THE DECLINE OF LIBERIA.
FIVE MILLION IMPORTED EGGS.
The littlo black republic of Liberia,
which has long boon in a decline, is
apparently near to death. It ia mere
ly a case of disparity between incouio
and outgo. For some time the cost of
carrying on the government has been
more than a hundred thousand dol
lars annually, while the revenue, de
rived principally from customs, has
averaged something like eighty thou,
sand dollars. In 1874, a debt of 500,
000, at 7 per cent, interest was created,
which was taken by English capi
talists. !So interest has been paid
since 1874 and the creditors threaten
to close out the concern in order to
get their money.
This is simply the failure of a pure
ly sentimental idea which never had
in it the fain test suggestion of practi
cality. In the early part of the cen
tury philanthropically disposed per
sons saw no other way to get rid of
slavery except that of shipping the
negroes back to Africa. The agita
tion culminated in 1820, when a num
ber were sent out In 1847 Liberia
became an independent government,
modeled on that of the United States.
Its territory now amounts to about
fourteen thousand square miles, and
its population is Something over a
million, only eighteen thousand of
whom are of American origin, the
great mns being composed of the
semi-savage tribes of the west coast.
It was unreasonable to ask or ex
pect that such a people could long
govern themselves successfully. Ut
terly destitute of knowledge of any
civilized government it would have
been impossible even under the strong
rule of a monarch to make anything
out of a country with such a popula
tien. But when they were turned
loose to pursue their own devices,
under the operations of universal
suffrage and with all tho drawbacks
incident to an inferior race, their
failure was inevitable. England will
no doubt extend a protectorate over
the country sooner or later, but oven
then it will probably be ono of the
hardest bargains thnt enterprising
and adventurous people have under
taken in way of colonization.
When tho bill now before the Brit
ish parliament is passed, 2,000,000 of
voters will be added to tho list of
electors in Great Britain. Perhaps
this will be the crowning glory of
Gladstone's administration. He may
well retire from public life after such
ichjeyement. So far tho efforts
of his enemies "to "fl'ilTo"hun from
power because of the situation in
Soudan have failed. And if Gordon
gets safely out of Khartoum, and
even if he does not, Gladstone will be
triumphant. He will be so because
all the fair-minded men in the king
dom agree with him in extending the
suffrage. England is almost a repub
lic to-day. The people only want a
good pretext to rid themselves of
royalty. As it is, the people rule, and
when all can vote, it will be more em
phatically true. It has taken a hun
dred years to settle the experiment
of a solid government, founded on
manhood, suffrage, in the United
States. It may take a hundred to es
tablish univorsal suffrage, but prob
ably not. But, in spito of kings and
emperors, the people are marching
on to self-government
A new book on poultry-keeping
makes the startling and humiliating
announcement that out of a total of
five hundred and thirty-four million
eggs 'received in New York during
the year 1883, some four million nine
hundred and sixty-eight thousand of
them were imported from Europe.
Everybody says it is a shame, and
everywhere the indignant inquiry is
repeating itself : Where is the Amer
ican hon and what is she doing? Are
there not enough of her? Is the av
erage breed poor? Does she not get
enough to eat or does she eat her
own eggs ?
Time 'alone can answer all these
inquiries; but it is very clear that
something or somebody is wrong-

ocean to ocean with land and scraps
and corn and buckwheat enough to
raise and feed chickens for the human

Being comparatively a "new country
witfi lots of mere raw work to do J
thero is some excuse for the back
wardness of high-grade American
steel and iron and dry goods and lit
erature, but any old hen can lay an
egg. Besides, there is no duty on
eggs; so the European hen as well as
the fanner is getting the better of
our native bird and our native agri
culture. There is a lurking suspiaion
that,' the American hen is not to
blame.
Ax English journal says: "If the
people of England closed their purses
for a while, throwing America on her
own resource, the lesson wloud be
most wholesome." This is a capital
idea. Let us fall back on our "re
sources." England will starve with
out our beef and wheat and corn and
grain. She wilTbe in darkness with
out our oiL She will go half naked
without our cotton. Her banks will
have to adopt some other monetary
standard without our gold and our
silver. She will be compelled to en
large her poorhouses if we put on
embargo on her emigrants. For
every dollar England has lost in
American entarprisea aho has made
ten and ten times ten. Stop this non
sense. America is under no obliga
tions to England, financial or other

that the country will be safe, whoever
is president Undoubtedly, but then
the republic is not in a mood to go
into a political blind pool business
and pick out a chief magistrate at
random. There must be ono man
who towers above all others for the
position. Who is lie and to which
party does he belong f The two par
ties will meet in Chicago in grand
convention, one in Jane and one in
July, and make their choice. It will
be for the people to Bay which has
made tho wiser selection.

Fortune scorns at last to be turn

months ago one of the brethren in
Tarrytown inherited a handsome for
tune. Then came the news from
Baltimore that Mr. Angus, the oditor
of tho American in that city, had
been made the happy heir of a rich
relative in Germany. And now a
grand old unole has just died in New
York leaving a beloved editorial
nephew in Wisconsin a round million,
which neither the Marino bank nor
Grant fc Ward were able to capture.
If Henry Yillard had not given up
journalism he might before now have
his name down in this lucky-list. But
he threw down his pen to become the
president of a railroad. This is al
ways a great mistake. No editor
should yield to suoh a temptation.
All honor to the Georgia judge
who has declared that he can find
nothing in the statutes of the state
prohibiting women from becoming
trustees of estates, and who has ac
cordingly appointed one to mat re
sponsible position. This field has
hitherto been exclusively occupied by
the other sex and with what results
the courts' and tho penitentiaries are
eloquent Beyond the pale of the
law, as made by legislators and con
strued by judges and courts, there
are in this and every other country
thousands and tens of thousands of
women trustees tho trustees of lit
tle children, homeless and penniless,
whose fathers went down into dis
