A Candidate for the Gallows.
Laat fall, just previous to the win
ter storms, the city of "Weston was
bnrned to the ground, antl what was
tho leading city of Eastern Oregon
in the morning, at night was a pile
of blnekcned ashes. I5nt two busi
ness houses escaped, and from the
disaster tho place ha3 not yet entirely
recovered. Tho "Walla Walla States
man further says: "One Miller con
fessed that Sylvester, the proprietor
of the St. John's hotel, offered him a !
snit of clothes and 200 if he would j
set fire to tho town. Ho had pre
viously sold horse3 and other prop
erty to raise money with which to
place more insurance upon the build
ing. Miller says ho rorused to do the
deed, but promised to keep dark
about it Sylvester then turned his
attention to a more plioble tool,
and one Dimick consented to
do it at the first favorable
opportunity. The night of October
17 was chosen, as the wind was blow
ing in a gale from tho west, the skat
ing rink was in full blast and the rail
road men had been paid off and were
drinking deaply, a suspioion could
easily be directed toward them as it
afterward was. On the evening of
the 17th, Sylvester and .Dimiok
hitched up their team and started
for Walla Walla. Dimick left the
team after it had got a short dis
tance from town and returned, ob
tained a lot of burning coals, which
ho wrapped in a woolen shirt nnd
running to the hay loft back of the
street, where the lire originated, de
positing the burning mass in the
midst of the hay. How it burned,
and tho wholo town with it, Ls still
fresh in tho memories of our readers.
Sylvester is living at Eugene City
and has been arrested. jDimick is
still at large, but Joe Truesdalo of
Weston, is on his track and vill nu
donbtcdly capture him.
Hon. Edward MoPhorson, who has
taken n prominent part in tho re
organization of tho Nationnl Repub
lican party, holds that under the sys
tem of district representation now in
force there can bo no proxies in the
Jfational Republican convention. If
the delegate or his alternate bo not
present, there is no method by which
the vacancy can be filled, unless the
district convention which named the
delegate, that is to say, tho original
power, appoints a successor. This
was substantially tha rule set up by
the last liepublican national conven
tion. It follows logically from the
district system of representation.
The district is supposed to have
elected two dolegates to represent it
in tho national assemblage. If the
delegate is to be regarded as the
agent of those who sent him, ho can
not transfer his functions to another;
nor can the convontion itself fill the
vacancy, for in that case the wholo
party would be choosing a represent
ative for that particular district
