The addition of fourteen thousand yads of English gold laco to the present brilliancy and efficiency of the American army, as per recent order of the Quartermaster's Depart ment, is an item that appears to call for more than a passing record. The army has always been handsome, to say the least, and -the addition of so much brand-new ornamentation can hardly fail of increasing its beauty. "What .the effect of it -will be on future contests with the red man remains to be seen. At the first blush one is inolinedxto question why fourteen thousand yards of gold lace should be ordered from England. It is an expensive article of manufacture, evidently has a good deal of profit in it, and the marvel is that our homo industries have not been encouraged and pro tected enough to manufacture tho article for ourselves. Besides, gold lace is used in all nations of the world, and it is a thing we ought not to have to buy, but to sell. At least we might manufacture a cheap kind, that would do for our own army, and perhaps find n market among sav ages. So the pleasure no doubt felt by army officers at the prospect of so much new tinsel is somewhat con ditioned by the regret the commercial classes must feel that so much fine stuff should have to be bought from England. These considerations, how ever, cannot in any way interfere with the moral effect of the addition of so much gold lace to the glory of our army. Other nations may not in crease their respect for our flag on account of this increase of splendor; the noble Indian will scalp our troops as of old, but the gold lace is a splen did military addition all the same. " would you drag women down into the mire of politics T No, sir ; I would have them lift us out of it Now, the hcience of govern ment is not an ignoble science, and the practice of politics is not neces sarily mean and degrading. If the making and administering of law has become so corrupt as to justify call ing politics filthy, and a thing with whioh no clean hands can meddle without danger, may we not wisely remember, as wo begin our work of purification, that politics have been wholly managed by men ? How can we purify them ? Is there no radical method, no force yet untried, a power not only of skillful checks, which I do not undervalue, but of controlling character ? Mr. chairman, if we sat in this chamber with closed windows until the air became thick and fetid, should we not be fools if we brought in deodorizers if we sprinkled chlo rido of lime and burned assafootida, while we disdained the great purifier? If we would cleanse tho foul cham ber, let us throw the windows wide open, and the sweet summer air would sweep all impurity away and fill our lungs with fresher life. If we would purge politics, lot us turn upon them the great stream of the purest human influence we know." While a majority and perhaps all the Massa chusetts delegates will vote for Ed munds to escape Blaine, there are many Republicans of the Bay State who will protest against thus reward ing Edmunds for his controlling part in deposing Charles Sumner from the chairmanship of foreign relations in the reckless days of Grant The one man who was pre-eminently fitted by character, ability and experience to head the most important committee of the senate, was deliberately and maliciously degraded by Edmunds and Cameron honored with the chair of Sumner. But for the active aid of Edmunds that disgraceful record could not have been made to shame the national authority, and it is keen: ly remembered not only in Massa chusetts but throughout the length and breadth of tho land. It is not marvelous that there are loud and deep murmurs against Edmunds in the home of -.Charles Stunner, and they are likely to be heard in in creased volume and earnestness at Chicago. The question of the right of a State to abolish the Grand Jury sys tem and substitute for it the process of presentment by information in stead of indictment, notwithstanding the fourteenth amendment to the Constitution, has been decided affirm atively by the Supreme Court of the United States, Justice Harlan alone dissenting. It is held by the Court that "due process of law," in the meaning of the Constitution, does mot necessitate action by a jury, and that a citizen is :not improperly de prived of "life, liberty and property1 when dealt with upon an information filed by an authorized prosecuting officer.
