The an nouncement that the English govern ment is going to put S150,000,000 in railways in India, providing the same amount will be invested by private enterprise-in that country, is looked upon here as a matter of very grave importance to the agricultural inter ests of this country. Already Eng land has the best facilities for the transportation of wheat between In dia and England and, indeed, between India and other grain consuming countries. The subsidies granted to these iron steamshiD lines bv England have already been so great that the markets of that coun try have been threatened with grain at very low prices from India. The chief obstacle to this has been the lack of transDortatiou in In dia. With $300,000,000 to put into ruuways mis o Dstacie win oe overcome. And with "rigot" labor in India at seven to ten cents a day. it is easy to see how cheap wheat may be raised. The "rigot" or agricultural laborer of xnaia is very numerous, ne numuers several times as many as the entire population of the United States. His methods of cultivation are very primi tive, but with hundreds of millions of these seven cents a day fellows stirring the ground with sharpened sticks, drawn by lean oxen, which, like their owners, are not overfed, the wheat produced is something marvelous. One of the consular officers, writing to the State Department recontly, said that, in his opinion, this was the most serious obsticle that the agri cultural interests of this country would have to contend with.
