and members of the Giaud Lodge of Ore
gon. J. K. Armsby, head of tho well known
firm of J. K. Armsby & Co., Chicago, ar
rived here on Tuesday per Ot rjon, and of
course -came ashore to view the cit3'. J.
K., whose name is a household word
among the general grocery trade, was
sauntering along towards the steamer,
but at the same time the steamer was
making for Portland, and though the Ore
gon is slow, Jake is slower and the result
was that he was "left." He says that
next time he will "come a-purpose."
The "change racket" is now being
worked on a large scale in the interior.
The style is about this: Two sharpers, No.
1 and No. 2, go into a bank and ask the
teller if he can give fhem two two-and-a-half
gold pieces. The gold is handed
over and the Confederates put down a
$100-ndte. The teller hands over 93,
when No. 1 says: "Please let me have a
'$50 bill for this change, it is easier to
carry." 'The obliging bank official hands
out a $50 bill and No. 1 puts down 50 of
the change. Just as the banker finishes
counting it, No. 2 puts the $50 bill on the
$50 in change and says: "If it's all the
same to you, would you please give me
back the $100 bill, as the change is too
heavy tocarry." Tho bill is handed over,
the 50 bill and tho $50 in change is
picked up and put away, the rush of busi
ness goes on, out when the blinds are
pttljed down that afternoon and the books
balanced, tho bank finds that it is just
$50 loser.

grand encampment of Oregon I. O. O. F.,
which closed its session last Tuesday
cvoning, the following officers were elect
ed for tho ensuing year:

Grand Junior "Warden.
Tho committee on petitions roported
favorably upon tho petition for a now en
campment to be located at Ashland,
Jackson county, to be known as the Pi
lot Rock Encampment, No. 1C. The
report of the committee was adopted.
The matter of authorizing or adopting
the ''degree of Uniformed Patriarchs"
was upon motion adopted, and under the
law,' the formation of such uniformed
degroes is left to the option of the patri
arch's in the several localities.
Geo. H. Chance, Grand Representative
to the Sovereign Grand Lodge, made his
report, which is comprehensive. From it
it is learned that at that session the
Grand Sire was authorized to issue proc
lamation commanding all members of
the crier to abandon what is -known as
the "Patriarchal circle," under penalty
of expulsion.
CXIFOEMED UKQUSC CAMPS.
The legislation on the new degree had
referent moro'particuiarly to arranging
imd porfectmg somo minor details con
nected with its workings. "In some ol
thejurisdiclions the uniformed degree is
being received with much favor, and
camps are being instituted wherever the
membership is sunicientiv large to war
rant their introduction. These uniformed
degree camps being a component part ot
legitimate udd Fellowship, the members
can participate in public parades and
displays ot the order. They can visit
subordinate encampments in a body in
full uniform, when ever it shall be so de
termined by the commander or the body
itself without in any caso having to ask
for a dispensation for that purpose from
any higner authority." A state grand
encampment may adopt or reject the
Uniformed Camp Degree. Tho report
then treats of matters relating to "the
good of the order," and in conclusion,
r fcrring to the death of tho Sovereign
Grand Treasurer, Joshua Vausant, Dr.
unance ninngiy says:
"Though this is not the time for
eulogy, yet, in reflecting upon the death
of Brother Vansant, your represent
ative is mot forcibly reminded of tho
other two great lights of Odd Fellowship,
and how boldly the throo stand out, eacn
in his own sphoro, as tho exponents of
tho trinno motto of our order, "Friend
ship, Love and Truth," for, if, in the
founding of American Odd Fellowship it
was "Friendship" toward men that pro
moted tho contest in tho breast of the
rugged "Wildcy, and the gontlo influence
of Love, manifested in the life of the Paul
like Ridgely that supplied tho weapons,
it is no less the fact tnat in the life-' and
character of "Honest Joshua Vansant."
Truth concentrated their efforts and led
them on to victory.
"Let U3 then as Odd Fellows of the
Patriarchal branch be living exponents of
the principles they inculcated, and so
emulate their example that when our
bodies, like theirs, snail crumble into
dust, our works, like theirs, may become
imperi-jhable."
The Indian Language.
Ono singular fact is the infinite di
versity of language. Not only every
tribo, but every band, of which there are
sometimes fifty in a single tribe, has its
own dialect or jargon, perfectly unin
telligible to all who do not belong to
the baud. In all times the Indians have
disdained to learn even a few words of
an enemy's language. Stranger yet, the
Cheyennes and Arrapahoes for three
quarters of a century have been firm
friends, camping and hunting to
gether and making war upon the same
enemies at the samo time, The children
constantly romp and play togothor in
the common camp. Yet not one in ten
in either tribe can hold the most ordi
nary conversation in tho lunguage of
the other.
Unable to spoak each other's language,
the Indians ot the west have constructed
a wonderful sign language by which they
hold intercourse. Gesture?, signs, are
moro or less natural to every one.
Among the plains Indians alone have
they reached their most wonderful de
velopment. So complicated and elabor
ate is the .cigu language, consisting of
countless gestures and movements, the
slightest variation of which marks wide
differences in meaning, that only a few
Indians in a tribo aro complete masters of
it, and the masses can only use it slightly.
The signs do not indicate letters or words,
as with the deaf and dumb, but ideas

other for "stop talking," another for sum.
ruer, and so on infinitely. Yet an expert
sign-talker will either make or interpret
nlongspeeoh, which consists of an in
finite number of signs, following each
other with lightning-like rapidity. Two
strange Indians will meet on horseback,
each unable to understand a spoken word
of the other, and while holding the reins
with the left hand, will converse for hours
with their right, telling stories or relating
their experience without a single misun
derstanding.

A LETTER THAT TTILL HELP BLAI5E.
There was a big meeting of business
mon in Now York laBt Tuosday night, to
help along Arthur's chances for tho nom
ination. Henry "Ward Beecher and other
big guns spoke. An interesting part of
the affair was the following letter writ
ten by Ex-Attorney General "Wayne Mac
Veagh to Ex Secretary Bristow. It is the
richest thing the present campaign has
developed. Its truth is among the least
of its merits.
At the threshold I ought to warn you
that while nobody envies Arthur his great
prize, as far beyond his expectations as
uis deserts, which he drew in the lottery
of assassination, nobody has forgotten
the pregnant fact that Uuiteau was an
original Arthur man; that he killed Gar
field expressly to make Arthur president,
and that he did make him president by
that act for nearly four years. Now, in
view of this awful tragedy and its result,
it has always seemed to a 'good many
people, outside of Wall street, of course,
that a proper sense of decency and the
fitness of things, would have led Arthur
and his friends to see that his true course
wa3 to be satisfied -with the one term thus
secured to him, and not to challenge his
countrymen to review.his political career.
I assume that your first word" of eulogy
will be devoted to what is your candi
date's chief political achievement and'
noon which his admirers have always
rested his title to fame, the building up
and managing of the republican "ma
chine" of the city of New York, the
lutest triumph of which at Albany causes
the hearts of all true "patriots to throb
with joy, for the defeat of Roosevelt
leaves O'Brien at liberty to continue
those "deals" with corrupt democrats
and politicians which gave Mr. Arthur
ins first renown as a practical statesman.
You will no doubt introduce copious ex
tracts from the commission which inves
tiguted Arthur's administration of the
custom house and found it worthy of
such high commendation. And a rebuke
could be neatly administered at this
point to Roosevelt,- the son, by remind
ing your audience how his honored father
was rejected as collector of the port in
order to keep Arthur in that important
office, in spite of the expressed opinion
of both of his superior officers that he
was an unworthy official and deserved to
be turned out.
If you wish materials for a pathetic
and thrilling picture you will readily fina
them in some of the well known incidents
of tho Chicago convention fonr years
ago. You can tell how everybody was
determined that Conkling must be pla
cated at any cost, and how everybody
begged him not tu force Arthur upon the
convention, and how Conkling retused to
consider any other name. You must re
serve your highest flight of eloquence for
an adoquate description of that occasion
where your candidate desplayed his true
nobility of soul, and made his only rec
orded public speech. 1 need not say l
alluded to tho Dorsey banquet at Del
monico's in February, lSil. You can
tell your audience, without fear of suc
cessful contradiction, that it was tho
first and last occasion in our history
when one man publicly praised another
for bribing vots. Arthur's part in tho
resignation of ConLling and Piatt, and
his conduct at Albany, until summoneu
to Washington by the sound of Guiteau's
pistol, perhaps, you would better touch
lightly. There are some sentimental
Republicans in this state, as well as in
Now York and Ohio, who don't quite en
joy these reminiscences, and I would not
advise you to dwell to long upon that
mad riot of calumny and defamation
of tho dead Garfield in which, for many
months, the inmate friends and associ
ates of Mr. Arthur indulged, without any
signs of disapproval by him, and in the
cases of Gorham, Hatton and Hastings,
with abundant signs of approval.
You will, of course, admit that when
Giteau promoted him to tne preBidsnoy,
Mr. Arthur was proved to be known as an
edthusiastio supporter of the "boss" sys
tem, tho "spoilB" system, the third term
ot General Grant, and the unit rule. He
was then fifty yearsof age, and your task
is to persuade anybody you can that his
dasiro for n second term has effected a
comploto change in the methods, stand
ards and habits of his whole life. You
will offer the appointment of Chandler to
the cabinet as one proof of this change.
You will interest your audience in the
pleasing story of his allianco with Chal
mers in Mississippi; the ma ter.y cam
paign in New York only two years ago,
and its brilliant ending; tho Keogh case
in North Carolina; the Strobach case in
Alabama; the Kellogg cose in Louisana;
the promotion of Barney Biglin's brother,
and the appointment of Proxy French's
brother, etc., and you can truthfully de
clare that Arthur can boast of one dis
tinction, shared with no other candidate
that he is under no obligations for a
single ono of his delegates; all of them
were secured for him by his own office
holders. The only peroration you will need will
be to read tha roll call of the distin
guished patriots whose names you will
rind in the conference with him during
his visit to you of last week, when he re
sumed personal charge of his boom in
your city, and started the movement for
your meeting, and listen to their illus
trious names: Stephen B.French. Robert
G. McCord, John Lvdecker, John F.
Smyth, DeWitt Clinton Wheeler ,and
John G. O'Brien. And I recommend
these patriotic and high minded gentle
men, .and your fellow workers, to your
charitable consideration. In 1876 they
would not have trusted themselves in
your company, and even now they will
harbor a lurking suspicion that yon in
tend to seduce them. That is tne pen
alty you have to pay for having been a
reformer.
