cv he gaity ltomtt. ASTORIA, OREGON FRIDAY- ...AUGUST 15, 1SS1 BLAINE'S FOREIGN POLICY. It must bo admitted that Mr. Blaine is not running very well in Great Britain. The newspapers of that country are generally against Lim; the great manufacturing interests do jiot view him with favor; and the bankers, merchants and speculators in stocks and produce are disposed, as a rule, to be unfriendly to him. There can be little doubt that if the election were to be decided by Brit ish votes ho would be beaten, so pre valent is the feeling that his success would be a disadvantage to British commerce and British enterprise. It has been a long time since so much interest was manifested by the press and politicians of that part of the world in one of our elections; and never before has British complacency and self-confidence been so seriously disturbed by a presidential nomina tion. Usually, our cousins over the ' sea treat our political contests with levity or indifference; but in the pres ent case they are clearly taking a sober vjew which is to say that they are sagacious enough to understand the tendency of things, and to realize the danger which threatens them and their concerns. They do not fear any change in the political relations of the two conn tries. There is no probabilities that a war will ever take place between nations so thoroughly resolved to live at peace with each other. Their rivalry is of a sort that puts war out of the question; but it is none the less sharp, determined and important For many years past we have been steadily encroaching upon the mother country in the matter of trade, while our products of all kinds have in creased and are still increasing at a rate that never had a parallel. Ours is to-day the wealthiest nation on the earth, and it is also the most energetic, progressive and generally forceful and influential. The supremacy which Great Britain has so long enjoyed as a commercial power is gradually slip ping away from her, and her loss in this respect is mainly the gain of the United States. Her capitalists and manufacturers, her economists and statesmen, can very readily see ths meaning ana enect or our won derful growth and development They well know that we are not any longer dependent upon any other country, and that we have reached a point where we are prepared to ex tend our commerce into new fields and at the expense of British inter ests, particularly. That is what alarms them; and that is why they are looking just now with so much solicitude to the course of our pres idential campaign. The position of Mr. Blaine upon this question of the extension of American commerce is verv candid and decided. He contends that we should promptly take advantage of every opportunity to enlarge our trade and influence by peaceful means and in accordance with correct business .methods. It is his belief that Great Britain now has the ben efit of certain markets notably in South America which properly be long to us, and which we should take vigorous measures to possess and make profitable. There is no good reason, in his judgment, why we should stand back and per mit any European power to monopolize the traffic of any portion of North or South America, when by due exertion on our part such a condition of affairs can be - prevented. He does not believe in resorting to force for the promotion of such a policy, but he does main tain that we should let it be distinct- - ly known that, while we seek no quar- rel and desire no war, wo propose to stand by our rights and protect our interests at any cost That is the -sum and substance of Mr. Blaine's doctrine with regard to our foreign relations. There is nothing very wild and desperate, it must be allow ed, in such a theory. It is patriotic, certainly, and it is logical, sensible and practical.- There are obvious reasons why Britishers should be dissatisfied with it; but no American , can find just ground for refusing it his approval. The Railway Age, speaking of the Oregon Shoit Line, says: "The Union Pacific's line to Oregon and the Pa cific Coast at Portland is rapidly ap proaching completion. The Oregon Short Line now lacks only two and a half miles of reaching Huntington, Oregon, a distance of 510 miles west from Granger, Wyoming, the point at which it branches from the main line of the Union Pacific, and 1,417 miles from Omaha. The Oregon Eailway and, Navigation Company, which is pushing a line eastward to meet the Oregon Short Line has laid its track to within seventy miles of Huntington, the meeting place, and grading will be completed by Septemger. The distance from Port land Oregon, to Huntington is about 410 miles, making the total distance from O-maha to Portland by this route 1,827 miles, and from Chicago to Portland 2,319 miles which is al most exactly the distance from Chica go to cthe same point via St Paul and the-Northern Pacific. Active com petition between the Union and Northern Pacific roads for Oregon btwiseas is likely, therefore, to com mence within a few weeks, although it will be restrained from injurious results by the amicable understand ing which has already been arrived at The public will have tlfo benefit of a choice of routes, and each com pany will strive to offer the greater attractions."
