NOT TOO ilAXY ELECTIONS.
If our office-holders served for life
our children "would never learn the
principles of our government. "We
would none of us know the difference
between an American sovereign and
any other. A presidential campaign
calls out all the -wise tongues and
pens of our land. Orators and jour
nals discuss national principles and
policy, tell us the proper -way to raise
revenue, and the right places to spend
it. We often get back to the declar
ation of independence, and hear once
more "a clear definition of human
rights and liberties. We heat some
thing of the constitution, its limita
tions, scope and restrictions. We get
afresh Jefferson's method of inter
pretation, and what Alex. Hamilton
thought of it. We may even be com
pelled to read it ourselves and put
our own interpretation upon its sa
cred words. We may be obliged to
inquire what congress may do to pro-
mote "the general welfare." And,
possibly, what is meant by that term.
There never was anything invented
better calculated to make a man
think than to open to his vision the
vast responsibility of an American
voter. To use the ballot intelligently
requires great comprehension and
wide range of reading, and close ob
servation of the -working of the na
tional government. If the citizen
has no leisure to make these neces
sary acquisitions, then he must listen
to the wise orators of the various
parties and treasure up their words
in strong memories. If the ten mil
lion voters in the United States were
to be examined as to their qualifica
tions for the exercise of the elective
franchise, we greatly fear nine would
f aiL Just here comes in the educat
ive power of the ballot Men who
have not the time to read to any great
extent can master the platforms of
the parties; can easily see who com
pose them; who the leaders are; what
the general character and conduct of
any particular party is. It is this
study of the political situation in its
practical workings, in its avowed
principles, in the capacity and char
acter of its foremost men that really
educates the voter. A thoughtful
young man, of good principles and
honest instincts, will bo very apt to
, gravitate to the society of the boat
men. The only way to keep up this
oontinual discussion of theprinoiplea
and polioy of our government is by
frequent eleotions. National ques
tions onoe in four years, state polioy,
county and city administrations as
often as once in two years. It is
very easy to say we have too many
elections; it is just as easy to Bee
that if we dispense with them we
should grow dead, dull and indiffer
ent to publio affairs. We would cease
to exercise that "eternal vigilance"
whioh is absolutely necessary to
secure good government Man in
power is sure to abuse it if not close
ly watched, and often reminded that
he was chosen to serve the people,
and not his own ambition, nor his
personal friends. When rigidly call
ed to account, and often made to face
the people who elected him,the office
holder will soon learn that honesty
is the best policy, even though he
may lack the principle. No man
covets the lash of criticism by an in
dependent press, nor the scorn of the
people, who may discover his crooked
ways. Held to strict adherenoe to
duty by every right motive, the
speedily recurring election will be
among the strongest
The foreign press should exhibit a
little common sense -when they talk
of America and Irish dynamiters.
The London papers are howling that
our government must repress that
noisy but burlesque personage,
O'Donovan Eossa. The Eepublique
.Francaise holds America responsible.
, The Berlin newspapers follow suit,
' and the St. Petersburg press cannot
find emphasis enough to put on its
disapproval of the United States in
the dynamite matter. What are ihe
facts? "With an immense force of
deteotives and alleged informers in
America, France and other countries,
England has not produced an iota of
evidenoe that any dynamite whatever
is dispatched from our shores. On
the contrary, all the evidenoe points
to its manufacture under the noses
of the English detectives, who have
recently permitted their headquarters
to be blown into the air. Amerioans
have no sympathy with dynamite or
assassination, but they do not desire
to shoulder the stupidity of English
detectives as a crime of their own.

The young men of Georgia are
terribly excited at present over a girl
of sweet sixteen, who, by common
consent, has been called "the Witch."
It -is fortunate, of course, for Miss
Lulu Hurst, the witch in question,
that she did not reside in Salem
. Mass., in tho good old times. A mod-
. era witch is perfectly safe, even al
though she causes the insanity or
suicide of any number of young men.
Miss Hurst is said to possess peculiar
and mysterious powers. She can, by
- holding one end of a billiard cue
cause the male slim at the other end
todanc a college hornpipe. She
. can carry a chair on whioh ten grown
men are perched, and. perform many
other feats of strength of a
wonderful character. Misa Hurst
is young yet When ahe attains her
full strength ahe will be a most valu
able person to take command at a
women's rights convention. So fas
cinating a creature cannot long re
main disengaged. Many young men
need just such a protector.
