Ten millions of votes will most likely be cast at the election vrbica is to take place in November. The votes cast at the election of 1850 numbered 9,193,743, which showed an increase of 782,997 over the election of 187G. For the presidential elec tion immediately preceding 187G it is impossible to set full figures. There was a great deal of sulking in 1872 over the nomination of Horace Greeley. In the election pieceding that the south did not generally vote. The peculiarity of the election of 187G was that while Tilden had more popular votes than Hayes, the latter was awarded, by the ruling of the electoral commission, a majority of the electoral college. Tilden had on that occasiou 4,284,893 votes, and Hayes 4,033,393, or 2j1,493 less. But Hayes had one inore vote in the elec toral college, 183 to Tilden's 15-1. Hayes had carried all the northern states except Connecticut, New York. New Jersey and Indiana. Tilden had carried all the southern states except South Carolina, Florida and Louisi ana. On investigation it was con ceded by the Democrats that the Re publicans had carried the first men tioned state. The election then de pended on the voles of Florida and Louisiana. The returning board in Florida gave the vote of the slate to the Republicans first by 92G majority and secondly by 20G majority. This result was reached by throwing out alleged fraudulent otes in several districts. In Louisiaua the Packard, or Republican returning board, gave the state to the Republicans by 3,931. But jMcEnery (Dam.), who claimed to be governor, gave the Democratic eleotors certificates based on an al leged average Democratic majority of 7,87G. The visiting Republican statesmen, who afterwards trid to unravel the tangled web of Louisiana politics, gave the electoral vote to their own party, but awarded the governorship to McEuery. It was claimed at the time, and with xeason, that Packard's title was just the sume as that of Hayes. The ruling clearly was based on expediency ra ther than justice. Meanwhile, finding that the case was going against him in Florida and Louisiana, Tilden struck out for an elector in Oregon, who, it secured, would have elected him by one major ity over Hayes. The stale had chos en three Republican electors, but one of them turned out to be a postmas ter, who was disqualified from acting that capacity. This was made an ex cuse for the effort in defiance of prec edent and law to substitute a Demo cratic elector for the disqualified Republican. The "cipher dispatches" of Pelton, the nephew of Mr. Tilden, at the time living in his house and acting as his private secretary, dis closed a most shameless intrigue to purchase a Democratic elector in the person of Croniu. This revelation destroyed Tildens moial attitude. If the Republicans strained things in Florida and Louisiana, it was quite evident that the Democrats were equally unscrupulous in Oregon. It appeared to be a case of six of one and half a dozen of the other. Mr. Tilden denied all knowledge of the scandalous transaction, but as it was traced into his library, his disclaimer was not by any means universally ac cepted. The Electoral Commission, or the 8 to 7 arrangement subsequently de vised, gave the presidency to Hayes. It was so constructed that the odd man fell to the Republicans. It con sisted of fifteen members. The Dem ocratic house elected five members three Democrats and two Republi cans; the Republican senate elected five members also three Republicans and two Democrats. To these were added five justices oflho supreme court, consisting of the justices of the Jcxrub, jllutu, Jiiiyuiu uuu imuiu cir cuits, who selected a fifth, the person longest in commission to be the pres ident. This arrangement, in conse quence of the resignation previously of David Davis to accept the senator ship from Illinois, gave the Republi cans three of the justices and the Democrats only two. The commis sion stood eight Republicans tovseven Democrats, and Haye3 was declared elected. The celebrate aliunde rul ing, as it was called that is the rul ing not to go beliind tbe returns was the foundation of tho subsequent judgment in favor of Hayes. The Oregon episodo had so weak ened tho position of Tilden that the Democrats decided in 1SS0 to make another effort to win with a Union soldier, General Hancock. The elec tion was generally conceded to have been conducted mucn more lairiy. Tho Republicans polled 4,451,416 votes for Garfield, and the Democrats 4,444,932 for Hancock. In all that im mense mass of votes tho Republicans only had a majority of 9,464. But though the popular vote was so close Garfield had 214 votes in the electoral college to 155 for Hancock. More than n quarter of million voters 318,087 cast their votes on side issues; 306,219 supported "Weaver, tho Green back candidate, land 11,808 divided their votes between prohibition and other fanciful issues. It is not pos sible to determine where these voters will go this year, but they are numer ous enough to decide the election. There are strong reasons for the as sumption that the Greenback notion draws more heavily from the Demo crats than from the Republicans. It is undoubted that the Democrats did not increase in votes in the interval from 1876 to 1880 as fast as the Re publicans. The Democratic decline is coincident with the greenback ex pansion. If Mr. Tilden is brought forward now it is because nephew Pelton some time ago passed over to the great majority and it is supposed for that reason the Oregon episode cannot now be used with as much ef fect as it would have been in 18S0. TkePrenchare fond of onions. A Vault That Holds 8200,000,000. I stood the other day in the vault of the formidable fortress of iron and masonry on Forty-second street, where lLst vear the richest nabob in the world locked up his $200,000,000 in stocks, bonds and other securities. It is one of the most redoubtable works of defense, on the American continent, though you may not bo en tirely certain of that by surveying the building from the outside. Its foundations were blasted out of the rock; the front wall is five feet in thickness, and the side and rear walls are three feet, the materials need being pressed brick with brown-stone trimmings. The beam?, girders and main pillars are iron, incased in fire proof material. Tho doors, window frames, and minor partitions are iron, marble and glass. No wood is to be found in the structure. The great vault is 36x42 feet, of wrought iron, steel and Franklinite iron, is impos ing in strength and proportions, and is situated on tho ground floor. Its four outer doors weigh 8'200 pounds each, and have every effective and known improvement in defensive de vices. A massive wall of masonry surrounds the ironwork. The vault, which is burglar, fire and water proof, constitutes a distinct building in itself. The armed watchmen who guard the building day and night are under the strictest discipline, their hourly movements being recorded by an electric clock connecting with va rious points on each iloor of the structure, and there are also wires run ning to police headquarters and the offices or the district telegraph. In one corner of this great vault, behind hoary iron bars, are the heavier iron doors of tho works containing the Vanderbilt securities, which can be opened only by skeleton-keys held by the owner alone. I suppose that a hundred men in this building, with Gatling guns, could easily defend it against a mob of 100.000 assailants; it could be reduced by nothing less than the continued play of heavy ar tillerv.
