The Now York Tribune gives no
eatimato bwond Blaine's vote, and it
puts Blaine within 32 of a nomina
tion on first ballot. The Philadel
phia Inquirer gives Blaine 424: on
first ballot, or 13 more than enough
to nominate, but its table ha3 too
much the flavor of regular organ
work .to make any impression. The
New York Times and Sun are not
friendly to Blaine, but they are news
papers and give the news a3 they un
derstand it. The Sun gives Blaine
311 with a largo unclassified or doubt
ful vote, and the Times foots up 340
for Blaine. The- Press puts Blaine
15 below the figures of the Tribune
and puts 'Arthur up near to the esti
mate ot this journal, but it classifies
the scattering or doubtful vote very
closely to get out the full strength of
Blaine.
Blaine's crucial test will be be
tween this time and the meeting of
the convention. He starts off now
with an overwhelming majority of the
republicans in his favor; with an
overwhelming majority of the dele
gates from the republican states
favoriug him, and with the largest
personal following assured in the con-
vention. That following is now con
fessedly from 50 to 100 or more short
of a majority of the convention, with
more than enough of doubtful votes
to nominate him, if they can be gath
ered into the Blaine line.
Arthur's strength is not created by
the devotion that inspires most of the
Blaine following, but his patronage
for eight mouths following tho con
vention, and the remote possibility
of his nomination, will hold his
strength compactly until the winning
man comes within sight If Blaine
shall bo strong enough to indicate
his nomination over the combined
efforts, to beat him, he will got half of
Arthur's strength on the second bal
lot or withodt a second ballot, and
with them a solid vote from Pennsyl
vania and Ohio; but if the combina
tion now working against him on tho
theory of "anybody to beat Blaine,"
shall give promise of Blaine's defeat,
ho will never reach 330 votes, and
more likely never reach 300.
In making presidential nominations
there is nothing so successful as suc
cess, and the Blaine battle will now
be waged on both sides, to make and
defeat combination against him. If
the Blaine tide can be kept up for
nineteen days more, Blaine will win
at Chicago; if it can't he will be de
feated. The Louse recently passed u bill
tbat the president sball not bereafter
appoint any man as governor -o a
territory who has not been a resident
or it two years preceding such ap
pointment. The senate committee
on territories has rejected thiB bill
with a marked degree of positiveness.
They say that it is doubtful if the
power of appointment m the presi
dent can be constitutionally inter
fered with by such a law. They also
allege that tho present law has
worked fairly well in experience for
thirty-five years and that no difficulty
serious enough to warrant a change
has been developed. This is a wise
disposition of the bill. Nearly every
territory is torn by internal and fac
tional dissension ot tho very worst
kind, ho that it would often be impossi
ble to select a competent man who was
not committed one way or the other.
The best thing to do is to send the
best to be found as governors, wheth
er they live in the territories them
selves or any where else in the coun
try. K
TnE mayor of New Orleans, who
was a candidate for re-election as an
independent democrat says that the
ninety-one polling places in the city
were taken possession of by organ
ized bands of from 800 to 1200, who
drove the authorized inspectors from
tho polls and stuffed the ballot-boxes
at their own discretion. This shows
that the democratic party of Louisi
ana is In good working order for the
fall campaign.
B&axke's greatest vote in the Cin
cinnati convention in 1876 was 351,
and on the same ballot Hayes wa3
nominated by 384. At Chicago in
1830 his strength was 284 votes, and
it remained bo for fourteen ballots.
His friends claim that on the 3rd of
next month he will have 375 votes on
the firsfballot ill being necessary

Tee Oregonian now threatens that

mean the party's ruin in November.
This has been threatened- in former

The Dalles can t support a daily
paper. Colonel Lang could have had
shipped up to him a lot of cast iron
matter and chopped it up in lengths
to suit, and thus kept going, but he
is too thoroughgoing a newspaper
man to be guilty of such a contempt
ible attempt to impose on the citizens
of The Dalles.
