CH t attjj tovxatu ASTORIA, OREGON: SUNDAY. .AUGUST 17, 18S1 NO CAUSE FOR FRIGHT. The business outlook in a presi dental year is not infrequently unset tled, and this year as usual in the times of general elections, there are not wanting Cassandraswho prophesy ruin to the entire business part of the community. The cry of wolf has, however, been raised so often in this countryon such occasions, that it has ceased to have terrors for any save the uninitiated, some of whom are beginning to manifest a little uneasi ness in regard to the future. Upon a cool inspection of the en tire situation, there seems small rea son for any tremor in this case, since it is a matter of history that the country has been in worse financial condition scores of times ere now, and recovered before most of the population knew that anything was the matter. The imagination of an individual is often a powerful factor in promoting sickness, and men have been known to die with nothing what ever the matter save a diseased im agination. So it is often the case of a nation. If a few demagogues cry famine or pestilence or panic and can induce people to listen to them, the result is often quite as disastrous as if fhe calamity were actually upon the nation instead of being pu ely imaginary. The voices of such demagogues are being loudly uplifted, and it is well to give a word of warning, less incau tious spectators, like a theater audi ence when the cry of fire is raised, be alarmed before any genuine signs of genuine panic appear. It is said that there has been a large falling off in the quoted values of stock, and the statement is true; but its importance is greatly diminished by the fact that the prioes of the depreciated stocks were altogether fictitious and far above the real value of the property they were supposed to represent; in many cases the inflation of their values being so openly done that it would seem that none but the most gullible could bo deceived. Then, again, the insinuation that the banks are shaky is utterly refuted by the fact that, with a very few ex ceptions, the banks are in a remark ably good condition, the failures among them being confined to such as have had officials of a speculative turn of mind. Some of these of course are in trouble, as is perfectly natural, and here and there in their fall, they have pulled down other banks and banking institutions that relied -upon them with too implicit confidence, but neither is there any thing strange about this, for instances of misplaced confidence occur too often to justify the founding of a panic upon them. Add to the satisfactory condition of banks the fact that men who have pursued legitimate methods in their business, have refrained from gam bling in any form and have been rea sonably cautious, are doing fairly well and the case grows stronger, and when we remember that the crops of the year are likely to bo fully up to the average, if not beyond it, the whole foreboding of disaster seems uncalled for and absurd. Neverthe less there are not wanting men who will believe that there is nothing but ruin ahead, and as their confidence in this direction sometimes seems to give them real comfort, perhaps it is quite as well that they should hug their delusion to their heart's con tent. BACK TO FIRST PRINCIPLES. It is no more than friendly to warn the party organs against vio lent language. If they exhaust the vituperative resources of the English tongue at this early stage of the cam paign they will fall into gibbering idiocy long before November. It is our desire to see good temper and sound reasoning prevail, the examina tion of candidates and policies upon their merits and a fair and full vote by the people. But how strangely the ground shifts. Two weeks ago there was some talk of the tariff a real live issue, Suddenly it turned upon Mr. Cleveland's alleged indis cretions, and now it appears to be direoted to the mental processes of the Eev. Mr. Beecher. That eminent divine has been plunged in doubt, like a sinner on the anxious seat, and, odd sight, numbers of politicians have been laboring with him, in structing him h6w much gallantry constituted meritoriousness, and how muoh falls a little short of it Mr. Beecher is well on in years, and is surely well-grounded in the morali ties. Let us all think of beautiful Ben Butler. SenatobHabbison-, of Indiana, has taken charge of the Blaine libel suit and proposes to make it exceedingly interesting for the gentleman who edits the Indianapolis Sentinel. The trial comes off in October, and will be one of the most interesting cases on record. It has at last been discovered who is or was the author of the famous "Morey letter," which lost California to the Eepublicans in 1880. It ap pears that that forgery -was commit ted by a New York lawyer named Henry B. Hadley. He has made a WH Oonlemion, WOMEN WHO VOTE. The fair females in this country who have for years yearned for their rights as regards the ballot will be gratified to learn that the women of the Isle of Man are allowed to vote upon proving the ownership of twenty dollars. For divers reasons this curi ous custom will never obtain in any country -where female finery is pub licly exhibited and offered at such tempting prices. The woman who could walk alorfg the great thor oughfares of a city with twenty dollars of her own in her pocket and not spend a cent would make a model wife for an economical man. Even if she were entitled to vote and wended her way lo the polls with the inten tention of exercising her rights she would probably get there with her arms full of bundles and her purse lighter than the ballot she desired to cast. Few women would accept the electoral franchise if they were com pelled to crush their innate love for shopping. DOOMED DRESSES. The Mother Hubbard dress is doomed in Illinois. The civic au thorities have risen in their might and resolved to crush this terrible costume. The chief of police in Mat toon has announced that any woman found clothed in a Mother Hubbard will be arrested. It is not stated whether this peouliar costume is ex plosive in its character, or whether it contains cholera microbes. The rea son is given that it is improper. The fact is, the Mother Hubbard has been evoluting even in New York and gradually fitting itself for tropical wear by the excision of sleeves and so on. Whether the Illinois Mother Hubbard has made still further clips at the north and south as well as the east and west of the garment we do not at this writing know. To be fully informed on this matter is of more vital interest to the country than Cleveland's letter. That will only in terest half the men, while the Mother Hubbard question agitates all the ladies 12,000,000 of them. A xove& scheme of assisted emigra tion has been started in Germany by a society composed wholly of noble men. The society proposes to send indigent members of noble German families to Chili, where they have all the advantage of fertile soil and fa vorable climate and the prospect of changing their landless titles for the hands of the fair senoritas of that country. All the preliminary plans of the new scheme of philanthropy are now completed, and a large" party of the high-born but impecunious em igres will soon arrive at Liverpool. From that point they will be taken to Chili at the expense of the Chilian government, which also agrees to sup ply the exiles with laud free of charge and to maintain them all in suitable style for one year from the date of their arrival. If at the end of that time they have not made their for tunes, either in the way of money or matrimony, they will be at liberty to return at their own expense, but the Berlin philanthropists will have no more to do with them. A cubious fact shown by the United States balance sheet at the close of the year's business is that there is nearly $20,000,000 of outstanding government securities on which the money is due and uncalled for. On all of these interest has been closed, and there can be no possible reasons for the holders to delay presenting them for redemption. Some of them have been due for many years. On some of them are due large sums of interest, which have not been called for, so that the interest on these alone amounts to 317,000. What has be come of these .documents and why they are not presented is something no one can find out Some of them ma tured a half a century ago, and are still Junheard from and unpresented. Europe, politically, is a slumbering volcano. It is not certain when the crater will flow, but it comes at the tap of the drum. The subterranean growings are ominous. The English lion is growling, the Prussian eagle is screaming, and France can "go to the deuce." Russia rests on bayonets and Italy fawns on England. As for Spain and the other little fellows, they can go, we presume to the deuce also. International friendship may bo rep resented by the formula L. S. D. It is a grab game all round. An erup tion is evidently in order. Cabii Schubz and his highly jnoral confreres are strangely silent since the little peccadilloes of their can didate were ventilated. NEW TO-DAY.
