The British ship City of Delhi, Drysdale, master, from San Francisco in ballaBt. arrived in yesterday afternoon. She will probably load or finish with salmon. The Kirkwood, 80 days from Sydney, is overdue. On Sunday next the Clara Parker goes on an excursion to Skipanon and the sea beach, and that all may have an oppor tunity to enjoy the ride, the barge -Pioneer will be taken in tow. Plenty of straw berries and cream, a pleasant ride, and a most obliging captain. Lhe boat will leaTO Main street wharf at ten o'clock Sunday morning. To-day is the seventh aniversary of the organization of Bescue Engine Co., No. 2. This company has a record second to none in tho northwest, and on every re ourring anniversary the day they cele brate is not forgotten. To-night they give a grand ball and invite their friends to participate with them in commemora tion of the event. In the justice court yesterday, Jos. Scothan, arrested for assault upon one Stephenson, at Seaside, was given until Monday for final examination. Thos. Ward, who is charged with putting a head on Mr. Devereux on the night of the election, was bound over to await the action of the grand jury; Henry Wise man, who had been arrested on the com plaint of his wife that he ill-treated her and made matters unpleasant generally, was reprimanded by his honor for such unseemly behavior, and told to go and sin no more. Bev. J. V. Alilligau, who for the last five years has been the pastor of that church in Astoria has resigned his pas torate, and will preach his farewell ser mon on the 29th inst. During Mr. Milli on's stav in this citv he has creatlv in creased the sphere of his usefulueas and he leaves the church in a most excellent condition. On his arrival here in '79 the Presbyterian congregation worshipped in the second story of ihe building on the northeast corner of Cass and Jeffer son streets; afterwards removing to the Congregational chufch which was occu pied for two years, after which they temporarily sojourned in the Baptist church till the completion of their own fine church edifice last summer. Mr. Milligan has accepted a call from Ash land, and in his now field of labor wiil carry with hiin the esteem of the entire community among which he has labored so long ana faithfully. It now appears that Scothan, who shot Stephenson at Seaside last Sunday con sidered himself justified in the act; that ' Stephenson had been hired by Scothan to work for the Deep Sea Fishing Com pany; that he wanted more pay than Sootban felt able to givo on account of tfee'failure of the enterprise, nnd that it was only after repeated abuse from Stephenson that Scothan finally defended himself, shooting Stephenson in the wrist as before stated. It is thought that Stephenson was only a tool in tho hands of others and that more trouble may en sue. For the sake of the peace and good order of that portion of the county it is to be hoped that the brethren may dwell together in nnity. Fruit Jar. In the ordinary course of politi j cul events the choico of u convention of representative men from any considerable portion of my fellow-citizens, according to me this highest honor that they can confer, would call for a grateful acknowl edgement, even though it might bo a se lection to represent the thought of such a convention upon questions which com monly divide political parties. Theviews upon such questions may have been in herited, or an outgrowth of measures merely of administration. The great questions j-ou present are higher and gruuder than any mere political measure. r&KATiox of Tirr. aEKENincK. Nearly a quarter of a century ago,when the very existence of tho republic and the establishment of democratic repre sentatives of the government hung trem bling upon the issue of the greatest civil war the world has ever known, or may ever know, by tho wisdom born of an im perious necessity, a financial system sprung from the patriotic impulse to save the nation's life and rescue the hope of free institutions for all men from going down forever in darkness and death. It was devised by the great and good men of that day, to whose care a republican government, to be administered for the people and by the people, had been con fided. That svstcm of finance for a free Ipoo'ple, in its infancy, saved the life of a nation perishing without it, and broke the chains which enslaved four million men. It gave to this country war rag inga prosperity it had never known, it enabled people to assess upon themselves and pay taxes to an extent before nn known'in any country. It made it possi ble for the government to repay three fold all the loans it had received from any creditor, and gave to him a security more profitable and stable than had evef been issued by anv other power in the world, and made the financial system of our government at onco the envy and ad miration of all men. This was doue by the legal tender currency. While ques tions as to ils stability were raised by the very form of the legislation by which it was enacted, and while still gravor doubts prevailed in the minds of many wiso and patriotic men as to whether a legal ten der currency, inexpensive, in fact rest ing not on th'o intrinsic value of tho mate rial on which it was coined was within the constitutional competency and power of the legislative branches of "tho govern ment, that question having been three times submitted to the supreme court of the United Statas, the very highest tri bunal of const i tut ional construction, was at last decided in the affirmative with such unanimity that there could not pos sibly he a reasonable doubt against it. AN ESTABLISHED CUEKKNC. One purpose of our organization and of those who thought I acted with you, although not of it, was to support, to sustain, this money as tho currency of the people This people's enrrenoy, you will remember, was designated by its friends by tho pet namo of "Greenback." Two years ago I did myself the honor to say that that currency, so commended bv tho merit its great needs wrought for the people's safety and prosperity, en acted by tho highest legislative power, adjudicated by such a court, and with the decision about lo be reaffirmed, was an accomplished fact, never again to be disturbed or doubted, so that its friends might well say' "So the end of our labors in this regard have come; so let us re joice; let those who aided in this great work press on to deal with equals im portant unsettled and necessary meas ures for tho welfare of tho whole people." The legal tender having become the very foundation of all business, as well aj a measure of valuo intertwined with all the transactions of the people, the engine of the prosperity of the nation, it seems to me almost an act of cruelty to again disturb causelessly a financial question of the right of man to hold his urotner man in mavery, inereioro x tuiiu: "I am glad that that question has no longer a part in political consideration, and that statesmanship may now turn from it, as the country has turned from the question of finance and war." But alas! the power of the darkness of er rorsl The resurrectionists of false ideas of the dead past have dug up the remains of contention from the peaceful graves where they slept, and threaten, by a re hash of exploded resolutions, the 'formu lation of a platform, and by a party con vention, to revivify and agitate contro versies which will unsettle commercial values, and hinder and delay tho business energies of our people, with apparently but a single object to extend a system of purely paper currency, issued by cor porations and established by the govern ment indeed, but for private emolument and gain to the corporators, which, cur rency itself is to be valuable only because it is made redeemable in the very green back which this ghoul-like agitation seeks to repudiate, overthrow and des troy. AS AXDBEW JACKSON nOIOCBAT. Such a cunency Andrew Jackson, with the prescience and wisdom of a states man, but the iron hand of a soldier, sus tained by the Democracy of more than a generation ago, had wholly crushed out and, in the hope of the wise and good, had buried forever, as one of the grievous errors of an administration which had insidiously crept into the government for the aggrandizement of the and the destruction of tho people. As a Democrat, taught in the Jackson school iu my youth, with my judgment matured bj' many years converse in pub lic affairs, aided by earnest and deep study, and with the intensity of purpose which a topic of such magnitudo, affect ing every interest of the people and it may be the very existence of free institu tions, demands, I am constrained, were it tho last act of my life, in view of this at tempt to undo what Jackson had so well done, coming from whatever question it may, to say lo you, gentlemen, that there seems a wisdom, indeed a necessity, for the further continuance of your organ ization in this renewed exigency, and therefore, upon this contestation, I am with you; and if thero were but two of us, wo ought to stand together against this great wrong, and call upon all true men to stand with us, either inside or outside, as tho case may be, of tho other nolilical oreanizations. which may aim to perfect other measures for the good of the country. hls rLATFonsr. A visit to the beach where the hand some steamer of the Astoria and Coast Transportation Company is building, shows that the hull ia well forward and will bo ready on -oxi-tract time. The Tessel is a fine model, and tho utmost caro is oxercised throughout that she may be perfectly satisfactory in her build. Tho accom panying cut gives a correct represen tation of the vessel as she will appoar when ready for business. A mistake in tho building of a portion of the machin ery will delay ita putting in place somewhat longer than was contemplated, but it is thought that by the 20th of next month the new vessel will be launched. It is such enterprises as this that will make our seaport city headquarters 'for supplies for that entire stfetoh of coast from Yaquina to the Quinault reservation. SO DAILY SAIL- TO THE" SEASIDE. Sometime in May a petition went for. ward from here to Washington praying thai the mail service between here and the Seaside be expedited from a tri-week-ly to a daily mail. The necessity for such increase i!fnniversally conceded. The travel from Portland to,Astoria and from Astoria to the Sepsideis of such a nature as to makedaily mail communica tion an imperative necessity.- The peti tion was signed by many of the most prominent citizens of the place and was strongly endorsed?,. Word.come3 from Washington that the petition is refused. Those Washington postal." authorities must have a funn idea of qut postal re quirements out here in Oregon. The Old Settler Xtetlnc Tho pioneers of Orogon are holding their annual meeting at Salem. On the 17th addresses were delivered by H. Y. Thompson of Portland and P.O. McCown of Oregon City. In closing his address, Mr. McCown said: Broad as the foundation were laid by you for the material prosperity of our common country; "grand as were your ambitions and hopes ior the future of yourselves and posterity, they are not to be compared for a moment to the moral factors whioh enter into tho complex or ganization of society and make possible the civilization of the nineteenth century. The City of Tokiu at San Francisco, from China, has been quarantined with smallpox on board. Before tho discovery was made one gang of S15 Chinese had got ashore, and another lot of 150 had been transferred on board the Mexico for Puget sound. In tho senate on tho 15th Senator Sla ter offered several amendments to the houso river and harbor bill, by which the appropriations were raised to the amounts asked for by Mr. George. When the bill was before the house committee, it will bo remembered, that committee out off nearly all tho appropriations re commended by the engineers, in order to keep down the total of the bill.
