-The rainy season has set in in Hav-
" ana, "the ' yellow fever is sweeping
down its victims, the Americans who
have been wintering-there went back
weeks ago and those few Cubans who
. have .got the means are in New Tork
oron their way to Europe. Never
was rain more needed than when it
m began to fall there a few days ago.
lTor months the hot sun had pierced
an absolutely clear sky and the last
drop of moisture seemed to have
dried out of the earth. Vegetation
was burning up, the trees spread
brown foliage to the hot winds, cattle
and sheep were dying of thirst, and
, fortunes on the plantations hung in
the balance between destruction by
heat and salvation through raiu. The
first rain on the western end of the
island fell at Mautanzns about' two
' weeks ago, just as all the ladies were
giving the last touches to their lace
mantUlaB preparatory to going out to
'the plaza to hear the military band
and to see the gentlemen pass and
repass, curling their mustaches and
smoking their everlasting cigarettes.
Just then down came the rain, first
in drops, then in sheets, and then in
one vast cataract. The strangers
who were in the city had no chance
to see the wonders of a tropical rain
storm, because it was dark, but the !
opportunity came the next day. rue

was midway between Mantanzas and ;
Havana. The sun was blazing down,
the cattle were panting in the shade I
of bushes and buildings, nml the
breeze that played across the enne-
fields was an aggravation. The cars
had pnlled up at a station.

fall of rain, flop. Hop, splash, came t
more gigantic dtops and then the
heavens opened and the rains de
scended and the flood came in a man- j
ner most startling to a New Yorker, j
who remembers tho one or two fierce '
rains of each summer at home and is
bound to confess that the severest!
of them would not rank as a genuine
drizzle beside this shower. Down
came the rain in one vast sheet, not i
with a patter or the beating sound
rain sometimes has, but with the'
roar and unbroken splash of u mill
dam's tumbling waters. It all came ,
in five seconds. In that time the,
horizon ran inward until the outer
limit of vision formed a circle smaller
than the Bowling Green. There were
no intervening slanting lines of rain
drops. There were layers instead.
When the wind was still one could
see the water falling in flat sheets.
When the wind arose the strata of
water in the air waved and trembled j
or broke or blended. Without in- j

ing sounds the rush and roar in the .
air and splashing on the ground.
Enormous palm branches came tum
bling down, two or three at n time, j

ground could not begin to absorb
the water as it fell, and so it rose and
deepened above ground until the
-train stood in a lake, into which wa-
. ter from the higher level poured over
iwthe edges of the shallow road out
ing. "Ah! it's raining," said one passen
ger.
, "Yes, but I'm afraid it won't be
much of a shower," said the other.
"Did you ever see it rain as much
before?" the writer inquired.
"This is quite an ordinary rain,''
said one of the passengers; "good
enough if it keeps on, but I'm afraid
itvron't."
"Up in Sauctu Espiritu, where I
belong," said another, "where men
pretscarce and the land is covered
- ' "with forests, I have seen it rain just
- like this, night and day, without ces
.sation for thirteen days. I believe it
j. used to rain like that here before
they cut all the trees down and dried
up the streams."
"" The rain lasted just twenty inin-
utes, and then the sunshine shot out
from behind the clouds, gilding all
dripping foliage and turning into sil
ver the water-colored surface or the
earth. The train passed close to an
other shower in the next half-hour,
and the view from tho car window
gave an insight into the action which
produced such a tremendous rainfall.
A mass of dense black clouds hung

Trees, groves and buildings that had
, ben in plain sight -were now hidden,
andJto all appearances the cloud had
-settled on the earth- Fearful shafts
;of lightning hurled themselves in di-
reot lines from the heart of the cloud

spitefully that the eye could scarcely
follow the flashes. On rolled the
-.-.train, and as its wet sides were seen
in Begin, across the bay from Havana,

- "good-to be true. They had not seen
a drop. of rain in months. Now it
will-rain every afternoon for weeks to
come.

JOAQUIN SPEAKS A PIECE.
So many people write asking about
schools and the like in the far west,
says Joaquin Miller, that I want to
say here and once for all that the
schools there are about as good as
they are Here. And tnat is saying
they are good enough for the best. I
am perpetually provoked by these
inquiries and suggestions that the
far west is a wild country with wild
people. Some say here that the peo
ple, of Oregon and California alsol
and other like lands out there are
much letter read and better bred,
too, than the people of New York.
Take the statistics of crime: Seven
murders in New York to one in Ore
gon; prison records show abaut the
same fearful balance.. As for schools,
briefly, the University of Oregon is
the peer of anything of tho kind
here. Ah, wonderful and well in
formed (?) Atlantic states! Don't
you know that we have the same
books out there? the same papers -everything?
And the only difference
i7: we read them; you don't We
have no lighted cities to walk in at
night, no theaters to go to; so we
read and read and read. And thus
it is chat the Oregonian or the Cali
fornian is, in a general way, far bet
ter informed than the New York man.
I doubt if you will find an average
western man who is not well up in
Plutarch, Plato audZenophou. Yet
during nil my years in New York I
never once henrd of these. How
ever, I must admit that I found a
man and his wife reading Plutarch
here in Washington tho other even

Now that Blaine is the nominee
there is no end to the stories that are
being related of his boyhood. Con
gressman Pusey of Iowa, who went !
to school with him in Washington
county, Penn., tells an anecdote il
lustrating the spirit which has not
only made him the greatest man in
America, but at hist brought him

At school the Plumed Knight was
called "Nosey Blaine' in consequence
of his promiuent proboscis, which is
still his only homely feature, and the
boys, among whom he was always a
leader, physically and intellectually,
were very fond of making fun of him.
Blaine, however, never lost his tem
per. One day "Nosey" conceived' the
idea of being president of a literarv
sooiety to which many of his school
mates belonged, and he made a rapid
canvass of the field. There was but
one candidate against him, who with
drew at once when he heard Blaine
was in tho contest Only one objec
tion was urged againt young Blaine,
he was the best debater in the society,
the biggest boy and the brightest
scholar. Coming to Pusey he dis
closed his ambition.
Wliy, Nosey," suid Pusey, "of
course I'll help you; but you can't
fill the place."
"Can't fill the place?" exclaimed
Blaine, astonished at Pusev's lack of
confidence. "Why not?"
"Because you don't know anything
about parliamentary law. You can't
preside without a good knowledge of
points of order nnd things."
The young candidate, sure enough,
had overlooked this qualification, and
was somewhat abashed to reflect that
what Posey said was probably true.
But suddenly brightening up he said,
"I'll fix that mighty quick. The elec
tion is to-morrow. Ill commit Cush- j
ings -Manual to memory to-night."
Aud Pusey says he did it Before
daylight next morning, he knew every
important port of Cushing by heart,
and within u week was an authority
on parliamentary law. Those who re
member Blaine's remarkable mastery
of parliamentary law while speaker
of the house, and the wonderful
facility with which lie unraveled the
most intricate questions of order, will
easily credit Pusey's story. His
memory of principles, dates, names
and facts, naturally strong, has been
cultivated until it is more remarkable
than his genius for leadership and
command.
