Humors were in circulation yester day that the Oregon Hallway and Navigation company had surrendered I Tueir lease on tne narrow gauge reacts of the Oregonian Eailway company, limited. Inquiry at the manager's office of the Oregon Railway and Nav igation company elicited no definite information on the subject Payment of interest, according to the terms of the lease, has always been made through the head office in New York, and this office had not been advised of any change. Mr. Prescott said that Mr. Edmund Robertson of Lon don, attorney for the Scotch railway, company, was now in Boston, his ob ject being a conference with Presi dentXJoolidge of the Oregon Railway jmd Navigation company relative to 'the lease. 'Yesterday morning Mr. Wm. Reid, formerly president of the nanow -gauge railwa company, received a cablegram from Dundee stating that the O. R. & N. had defaulted in their interest to the Scotch company, and there was some excitement over it. The semi-annual interest was due yesterday. Beyond this no facts could be learned. It is understood that Mr. George O. Manchester, who was out here re cently and examined all the com pany's properties, was very much op posed to retaining a lease of the narrow gauge lines, because they were an unnecessary load to carry. Everyone knows that the west side division hardly pays operating ex penses, and the east side division loses money every month. When Villard leased the road, ho was in terested in protecting the Oregon and California; but since tho dismem berment of the Villard lines, tho O. R. & N. have no direct interest in the O. & C, and do not care to protect the O. & C. at an annual expense of about 173,000, which is tho amount of interest on the bonds end stock of the narrow gauge roads. Hence, it is natural that the O. R. & N. would be glad to get rid of the lease. when the Oregonian Railway Co. leased its lines to the O.R. &N., track on the west side division had reached the town of Dundee, Yamhill county, twenty-four and a half miles south of Portland, and work on the bridge across the Willamette river at Raj's Landing had been commenced. Grad ing had been completed to a point fourteen miles south of Dundee, and only ten and one-half miles from Portland. The engineers' estimates on cost of completion of the line to the foot of Columbia street in this oity are 8350,000. This includes two tunnels, one thirty feet and the other lixty feet long, through the bluff just above the White house. Contract firice for the bridge over the Wil nnette -was -$140,000. TSras it -will cost less than $550,000 to bring both roads into Portland, repair the bridges over the North and tie South San "tiam, and put the roadbed in good order. A. centleman well informed in the history of the roads and the feelings of the Scottish stockholders, said to an Oregonian reporter that he believed, it the O.R. & N. surrendered the lease, the Scotch company would complete the line to Portland, and that it could then bo made to pay. They could put boats on the upper Willamette to act as feeders for the road at Dundee, which is the junction of the east and west side divisions, and thus avoid the 50 cents a ton lockage. However, the road cannot be finished to Port land within a year. When tho roads were leased to Villard about two years ago the right of way deeds from Dundee to Portland were made to the Oregon and Transcontinental Com pany 'to have and to hold, etc., for ever," upon condition, however, that the railroad should be constructed from Dundee to Portland within three years of the date of the deed. Under this deed the Scotch company cannot commence work for a jear. Oregonian, 16. Write Your Congressmen. Again we urge you to write some member of congress, insisting on the ' .reclaiming of all land grants forfeited by railroads and other corporations by noncompliance with the terms of the erant There must not be even a "liberal construction" of the law in -the favor of corporations, and any congressman or senator who so Yotes must be held to be a traitor to the people, vThis is not only justice but it is law. The greatest legal talent of the country has always acknowledged that . the law regarding corporations should be applied with especial strictness, .since the corporations were the creatures of law, and existed and re ceived benefits at the hands of the people, that what is known as a "lib rtd construction"' of the law was not isllowsble in tneir interests in any case. Besides this, the grants of land are now known to have been obtained bv bribery and corruption in even case, and there is no possible excuse remaining for not reclaiming whero any company has not complied with, in every minutiee, the terms under which the grants were made, and con gressmen should be made to feel that the eyes of the people are upon them, and that they will be marked men for evar after if they fail the people now. The only way to make them feel this is to write them, telling them that they are expected to be both act ive and vigilant, and that any failure on their part to not, and to act promptly, will be regarded as an evi dence that they are not true to the people.
