THE PEOPLE'S OWN.
The experience, skill and judgment
acquired by a person filling some pub
lic office or function are the property
of the people. They bare paid for it
and it belongs to them, and no poli
tician or political party has the right
to deprive them of the possession by
appointing an inexperienced and un
skilled man to supersede the expert
If the trained, faithful 'and efficient
servant of the public has to go out of
office, all it cost the people (the -vrages
perhaps of many years) to fit him for
his position is lost and counts for
nothing. As the green incumbent
must undergo like preparation at pub
lic expense before he can become capa
ble of fulfilling his duties as satis
factorily as his predecessor, and as
he "will, should civil service reform be
defeated, be liable as soon as he bas
been rendered competent, to be
turned out to make room for
another partisan place hunter
(and so on ad infinitum), does
not the spoil system appear, in
the light of reason and truth, not
only as an absurdity, but as a fraud
on the public and an obnoxions
stumbling block in the way of the
best possible government?
The objection made against civil
service reform that it is imperfeot
and infallible has no more -weight
than that preferred against any ad
vance in art or science. The point
attained may fall far short of perfec
tion, but for all that, -who, in his sens
es, would dream of returning to the
exploded crudities or errors of the
past. "When our civil service is per
fected, it will of course need no re
form, but so long as the reform
make3 actual progress, it should be
favored and aided by every good cit
izen with the same earnestness and
zeal with which be cheers and wel
comes the progress achieved in sur
gery, medicine, chemistry, navigation,
transportation on land and the con
veyance of words and thoughts by
the telegraph and the telephone. The
best man to fill a place is he whose
experience, attainments and estab
lished reputation most fully qualify
him to discharge its duties with
celerity, thorough fidelity and mas
terly skill, and to deprive the civil
service without necessity of such a
man is a public robbery.
Kegaeding the charges against
Cleveland, the New York Post of the
5th says: "It is admitted by Gov.
Cleveland's friends that twelve years
ago he formed an irregular connec
tion with a widow with two children.
He accepted the paternity of a child,
made provision for it, and subse
quently obtained possession of it, be
lieving the mother, from her intem
perate habits, unfit to have the care
of it He placed it in an orphan
asylum, and also recovered it after it
was stolen by the mother, fearing
bodily injury to the child." The
Post denies that there was seduction
or breach of promise, and adds: "The
charge would disqualify him, in our
estimation, for the presidency, if his
opponent were as good a man in all
other ways; but between Cleveland,
against whom nothing can be
said except that he has not been proof
against the most powerful tempta
tations by which human nature is as
sailed, and Blaine, it prefers the
former. It has seen very few public
benefactors who have been chaste.
Blaine's views are those by which
governments are overthrown and
states brought to naught The stand
ard by which some ministers now
propose to exclude Cleveland from
high place, would have prevented
"Washington, Franklin, Jefferson and
Hamilton, not to go any further, from
laying the foundation of the Amer
ican republic."
The Londou Graphic. points out as
a peculiarity about the blind, that
there are scarcely any smokers among
them. Soldiers and sailors who lose
their sight sometimes continue to
smoke for a little while, but, as a
rule, they soon give up the habit
They say it gives them no pleasure
when they cannot see the smoke; and
some have said they cannot taste the
smoke unless they see it This al
most demonstrates the theory that if
you blindfold a man in a room full of
smoke, and put a lighted and un
lighted cigar in his mouth, turn about,
he will not be able to tell the differ
ence.
It is thought in Philadelphia tha t
the Northern Pacific's lease of the O.
R. & N. lines will be signed there this
week. By the terms of the lease the
Northern Paoific virhiall v absorbs the
O. B. & N. Co.
Oveb 600 lives were lost by boiler
explosion in this. country during the
past year. Nearly 400 persons were
killed outright and many of the re
mainder were maimed for life.
A TWO-HTJNDBED-AND- FIFTY- THOUS
AND dollar fire at San Francisco, last
Tuesday, destroyed the building oc
cupied by the Schmidt printing com
pany and Tatnm & Bowen.
