CONCERNING OFFICE HOLDERS
If the reports from Washington
nre to be credited, the franiers of the
present civil service law secured the
passage of a bill that has created n
flurry among the federal office-hold
era "who serve on political commit
tees. Section eleven of the act pro pre
vides: No senator or representative or territo
rial delegate of congress, or any officer
or employe of either house, and no ex
ecutive, judicial, military or naval officer
of the United States, and no clerk or em
nlnvo of anv department of the govern
ment of the United States shall direotly
or indirectly solicit or receive or in any
manner be concerned in soliciting and
receiving any assessment, subscription or
contribution for any political purpose
whatever from anv onicer, cleric, or em
ploye of the United States, or from any
person receiving compensation from any
moneys derived from the treasury of the
United States.
Section fifteen makes the penalty for
the violation of these sections 5,000 fine
and imprisonment in the penitentiary
for five j ears.
On the assumption that the prin
cipal is responsible for what the
agent does, good "lawyers now declare
that if office-holders are members of
apolitical committee and that com
mittee through an agent solicits or
receives money for any political pur
poses whatsoever from an office-holder,
every office-holder in the commit
tee is liable to the line and imprison
ment imposed by section 15 of the
act. The members of the republican
congressional committee and such
mumbers of the national committee
as are office-holders have held a meet
ing in Washington to consider the
matter, and are said to have arrived
at the conclusion that for their own
safety they must resign and allow all
political committees to be made up
of non-office-holders.
General Gobdo:; fighting off the
Mahdi's followers, with Gladstone
several thousand miles away calmly
explaining how wrong it would be to
fight the Iahdi, and how at the same
time he was hurrying help to Gordon,
is a curious spectacle. It has all the
elements ot comedy in its play of
cross purposes, but at any moment it
may prove a terrible tragedy. Gor
don appears in effect to have been
sent out by Gladstone to stop a mad
bull by kind words. While there was
the smallest chance that this Simple
Simon process would succeed, all Eng
land sent up shouts of "Grand old
man; wonderful Gordon!" Since the
kind words butter no parsnips that
the mqd, bull cares about, General
Gordon bethinks him that a club
would be a good thing. He has
asked for it, and Mr. Gladstone, first
remarking that the beauty of the
operation was to lie in the fact that
there was no club, agrees that he
shall have a club in two months.
Meanwhile the mad bull is "ripping
things up" all around Gordon.
For the second time it has been
proved in Cincinnati that a flood, in
stead of being followed by sickness,
prepares the way for a period of un
usual healthfulness. It was so after
the flood of last year, and is so now.
A prominent physician says that the
flood cleaned and purified that part of
the city which has always been the
starting place for all the diseases
which have prevailed. The flooding
of the lower stories of filthy buildings,
the moving of household goods to
other parts of the city and the moving
of them back again, and the general
cleansing which the flood made neces
sary seem to have destroyed the lurk
ing germs of disease. In the bot
toms, where there is usually more or
less of diphtheria, scarlet fever, ma
laria, etc., at this time of year, there
is now hardly a case of sickness re
ported. In other words, the human
pig sties have been washed out. The
doctors are complaining that they
have nothing to do.
The French exhibit the extremes of
manifestation, but French nature is
human nature, after alL The Paris
elections show two factions royal
ists and Bonapartists all despotic
government advocates and the radi
cals of all shades rejoicing in each
other s triumphs. Each expects to
profit by the gain of the other, at the
expense of the great middle and true
thought. The royal-imperial foresees
in the radical tide a sure sign that it
must be called to save France from a
wild revel of blood and filth; the rad
icals rejoice in a slight royal-imperial
growth as an indication that they can
use the royal scarecrow. But de
spite all seesawing, with Franco radi
cal to-day,royal or imperial to-morrow,
the slow conservative middle thought
will pursue its way, as it has done
for a century past, through all re
verses, through short lived radical,
royal and imperial triumphs.
Yesterday's Standard gives the
next congressman from Oregon a hard
dig, and in the course of an article
alleging his error in making certain
statements, it makes a most egregiouB
mistake in asserting that the vessel
that carries wheat from the Columbia
gets more for the freight than the cost
of the cargo. Our Democratic con
temporary has the privilege of fling
ing mud at Binger Hermann, but it
should be a little careful in its com
mercial assertions relative thereto.
Perhaps, on the whole, it would be
better for the Standard to stick to
facta. J.t would certainly be more
honorable.
With what a flourish of trumpets
came the announcement from a Dem
ocratic House of Representatives last
December that the forfeited railroad
grants would be disposed of and the
broad acres turned back to the right
ful owners of the soil! June ap
proaches, the virtuous congressman
already begins to get his frank on all
the documents he can, and still no
definite action concerning corpora
tion injustice. And the worst of it
is that the Republican minority are
equally guilty. As far as Astoria is cor -cerned,
the blame for non-forfeiture
of the Astoria land grant rests on M.
C. George, who expects hn Astoria
representative to help send him to the
United States senate at nest winter's
Salem session.
Thh fact that a change of one Re
publican vote in each school district
in the state of New York would wipe
out the party majority in 1880,-is be
ing used as an argument that Blaine
should not be nominated. The argu
ment comes mostly from newspapers
that, like the Oregonian, raise the
cry of "anything to beat Blaine."
There is one fact in this connection
that should not be forgotten. Every
state that gives a Republican major
ity is for Blaine, will vote for Blaine
in the convention, and it is logical to
assume will give him the usual Re
publican presidential majority in
November.
It is just as well to say it now as
hereafter, that if it be a part of the
programme to send George to the
United States senate, that this part
of the state is not to be depended on
to carry out the arrangement. His
action aa representative in the mat
ter of the land grant shows just
where he stands. We don't question
Mr. George's right to do just what he
did, but he cannot expect to success
fully perform the feat of riding two
horses each going different ways at
the same time.
There is an effort making to cre
ate political capital out of the failure
of Gen. Grant in Wall street. There
are several in various sections of our
beloved country who will never for
give Grant for his conduct from '61
to '153 and who never miss an oppor
tunity to poke at him.
Carlisle & Co. threaten to carry
the free trade fight into the Chicago
convention next July. The Eepubli
cans are offering no serious objection.
