en te a gtoratt. ASTOKIA, OBEGOK: "WEDNESDAY-. ....JUNE 4, IBM WHAT IS A REVENUE TARIFF! The Washington free traders are jooling their issues and proclaiming their views to the country, to influ ence the deliverance of the Demo cratic national convention in favor of their fatal free trade theories. A list of eighty Democratic members of con gress is given as declaring for reve nue reform, for a revenue tariff or for a tariff on revenue only. This is heralded- as exhibiting a grtat pre ponderance of Democratic sentiment in favor of the free trade Democratic wreckers. "What is a revenue tariff? It may be a tariff based upon the commercial expenditures of the government, with either free trade or incidental protec tion aimed at its discriminations, but this distinction with an obvious and vital difference is studiouslv aup pessed by the free traders of the new Kentucky schooL They want dis criminations in favor of free t ade, instead of the unbroken policy of the government under all parties and all administrations, discriminating in fa vor of general productive industries, and they claim that all who favor revenue reform and a revenue tariff are supporters of their cause. All the -Democrats of the country, all the Independents and two-thirds or more of theKepublicans believe in a revenue tariff, but two-thirds of all of them believe in a revenue tariff that discriminates equally in favor of general productive indus tries and against every form of monopoly. A revenue tariff and revenue reform are in accord with the general convictions of the whole country; but "a tariff for revenue only," aB now interpreted by the free trade school, is a revenue tariff that positively discards incidental protec tion and proposes to place the labor of America and Europe on exactly the same footing. The Democratic national conven tion will declare for a revenue tariff and for severe revenue reform in the broadest and clearest terms, with the approval of Pennsylvania as cordially given as Iowa or Kentucky could give it; but if a revenue tariff and revenue reform are to be interpreted in the platform to mean free trade, or the distinct rejection of every feature of incidental protection, New York, Connecticut, New Jersey, Pennsyl vania, Ohio, Indiana and the Vir ginias will be as certain to vote for a Republican president as Iowa and Vermont, and will out loose and swell the Eepublican majority. A revenue tariff and honest, searohing revenue reform will command the approval of the country; free trade will command the overwhelming dis approval of three-fourths of the states of the Union. It seems that there is no limit to the possibilities of invention of trade deceptions. The most recently ex posed is one by which calf and other skins are made to resemble very close ly alligator skins by a very ingenious process. A photograph having been made of a genuine alligator hide, a copy of it is produced in bichromated gelatine, which gives in relief all the curious markings, and from this lat ter relief representation a metal die is readily excuted. This die is pressed heavily on the cheap leather with the result of making it look so like the leather manufactured from the skin of the alligator as to deceive experts unless it is handled or exam ined. Any suitable stain can by im parted to the ficticious product The Iowa coiners who have just been arrested for manufacturing standard silver dollars were no doubt moved by the ideas of the silver agita tors to believe that if clipped money was the good thing they represented it, too much, of it could not possibly be made. They probably thought this was a good time of year to make money to be used in "moving the orops." Their arrest will put a stop to a growing industry in whioh the government has asserted its own right to a monopoly. It is all right for the United States to make eighteen cents on every dollar put out, but it is wicked in a private citizen to do the same thing. This establishes the principle of coinage for revenue only. Is the American navy the dying words of the gallant Lawrence, "Never give up the ship," 'have be come historic. At Boston a few days ago, as described in our dispatches yesterday morning, an humble presB man in a newspaper office uttered words that almost deserve a place side by side with those of the noble commander. Extricated from the whirling presses, he gasped withhiB last breath: "Go ahead with the press, boys. Get the edition off and don't lose any bundles.'' The readers of that paper a few hours later little suspected that a life had gone out in .the effort to bring it to thorn fresh with the story of the world. These is every probability that the "barT will be a potent factor in the coming campaign. The simple an nouncement of such a possibility is " enough to induce every "worker' to icttst in a new pocketbooknnd brace 'up on the strength of great expectations, WHAT CONGRESS SHOULD DO. Thebe are many things that the country would gladly see done by congress; but with a Democratic house, a Eepublican senate, a Eepub lican president and all intent only on president-making, little is to be ex pected in the way of practical legisla tion. There are three things that should be done by the present con gress simply because they are indis pensable to the business interests of the nation. They are L The passage of the bill of Sen ator McPherson, or one nearly like it to assure confidence and stability in our exceptionally good banking sys tem. There should be prompt and liberal action on this subject, and if there shall not be action during the present session, the party that shall be responsible for the failure, must be fearfully on the defensive before the people. 2. The trade dollars should be re deemed. Common honesty demands it No matter who holds them, the faith of the nation is pledged for their redemption. The house passed a proper bill in the main, but struck out the clause forbidding the increase of the Bland dollars by the retire ments the trade dollars, The sen ate should restore the olauae stricken out by the house and promptly pass the bill thus amended. "3. Between the tariff-tinkers and general business depression, bank ruptcies have multiplied and they are likely to continue to multiply for some months to come. A uniform bankrupt law is indispensable to pro tect honest creditors against the special laws of the states and terri tories, which often practically forbid the collection of the claims of distant creditors. These measures are greatly needed by all parties and all sections, and as no party can hinder its political suc cess by supporting them, they should be passed forwith. The Washington Post of the 2nd, says: "The Democratic voters of the Uuited States are entitled to know that Samuel J. Tilden is not an as pirant for the presidential honor at their hands. He will not be a candi date before the Chicago convention, and will not accept the nomination under any oircumstances. The con vention will meet to deliberate and to select the strongest man, and whether this man is Bayard, Cleveland, Field, Morrison, MoDonald or Carlisle it is for the convention to determine." A Berlin dispatch says that a feel ing of keen soreness atill exists in offi cial circles in Berlin over the Lascar incident. It is now given out that it will probably be a long time before a successor is appointed to Eisen deoker. It is also intimated that the official will remain vacant until a suc cessor to Sargent has been appointed, and that the character of the Ger man appointment will depend solely upon whether Bismark happens to like or dislike the representative who may be sent to Berlin by the United States. Hebmanx is elected, Flinn is e lected; woman suffrage is set baok for an indefinite period; F. J. Taylor and T. A. McBride get a good round majority and the Democrats scoop Clatsop county on county officers. Little booms are looming up all over the political horizon, but, like all good things, they die young so immature, in fact, that it is sus pected they did not live long enough to draw one vigorous breath. Tub most prominent presidential candidates will soon play the role of dissolving views and disappear with out leaving the faintest trace on the political horizon. The population of Canada is being constantly increased by American bank-tellers who leave this country for their own good. The country has had all sorts cf booms.
