FRANCE AND ENGLAND IN THE
PACIFIC.
Thebe is likely to bo an interna
tional question between England and
France, arising out of tbe colonial
policy of the latter country. Prance
has resolved to get rid of the trouble
and expense of keeping its hardened
criminals under restraint, and has
hit upon the simple expedient of
transporting them across the seas.
Cayenne, in South America, and New
Caledonia, in the western Pacific, are
to be the two principal points for
French penal transportation under
the Becidiveste bill, which recently
passed the French Parliament, de
spite the protest of the British gov
ernment and the threatened resistance
of the Australian colonies, backed by
New Zealand. France, however, con
templates a wholesale transportation
scheme, and threatens to seize upon
such islands in the west Pacific ocean
as may not bo claimed by any civil
ized power upon which to found pe
nal colonies.
It is needless to say that tho great
Anglo-Saxon commonwealths in the
southseas will not submit to this. They
were strong enough to compel the
British government to close its penal
establishments in Australia, and they
are not going to submit to be over
run by Fienoh criminals from New
Caledonia, the New Hebrides and
neighboring islands. Indeed it has
been proposed by the governments of
Queensland and Tasmania that all
intercourse between the French set
tlements and the Australian colonies
should be forbidden, as a practical
answer to M. Jules Ferry's reply to
Earl Granville, that it was no for
eigner's business what Franco did in
New Caledonia or her other colonies.
The moderation of New South Wales
for the time being prevented tho
adoption of this measure, out of con
sideration for the home government,
which has treaty engagements with
France. But it is simply a question
of time when all Frenchmen visiting
the Australian colonies will be com
pelled to produce passports before
landing. This is apparent from tho
tone of colonial opinion by latest
advices, as well as from the expres
sions in English newspapers, which
strongly back up the colonies in their
hostile attitude to French criminal
aggression.
The United States is interested in
this question. Should tho fertile
islands of the Pacific pass into Brit
ish hands thoy will buy largely of
American manufacturers and prod
ucts, just as .Fiji, a British colony of
about teny ears' standing, is now do
ing. Should they become French
penal colonies they will buy nothing
from us, aud the last state of the ab
original native will bo worse than the
first
The Bourbon legislature of Vir
ginia was so busy at its last session
passing laws depriving the Keadjust-
ers of all rights and powers that it
neglected a very important matter.
Under the latest congressional appor
tionment Virginia is entitled to
twelve presidential electors instead
of eleven as before. But it was nec
essary to enact a state law to carry
the change into effect. The Bour
bons failed to do so, aud under ex
isting statutes Virginia can elect but
eleven presidential electors. The
consequences of their neglect have
just dawned upon the minds of the
legislators, and they have had the
governor call a special session of the
legislature for the purpose of making
an apportionment and enacting a new
electoral law.
The act of congress, "to relieve cer
tain soldiers of the charge of deser
tion," which was signed by the presi
dent on the 15th of July, will prove a
veritable bonanza to deserters. Un
der its provisions the secretary of
war is empowered to remove charges
of desertion now standing against
more than 100,000 men, and the re
moval of these charges will involve
an expenditure which is variously
estimated at from 811,000,000 to 850,
000,000. There are now seven regularly
nominated presidential tickets in the
field, and Gen. Benjamin F. Butler's
name appears on two of them. They
are the Bepublican, Democratic, Pro
hibition, National Christian, Anti.
Monopoly, and ;Greenback Labor.
The names of the nominees for Pres
ident in the order named are: James
G. Blaine, Grover Cleveland, Jchn
P. St John, Samuel C. Pomeroy,
Jonathan Blanchard and Benjamin
F. Butler.

materially, the record for the first
five months of thj present year being
80,101, or only 709 less than in the
corresponding period last year. There
is naturally a diminution from the
flush times of 1S31 and 1882. when
the figures were 102,519 and 102,324,
respectively.
An Italian, Nicholas Nicolini, upon
marrying in New York, a few days
ago, adopted his wife's family name,
Brown. Some time ago a Chinaman
dropped his name, under like circum
stances, and assumed that of Mur-
pny, in deference to his bride's
wishes.

section of the act "To remove cer
tain burdens on the American merch
ant marine and to encourage tho
American foreign carrying trade," ap
proved Juno 16, 1881, repeals in sub
stance the aot approved April 17,
1874, entitled "An act to authorize
the employment of certain aliens as
engineers and pilots," the acting sec-(
retary of the treasury has instructed
supervising and local inspectors of
steam vessels to refuse to issue orig
inal or renew licenses to any officer
of a steam vessel, except upon satis
factory evidence that the persons ap
plying for such licenses are citizens
of the United States, either by birth
or by naturalization.
The Chinese Vice Consul at Victor
ia, British Columbia, was stoned
while walking in the streets of that
city a short time since. It is proba
ble that an apology will be demanded.
The affair has caused considerable
excitement in Chinatown-, a suburb of
Victoria and it was feared tho insult
might lead to a serious disturbance.
The feeling against the Chinese is
daily growing 'Stronger and should
the Chinese Commission now taking
evidence in British Columbia report
in favor of continuing Chinese emi
gration as is expected, the natives
will probably take the matter into
their own hands.
In 1883 Great Britain had 550 war
vessels, France 356, the United States
139 and Germany not quite 100.
Great Britain had 4,9S0 naval officers,
France 6,649, Jhe United States 2,033
and Germany 682. The British navy
costs $51,800,000 a year, the French
41,000,000, the American 816,000,000
and the German 821,164,000.
