A national convention is a popular assembly, representing the masses of the party, and charged with the duty of making-such nominations as will be likely "to-pxove most acceptable to the country, and thus to best sub serve the interests of the party. Be cause delegates go there pledged to or favoring a certain man for presi dent, whom in the "course "of things they-ifiud "it necessary to abandon there, i certainly no obligation rest ing upon them to be guided by that man in "the further disposition of tneir votes. To grant such a claim is to endorse the most glaring and per nicious "form of bossism, and -.make the delegates a mere pipe to be playe'd upoVnot for harmony's sake and to the end that the wisest choioe may bo made, but for the- gratifica tion of -a defeated aspirant's thirst for rexaBCf..Qr to promote his schemes for his own future advan tage. 'Thepeople, it' is safe to assert, do not send delegates to a national convention with the "idea that they should, allow themselves to be con trolled in tlratTW3y; and surely, a delegate who should so order his conduct "would be guilty of a gross betrsVaVoTibe trust reposed in him, as well as of a lowering of manhood that liia" Self-respect ought -to make impossible. , The most that can lairly he urged as to the force and meaning of in structions is that they require a dele gate to Hiippoi 1 :i given mau in good faith c3"long there shall look to be a chance for his success Beyond that they impose no dul and exact no al legiance. The candidate of the state or district once out of the race, he has nGhiurther legitimate claims upon the delegates who have voted for him. They arc in honor and reaoou free tq do as I bey please and vote for wbonvthey choose, responsible owh to their constituents. The fact that mea have been commissioned io do all that lies in their power to secuie the nomination of Mr. Arthur, or Mr. Blaine, brMr. Logan, does not sig nify that finding it out of the ques tion to accomplish such a nomination, they are expected to bunch them selves together like so many sheep for Mr.-Arthur, or Mr. Blaine, or Mr. Logan to deliver to somebody else from individual motives of pique or resentment, or in consideration of promisesbf later advantage or prefer ment. Under such a condition the delegate would lose his identity, and the convention would forfeit .its true character and beoome only a gather ing ofubjects and dependents, with the bosses in supreme command. This .applies not to what is due leading candidates alone, but also to what ia right and reasonable in the cases of all candidates. The "favor ite eons' - are on deck this year, aa usual some confidently believing that the lightning is sure to miss the trees and strike the underbrush, but most of them simply expecting to bargain the votes of their supporters for a cabinet portfolio, a foreign mis sion,"or some other rare and soft thing. '.In not a few instances it is openly .proclaimed that the "favorite sonV-triends have no hope of his nomination, and that he will be pre sentedonly as mnatter of state pride and to' insure a united delegation. Very weil-.if. a state cares to oompK-4 ment a citizen in that cheap and doubtful-way, it is her right to do so. But wfien the "favorite son" gets his compliment, let. him make his obei sance and step into ttie background, leaving the ' delegates free to vote, riof; as he shall wish or contract to have them, but as they 3hall deem fittestarfd-best, without any regard to his personal interests. That is the sounditheory, and any other is a vio lation of the. first principles which should govern the actions of a .body of me"infrusted with a Tvork as ira- portanTas the seleotion of a presiden tial candidate for a great and enlighr- ened party. The. people are not in sympathy T?ith bossism of a"ny description; and least jof 'air do they vdesire, 'or will ttwy kpprove, the application of boss XMtfeoiaireotly'or indirectly, to the solutionof the presidential problem, They wont no trading, and no trans- ferriug votes in bulk to suit the suit ish pnrposos of a man who can not f himsolf obtain the nomination. When instructions or pledges have been fair ly fulfilled, they want the delegates to determine, oach for himself, where their votes shall go. Tho very fact that no one man haa a surpassing preforeuco to far, and that the feel ing daily grows that tho principal contestants are all likely to fail, indi cates clearly that the convention is expected to be in the strict sense of the" term a deliberative affair, and tp make choice of the strongest and most available man, without refer ence to any disappointed aspirant's desires or calculations. By that spirit solely should every delegate be gov erned, abiding by his instructions to an honorable and proper extent, and then acting on his own judgment of what will bring the party most votes and place it in the most creditable and unassailable condition for the impending struggle. That way safety lies, and exemption from wrangling and mistake, lukewarmness and pos sible mutiny; and to be safe in such measure as that means to bo sure of a coming and splendid victory. : The sixth and seventh sections of the Republican platform adopted in convention at Portland last Wednes day is commended to the attention of those who wanted "to see what a Re publican had to say abont those things." 0aple3 couldn't beat geography, says the Oregonton.
