The south sticks to Webster's spelling-book, especially in the coun try districts, ana ouys a million a year of them. Tennessee alone con sumes between 30,000 and 40,000. It is said that six million copies of speeches made in congress have al ready been printed on the order of senators and representatives, and sent out to illuminate the public mind on various subjects chiefly the tariff, and it is estimated that before the presidential election takes place this number will be increased to fully ten millions. Me. Blakce and Gen. Logan are both urged in some quarters to take the stump. Enthusiasts have even gone so far as to make out a pro gramme for the former, which in cludes all the large cities. These hopes are not likely to be realized. And yet there is no reason why a candidate should not express him self on the platform, as well as in a single formal letter of acceptance. A joint debate between Blaine and Cleveland on public affairs and the issues of the campaign would edify voters. Gen. Logan, by the way, is specially urged to speak in North Carolina a state that may fairly be called doubtful. Queex Victoria alarms herself unnecessarily. The most bloodthirsty dynamiter would scarcely dream of blowing up or injuring a harmless old lady, who, with all her pomp and cir cumstance, is a mere cipher in the management of British affairs. The dreaded Invincibles, if we under stand their programme aright, are making war upon men, not upon women or children. Of course the old lady is naturally timid, and her nerves are not what they were when sundry cranks attempted to take her life by means of pistol shots. The dynamiters know very well that the queen has rooted her dynasty so firm ly in this world that it would take more dynamite to blow up the family root and branch than would suffice to sink the entire British navy. The indiscriminate character of much of the legislation at Washington is illustrated by a discovery just made by the secretary of the treasury. A clause in the sundry civil bill prohib its the public printer from doing any work not authorized by law. On Gen eral principles the inhibition is of course proper and reasonable. But it turns out that it will prevent the is sue of several interesting and valuable bulletins relative to imports, exports, immigration, etc., hitherto published monthly by the bureau of statistics' If the attention of the committee on appropriations had been called to this matter, the publication of these statements, which are inexpensive as well as important, donbtless would have been provided for. Such unfor tunate lapses as this are bound to happen so long as the time and atten tion of congress are largely devoted p matters which ought nevr to be brought before legislative bodies. Both political parties have de clared themselves opposed to the ac quisition of land by non-resident aliens. Certain quack doctors a gen eration ago taught that America must be reserved for the use and enjoy jnent of those who were then Ameri cans. Now, on the other hand, for eigners are invited to become citi zens provided they arrive not un der contract, but at random, with out knowing what they are to do when they get here but, if the Chicago phrase-makers have their way, they will not be permitted to buy real estate while they remain aliens and non-residents. The two platforms express the same idea. The Bepublicans oppose the acquisition of large tracts of land by corpora tions or individuals, especially when such holdings are in the hands of non-resident aliens.
