cargoes of flour, 2 mixed cargoes of
flour and wheat, a mixed cargo of
flour, wheat and barley, 8 straight
cargoes of wheat and a full cargo of
barley. Two of the flour cargoes
were first brought to this port by
steamer from 'Portland, having been
made in Oregon mills, and sent. here
foe reshipment, the condition of the
tonnage market being more favorable
to loading here than at Partland.
This is the first instance df the .kind
on that scale within the history of

that flour.made in Oregon is shipped
. by steamer to California and there
"loaded for Europe. . If atiy better ar

improvement of the Columbia river

AN
ELECTORAL TRIBUNAL
WANTED.
Just at present the sotive poli
titions of all parties are vexing their
not over-aighteous souls about the
question of the presidential contest.
"Wisely or unwisely, as the future
may prove, the candidates will soon
be selected, and then will devolve up
on the voters the more important task
of electing one of the nominees and
upon the regularly constituted au
thorities the still more important task
of deciding who is elected and seeing
that he is inaugurated. Strange as
it may seem, after all the dissatis
faction and distrust growing out of
the Electoral Commission of 1877
Congress has as yet accomplished
nothing in the way of providing a
method for deciding disputed Pres
idential contests. The matter stands
just where it did in 1877 and if an
other contest should arise in 1884 the
same, and probably a much worse,
condition of dread and uncertainty
would exist.
If Congress is capable of doing
anything beside voting money out of
the Treasury and wasting its time
in meaningless and useless talk it
should not adjourn until an act is
plaeed upon the statute books pro
viding a simple and effective method
for settling such dangerous disputes.
A bill has already passed the senate
by a praotically unanimous vote which
would Beem to answer the purpose
admirably. It requires each state to
provide a tribunal by which the elec
toral vote of the state shall be de
clared and where such a tribunal is
not provided the state is to lose its
electoral vote in case of a dispute,
unless both houses of congress can
agree upon the subject, which they
are not likely to do. This plan is un
partisan, easy of adjustment, and re
spects the rights of the individual
states to the last degree. As before
stated, it has passed one house
unanimously, and could easily become
a law if the 'other house desired a
safe and honest adjustment of a diffi
cult and dangerous question more
than it desired mere partisan advan
tage. Unfortunately, there is groat dan
ger that nothing further will bo done
in the case at the present session.
Tho house committee to whioh the
senate bill was referred has smothered
it and reported a substitute referring
all electoral disputes to a joint con
vention of the two houses of con
gress, which is simply the most parti
san tribunal that could have been
devised. It is not probable that after
passing an unpartisan bill the senate
will agree to accept the partisan house
substitute and the present condition
of chaotic uncertainty is likely to be
"continued. The house should with
draw its substitute and allow the sen
ate bill to become a law, thus provid
ing in advance for any contingency
which might arise.
Twestx years ago there were only
twelve women doctors in the United
States, and now there are more than
eight hundred. This is an encouraging
state of affairs. "When a sentimental
young bachelor is attacked with au
affection of the heart his chances of
recovering are enhanced more by
the dainty diagnosis of a pretty phy
aioian than all the prescriptions of a
gruff old doctor. When her fair
fingers press his feeble pulse tho blood
. leaps with unwonted vigor through
Lis veins and the action of his heart
is soon restored. Providing the pa
.tiont is eligible and desirable, the
fair'pulse-feeler may assert her leap
year prerogative without fear of a re
- fusal.
Thebb is a universal cry ell over
-the country for more insane, asylums,
or at all events more room in existing
wylums. The greatest amount of in
sanity exists in New England, whioh
may be the result of higher oulture,
ana it may not. The Middle states
- gets mad occasionally, and insanity
owing to oornersia wheat and other
eauses iB increasing at a rapid rate in
the irest: The southern states, not-
. z Trithatanding the excitable and chi
ralrio nature of the people, contain
v 'more sanity to the square yard than
any other section of the country.
