Sixth That the power conferred by the federal constitution upon congress to enact tariff laws was given for the sole and exclatnTeT purpose of deriving reve-nues-forthe supportof -such government, and"that the -enacting of any tariff law ionmy other -purpose, such as taxation of one class of people, is as entirely un warranted by the constitution as it is re pugnant to justice and inimical to the general welfare, and we therefore favor n tariff-forrevenue, limited to the necessi ties'of government economically admin istered, .and a gradual but persistent re duction of tbo existing protective duties. Seventh Thet the improvement of our coast harbors, "the Columbia river and its tributaries,is of vital importance to the commerce of the whole state of Uregon, and Tfe earnestly ask that an adequate appropriation be made by our present congress"to begin tho work of the Colum bia river bar improvement, already too longTieglecred. ITembers of congress are feolinjr great interest in tho .Republican state conventions lor tnc election ot delegates to m cago, twelve ot which will be licltl within the next two davs. It is felt that they will disclose the real strength of the various candidates. As it.is now the cooler headed poli ticians give Blaine about 300 votC3 to start on. His partisans are claiming nearly 375, but such figures are based on hopes rather than facts. Arthur will probably lead Blaine at the start. The Edmunds men count up eighty vote3 for their favorite, and claim that they will hold the balance of power at Chicago, as at "Ctica. Tho Blaine men are counting on a strong vote from Ohio, but they will uo uiauppoiuicu, say vjuiu yuuumuuj, bo long as Sherman is in the field as a candidate. The Logan boom doesn't seem to extend beyond Illi nois. Col. Thomas Bayne congress man from Pennsylvania, one of Blaine's most ardent supporters, stated to-day that he had made a careful count of delegates elected, and he is certain that Blaine will have 317 votes on tho first ballot at Chicago, and on the second -ioi. a sufficient number to nominate him. Some allowance for this statement must be mad, for Bayne is enthusias tic for the "Plumed Knight" George "W. Cable, tho New Orleans novelist, was on an occasion invited to address a Sunday school. Mr. Cable's fondness for children is pro verbial, and he accepted. In the course of his remarks ho raised his hand, expanded his digits and said: 'I have so many children at home. How many is that" Five," piped up the youngster promptly. "And half or them are girls, continued the speaker, staggering his audience with his apparently reckless disre gard of the truth. "How much is half of five?" asked Mr. Cable. "Two i and a half," reproachfully replied tho little miss in the front pew. "Yes," said the novelist; with a benign aut smile as ho saw that his reputation for veracity was fast slipping away, "two and a half of them are girls, and tho other two and a half, too five girls. "Oh," gasped the little miss, with a look of relief, and then a rip ple of laughter bubbled tip from the corner where the "bird's hast' class sat, floated over the backs of tho pews, climbed into tho gallery and died away in tho organ loft.
