LAND GRANTS IN CONGRESS.
A Washington dispatch of the 29th
says: In anticipation of tho adjourn
ment of congress without final action
on theproposed land grant forfeiture
bills, the house committee on public
lands has prepared a report which will
be submitted on the first opportunity,
in which they recommend the passage
of a joint resolution, suspending the
issue of certificates of lands within
the limits of grants to railroads in
all cases in whioh bills are pending
before congress for forfeiture of suck
grants, until final action shall have
been taken by congress, The committee-desires
the passage of this
resolution, because in his annaul re
nort. the secretary of the interior in
formed congress that in the absence
of congressional action in respect to
railroad land grant3, the department
has been in tho habit of issuing
patents for land when the roads are
constructed, whether' they are built
within or after the time provided for
in their charters. The committee
has reported n number of forfeiture
bills, and others are Tinder considera
tion. They say that so far thoy have
failed to find a single company that
has complied with either the letter or
the spirit of the law, and to prevent
the large amount of land involved
from passing into the hands of rail
road companies, some immediate
action must be taken by congress.
The fact stated by tho secretary of
tho interior, warrants the expectation
that when congress adjourns great
pressure will be brought to bear by
the companies to obtain patents, and
in tho absence of congressional legis
lation the department would proceed
to issue patents for lands along the
completed portions of the railroads.
The Wall street failures of tho last
few weeks are a mere bagatelle com
pared with that of tho great Oriental
bank in London, which had branches
all over British India and in Austra
lia. Although its capital stock was
only a little more than seven million
dollars, it numbered more than one
hundred thousand shareholders, every
one of whom will be responsible to the
fall extent of his fortune. The liabili
ties are over forty million dollars.
Tens of thousands of people will lose
.ill they possess. Sovornl of tho un

probably will follow their example.

widows, orphans, poor clergymen,
doctors, clerks, have all been swept

years ago. London seems to have a
class of speculators as reckless as any
in Now York. Tho English prejs dur
ing tho past two weeks has been read
ing us lessons in financial honesty. It
can find a text nearer home.
The American end of the new
Mackey-Bcnnett cablo has been suc
cessfully landed at Eockport, in Mass
achusetts, to tho accompaniment of
booming cannon and ringing bells by
the villagers of that little settlement
The commercial world will rejoice
also, although in a less demonstrative
way, over tho prospect of cheaper
rates which the new enterprise prom
ises. Competition will bo a good
thing for the publio, and competition,
strong and vigorous, is promised. We
cannot have too much of it. Let the
cable kings see who can do the most
work for the least money.

The National Union Prayer meet
ing in New York has devoted one
whole week to praying for editors.

appreciate the Union's good inten
tions. By the way, it is a noticeable

delphia, out of the four Bishops that
that body has elected, three are, or
were editors. The lattei fact is
strongly confirmatory of the French
philosopher's assertion that "Jour
nalism is a profession whioh leads to
anything if you abandon it in
