860 117 males to 100 females, and in
1880 slightly more than 119 to 100
females; while whereas in 1870 there
were in the country more than 1,001
native born females for 1,000 males,
there were in 18S0 about 1,014 males
to every 1,000 females. The chart
published by the bureau of educa
tion brings this out very fully, show
ing that not only did the excess of
males over females increase during
the decade in those states in which
males aro in excess, but that in most
of those states which have a prepon
derance of females the difference in
numbers was diminished during the
same period by the increase of the
males. Thus the excess of white fe
males over white males diminished in
North Carolina from 27,000 to 17,000;
in South Carolina from 8,000 to
6,000; in Georgia from 17,000 to
9,000, and in Alabama from 11,-
000 to 7,000. Tennessee converted
during the decade an excess of
3,000 females into one of 4,000 males,
Some of the states and territories
which most largely increased their
excess of white males were Colorado
(10,000 to 63,000), Texas, (29,000 to 84,
000), Dakota (4,000 to 29,000), Kansas
(40,000 to 76,000), Nebraska (18,000 to
46,000) and Arizona (4,000 to 14,000
Utah, spite of Mbrmonism, has an in
creasing excess of males, which, if it
continues, will in time put a practical
end to polygamy. In Pennsylvania
the excess of white females over
white males has increased, as it has
also in New York, Connecticut, Mas
sachusetts, Ehode Island and New
Jersey.
German? is still face to face with
the questions asked by the chamber
of commerce at Minden a few years
age: "Has the German empire been
founded for the purpose of driving its
citizens forth into exile?" Last year
200,000 pe'rsons left the Fatherland;
and this year it is estimated that the
number -will be increased by at least
20,000. How long Germany can stand
thiB constant drain of her best and
most productive blood-is one of the
puzzling questions of the century.
So long, however, as she maintains
her present oppressive taxation and
military system, just bo long is the
exodus bound to continue.
Kelly still threatens to sulk out of
the big circus aud help Blaine in. the
Butler' sideshow.
A BELiaious exchange, in discuss
ing "The Uheof Eesponsibility," re
marks: The surest way to make
men honest is to make them respon
sible. High pay won't do it. nor
high honors, nor courts and jails.
Uesponsibihty is stronger than either.
lhere is a moral bond in it that takes
hold of a man more than any price
that is paid him or force threatened.
Neither the dread of punishment nor
the certainty of disgrace will do as
much with him. A training under
responsibility puts Borne tough fiber
into a man's character that holds him
in the pinch of temptation. It puts
something into him that is not to be
corrupted and raises him above the
sophism of a commercialconscience.

The prices of lumber at San Fran
cisco are no longer regulated by the
association. Dealers are selling for
the best prices they can get Doubt
less, says the Coast Mail, the move is
one aimed at the small dealers out
side of the association, who are sup
posed to have had a better thing than
the insiders for some time past. The
chances are that there will now be
some squeezing done and that some
of the producers will be squeezed
out.
The number of immigrants arrived
in this country during the year ended
June 30, 18S4, at the prinoipal ports,
was 509,834, being 82,400 less than
during the preceding fiscal year, and
260,5S6 less than during the year
ended June 30, 1882.

It is rumored that Eutherford B.

intellect upon the cultivation of crow
for both parties. He finds that poul
