other city of its size in this country.

capital city needed nearly 4,000
pounds ot the insidious drug last
year, besides nearly 6,000 ounces of
. morphia and between 500,000 and
600,000 morphine pills.
. It is asserted by a New York paper
that the great increase in the number
. of telegraph wires throughout the
" country has rendered it practically
impossible to secure Becrecy in the
transmission of messages unlesB a
cipher is used. But is a cipher al
ways a protection? Mr. Tilden did
not find it so some years ago, when
wires were not nearly eo numerous as
theyare now.
