COST OF THE PUBLIC LANDS.
It is a mistake to suppose that the
public lands cost the Government
nothing but the expense of survey
ing. The immense domain so lavish
ly granted to the railroads and other
corporations has actually been pro
cured at a large expenditure of mon
ey. Our several foreign purchases
the running expenses of all our Land
Offices, and the incidental charges of
administration, constitute but a
fraction of the real cost. The expen
diture on account of Indians is the
substantial portion. If vre -wish to
discover what -we are actually grant
ing to great corporations, or selling
at a nominal rate to foreign lords by
millions of acres, vre should, reckon
up the whole cost of our Indian ad
ministration. A volume of about 1,350 pages, just
issued from the Government printing
office, prepared by Thomas Donald
son, of the committee on codification
of the public land commission, en
titled, 'The Public Domain, its His
tory, with Statistics," presents a table
of these Indian expenditures. From
July 4, 1776, to June 30, 1880, they ag
gregate $187,323,903.91. The expendi
tures for survey and disposition from
March 1, 178i, to June 30, 1880, in
cluding salaries of clerks and ex
penses of surveyors general, have
been $24,468,691; and it is estimated
that from January 1, 1785, to June
30, 1880, the cost of executive depart
ments and administration chargeable
to the public lands was $22,094,611.07.
The amount which has been actually
paid under treaty stipulation on ac
count of purchases from France,
Spain, Eussia, Mexico,'Georgia, Texas
is 883,157,389.93. This, we suppose
is inclusive of claims adjudicated and
paid up to June 30, 1SS0, but it is ex
elusive of expenses of commissioners
to make treaties, and of salaries and
expenses of commissioners to fix
boundaries, etc., under the several
treaties. "We have in these
several items already n grand total
expended of $322,049,695.85, and as
our total cash receipts, including
fees and commissions from 1875 to
June 30, 1880, have been only $208,
059,657.14, of which sum wo have
paid to the several states, under the
two, three, and five per cent fund
acts, and under the distribution acts
of September 4, 1841, $7,350,803.03,
leaving our net cash receipts only
$200,702,849.11, it follows that we are
out of pocket $121,340,746.85. If we
mean to recompense ourselves we
must have our land legislation thor
oughly revised as soon as possible,
for already the most valuable parts
of our domain are so dissipated that
out of a total of 259,171,787 acres
ceded to us by several of the original
states, and 1,580,809,900 acres bought
of Texas and foreign nations, it is
estimated that we will have left after
substracting the quantity required to
satisfy the claims of corporations
and states (which is about 130,000,000
acres) no more than 120,000,000 acres
of land available for settlement and
cultivation.
The elections wliicli will conic off
previous to the great Presidential
event on tho 4th of November, will
take place respectively in Alabama,
August 4th; Arkansas, September
1st; Vermont, September 2nd; in
Maine, September 8th; in Georgia,
October 1st; in Ohio, October 14th;
in West Virginia, October 14th.
Public attention will be fixed upon
Ohio and West Virginia with more
interest than on any ot the other enu
merated States. Alabama, Arkan
sas and Georgia will, of course,
go Democratic, and Vermont
and Maine for the Eepublicans.
West Virginia is thought to be in
doubi To lose West Virginia in
October would be to lose the state
almost certainly in November, so that
it is worth an extra effort of both
parties one to gain and the other to
retain it

ing the reign of the cholera in Pitts
burg in 1854 the total number nf
deaths was something like 1000, or an
average of fifty a day. There were
as many deaths in the hill districts
as in the low districts.
